Tender cancelled on 2023-12-07 16:15 UTC. The tender was organized in 2018 as a part of the Lets Build Home Together Project. The tender was canceled as the planned cadaster plots for buildings became unavailable based on the decision of the relevant authorities and therefore, the contract could not be implemented. New clarification added: QUESTION 4Is it acceptable as proof of reference of bidder who was investor and contractor of works to submit Use permit and Record on technical inspection of building instead of copy of Contract? In that kind of situation bidder do not have Contract with himself. ANSWER 4 It is acceptable, if from the submitted documents is clearly visible that the investor and the contractor are the same company.QUESTION 5: Problem with proof of references for Responsible Construction Engineer is that you insist on decision on appointment and sheets of Final payment certificates signed by the investor, supervisor and responsible contracting engineer for at least 3 residential projects, because many older Responsible Construction Engineers that has requested references worked in companies that no longer exist. How can they prove their references of Responsible Construction Engineer on construction of residental buildings, on which they worked on and which are succesfully completed but they do not own archive (Final payment certificates) of former company that do not longer exist? Bear in mind that many companies in Serbia which succesfully invested and builted residential buildings, ceased to exist because of business climate in Serbia, and who knows where are their arhives with Final payment certificate. On the other hand, proofs such as Use permit and especialy Record on technical inspection of building are available in archives of every city administration for every building, and they are available for everyone to copy and inspect. In Record on technical inspection of building is data on Responsible contracting Engineers on that project. That is more suitable proof for reference of engineer than Final payment certificate. Therefore we suggest that you accept Record on technical inspection of building as proof of relevant experience for engineer instead of Final Payment Certificate.ANSWER 5UNOPS in Serbia has conducted many successful tenders for provision of construction works and many times requested final payment certificates signed by the investor, supervisor and responsible contracting engineer. We did not receive any complaint from bidders related to difficulties in provision of such kind of evidence. We expect the responsible contracting engineer to have recent experience in this role (last 3-5 years) for which the requested proof should be easy to obtain.

New clarification added: QUESTION 1Is it acceptable as reference for bidder, completed contract on construction of multi-storey residental building (storeys: ground floor, 5 storeys, attic), for which bidder has proof: Contract, Taking-Over Certificate with no objections, signed reference letter which confirms comletion of works in agreed quality, time and scope, has last Interim Payment Certificate signed by investor, supervisor and responsible contractor, but does not have signed Final Payment Certificate because one of co-investors is public enterprise in liquidation and due to long administrative process of signig, Final Payment Certificate is not yet signet on their behalf?ANSWER 1If the signed Final Payment Certificate is not available, it can be replaced with the Final Report on Technical Inspection and the Occupational/Use permit. QUESTION 2Is it acceptable as reference for bidder, completed contract on construction of students dormitory (storeys: basement, ground foor 3 storeys and attic)?Students dormitory has same structure as residental building, it has same purpose and complexity of construction works.ANSWER 2Student dormitory can be considered as similar function to residential, so it can be considered as reference if it fulfils all other required criteria.QUESTION 3Is it acceptable as reference for bidder, completed works on reconstruction of residental houses?ANSWER 3No, references were requested for the construction (not reconstruction) works.

New clarification added: QUESTIONDoes bidder need to submit form: RETURNABLE BID SCHEDULE 11 – NOT USED, Proposed sources of naturally occurring materials and outline statement of proposed methods, with all requested details, or that form is not needed because of "NOT USED" note in headline of the form?ANSWERAs stated in RETURNABLE BID SCHEDULE 11, this form is not used and therefore should not be submitted within your bid.

New clarification added: QUESTIONHow will the competitiveness among bidders be achieved, if you insist on presentation of Final Payment Certificates as a proof for Personal reference of a Responsible Contractor Engineer? Personal references are gained throughout years, decades even, and it is highly unlikely to have copies of final payment certificates from previous companies more than 10 years ago, while it is common practice to require such proof for a company - potential bidder.ANSWERSigned Final Payment Certificates confirm that the appointed responsible contracting engineer actually performed the assigned duty and that, additionally, he was efficient in his performance enabling the construction works to be successfully finalised. Therefore this document is important. We did not require provision of certificates that are 10 (or more) years old, recent certificates should be easy to obtain.

New clarification added: QUESTIONFor Responsible Construction Engineer requested proofs are: CV, license 400 or 401 or 410 or 411, decision on appointment and sheets of final payment certificates signed by the investor, supervisor and responsible contracting engineer for at least 3 residential projects are requested. Please review your request about final payment certificates as proof for Responsible Construction Engineer, because this is property of company (contractor) for which Engineer worked for, and if he changed company that kind of evidence is not possible to get. ANSWERUNOPS in Serbia has conducted many successful tenders for provision of construction works and many times requested final payment certificates signed by the investor, supervisor and responsible contracting engineer. We did not receive any complaint from bidders related to difficulties in provision of such kind of evidence. Therefore this request remains unchanged.

New clarification added: QUESTIONDoes organizational structure (requested under Returnable bid schedule 6 point 3.) has to include only organization of the bidder regarding construction site or total organization structure of the bidder. Does that request include construction site scheme?ANSWERAs stated in the mentioned Returnable bid schedule - the proposed organisational structure for carrying out the works. Bidders are to attach a chart indicating the bidder's organisation structure - that means you should provide organizational structure related to execution of works, as well as total organizational structure of the bidder.

New clarification added: QUESTIONIf bid is submitted by consortium, in Returnable bid schedules where there is to fill in NAME OF THE BIDDER, should we insert names of all members of consortium or just the name of Leading member?ANSWERThere is no need to insert all consortium's members names. Returnable bid schedules should be signed by the representative of the consortium (Leading member), but you should provide agreement on consortium where the name of the leading company and its representative is clearly stated.

New clarification added: QUESTION:Does the leading member of JV only signs the Returnable bid schedules, or every member of JV should sign in the case when bid is submitted by Joint Venture. Please confirm that the registration with UNOPS when JV is the Bidder should be done by each JV member separately.Should JV agreement be in English or can be in Serbian only?ANSWER:The Returnable Bid Schedules should be signed only by the leading company of the JV. There is no need for other members to sign. The leading member has to be clearly named in the JV agreement and authorized by other members to sign the bid on their behalf. All members should be registered on www.ungm.org .The JV Agreement can be in Serbian as well.

New clarification added: QUESTION:Do all submitted documents should be translated in English, like document from official Registry, contract for reference contracts, financial statements, final payment certificates etc. And does translation shoud be done by court translator or confirmend by official translator?ANSWER:There is no need to translate the supporting documents (such as registry documents, contracts, financial statements, etc...) from Serbian to English language.

New clarification added: QUESTIONWhen we open document named ITB_Section_II Returnable Bid Schedules on the first page of the document there is title - Section IV Returnable Bid Schedules. Is ti Section II or Section IV?ANSWER:It is irrelevant formal error in numbering - it should say Section II.QUESTION:Should the bidder also fill in and sign Short Form Construction Contract and if yes please check instruction from Short Form Construction Contract about yellow and blue fields, because it looks like the instructions are reversed.ANSWER: Short Form Construction Contract template is attached to this tender for your information only and therefore there is no need to be filled in.

New clarification added: QUESTION:In tender particulars is stated that Bidders shall upload a scanned document of bid security as part of the bid in the amount of RSD 300,000.00 (Three Hundred Thousand Republic of Serbia Dinars) or equivalent in USD in the form set out in the document titled Section II: Returnable Bid Schedules included in the Documents section. Bidder also must submit original document of bid security to the UNOPS office, Skerliceva 4, 11000 Belgrade, Serbia.Please clarify what is the deadline for submiting original document of bid security to the UNOPS office. Is it before a deadline for submiting tender, or on your request but after that date and time?In witch form should be submited original document of bid security to the UNOPS office, perhaps in sealed envelope with reference to tender description, bidder and reference number of tender, and with label "do not open before opening session"?ANSWER:The original document of bid security must be submitted before the deadline for submission of bids to UNOPS office, Skerliceva 4, 11000 Belgrade It has to be in the sealed envelope with tender reference stating that this is the original bid security document.

New amendment added #1: The below revisions have been made to tender criteria and documents and the deadline for submission of bids is hereby extended till 18 June 2018, 10:00UTC (12:00CET), while the deadline for clarification is extended till 13 June 2018 10:00UTC (12:00CET). The following criteria is ADDED:Stage: Eligibility and formal criteria- The Contractor should submit the statement of obligation to engage at least 3 workers from the LBHT beneficiary population. Workers should be engaged on retainer basis for the period of minimum 2 months per person.- In case of consortium, the Contract between members has to be submitted and should clearly state the lead member and the division of construction works, whereby the lead member should carry out at least 50% value of all works. The lead member has to provide at least two out of min three reference contracts. The following criteria is REMOVED:Stage: Qualification criteria- The Bidder owns professional company licence: И132Г1 – Road Structure Projects Construction, comprising state roads of I and II category, travel facilities (bridges) and traffic connections to these roads and border crossings. Checklist- Evidence of full time employment for a minimum of one year for Construction Engineer (employment record booklet or employment registration form) The following criteria is REVISEDStage: Technical criteria- Returnable Bid Schedule 5 - Preliminary Programme. The bidder’s preliminary program demonstrates the bidder’s capacity to plan and programme the works within timelines that are consistent with industry practice, the project requirements and UNOPS' project technical staff programme. Detailed work plan to be provided and should not be longer than eight (8) months.
