Economic or financial evaluation of projects
New clarification added: We noticed that the Form C: Financial Proposal Form, mentioned two tables (1 and 2). However, there is only one table in the format provided for this RFP. Would you kindly clarify which format bidders may use?Please use the format provided in RFP_Section_III_Returnable Bidding Forms by filling out Phase 1,2,3 and 4 tables.

New clarification added: In the bidding forms, are Forms F (Performance Statement) and G (No Adverse Action Confirmation) required for a submission in response to this RFP?Yes, both are manadatory documents.The two-week period for the preparation of a submission, provides little time to identify (up to) six countries and then organisations to assist with work in each of them. Will it be possible to identify sub-contractors during the inception phase?UNOPS accepts the submissions for this RFP without the identification of subcontractors given that local subcontractors could be involved in areas that are not yet identified. Subcontractors should be idenitifed during the inception phase.

New clarification added: We have some questions about the personnel element of the assignment.The RFP mentions a senior consultant and a second consultant, if applicable. Does consultant here refer to organisations or individuals?Consultants who work for an orginzationThe Financial Proposal Form (Form C) lists these roles only, and the RFP indicates an estimate of 105 days of a senior expert. Is this an estimate of the total person-time expected?105 days is an estimated duration to finalize the final report. However, you are free to insert the number of days you think is needed to deliver within the deadlines along with the daily and total rates.Is there scope to sub-contract some of the tasks (e.g. to assist with in-country activities)? If so, do sub-contractors need to be specified in the submission?Yes, we made a mistake for not including this on our returnable forms, RFP_Section_III_Returnable Bidding Form will be revised accordingly.
