Clarifications for EOI/2017/03 Generators (30 May 2017) Q 1. About clause 3.2 -Our POs are $80,000 each (Equivalent in Uganda Shillings) for the same period, can we add 4 POs to Make USD 200,000 or a single US$ 200,000 is necessary as our single PO valued to US$200,000 are for other Branches of TalkPool 3.2 If the Po’s are under same contract, yes you can add & provide evidence of same. Q2. We would like to know regarding the subject Interest for Provision ETH/EOI/2017/03. We are confused that is it required to have a power of attorney attached with the interest and signed by the power of attorney holder?? Or just authorization letter from the directors authorizing a person to sign would be enough??? No power of attorney is required. We need to make sure that the information provided is binding and an authorized person has signed it. A letter showing the person is illegible to sign such a document is enough. Q3. Experience with UN agencies or other international organization must be related to finished project or can we give details and references of on-going projects? Yes, preferably for completed projects; however ongoing contracts would also be considered. Q4. Big completed works over 200,000 USD must be related to generators? Preferably Yes, however other works similar to generators could also be considered. Q5. Could you please specify what do you mean by “product package”? Because there is no specific description of the generators, product package is meant to refer to the various generators that your company provides. Q6. Could you please give more details about the end use of generators? This EOI is intended to prequalify suppliers. Intended use could range from field offices, use at hospital and projects that may be handed over to government use. Q7. Is it a must that we should submit the documents Physically??? Sot copy submission with the indicated email address is sufficient. Q8. If it is through Online what is the procedure, scanning the documents and uploading??? Scanning and attaching to the email indicated for submission, if the size is too big, use a max of 9MB with each email, and sent subsequent email with same title and indicating the series of the email Q9. Experience- Is it must that we should be having experience in the field of the item supplying? Preferably. Q10. 5 Completed projects with USD 200,000- is it must that the Project should be the item the same item which we are planning to quote??? Preferably Q11. We are a trading company and we have several partners for Genset. If we provided the product package from A manufacture for EOI, can we still change it to B manufacturer when submit our bid? It will be advisable to send product packages from both manufacturers; so, that you can provided with whichever product selected. Otherwise replacing A with B may cause your application to be disqualified in the upcoming stages. Q12. For the product package, whether do you only need the genset from 5KVA-200KVA or the whole range from manufacturer? Yes, only for 5KVA to 200KVA Q13. Please can you kindly explain the requirement about warranty package, installation and after sales service. As this is a prequalifying stage detail specs will be send out with ITB once potential suppliers are identified. You may include warranty packages related to the mentioned components on the qualification criteria and extended warranties if available. Basically, what is needed is to see what is available. Q14.I have just seen on the UNGM website a new Project for Generators with reference ETH/EOI/2017/03. Please, confirm that in this first step we only have to submit EOI document or if we need to supply any additional document/information. Thank you. The ETH/EOI/2017/03 is meant to prequalify suppliers. Once suppliers are selected based on the pre-qualification criteria detail specifications will be sent out with ITB document. You only need to submit all documents mentioned on EOI and /or the prequalification criteria. Q15. As per Annex 2: Qualification criteria – 1. Submittal requirements – 8. Environmental Compliance certificates – Accreditations eg. ISO 14000. LGP Query: We will be providing Manufacturer’s authorization alongwith ISO 14000 of the manufacturer to satisfy this PQ condition. Please confirm. Note: LGP has completed more than 6 years of exports business & is in the process of applying for ISO 14000. Q16. As per Annex 2: Qualification criteria – 1. Submittal requirements – 9. Certification of Quality – Internationally recognized eg. ISO 9001. LGP Query: We will be providing Manufacturer’s authorization alongwith ISO 9001 of the manufacturer to satisfy this PQ condition. Please confirm. Note: LGP has completed more than 6 years of exports business & is in the process of applying for ISO 9001. Yes. it is the manufacturers ISO 14000 and ISO 9001 that are required. Q17. please arrange to send us soft copies of submittal documents alongwith PQ document for our further working. The ETH/EOI/2017/03 is meant to prequalify suppliers. Once suppliers are selected based on the pre-qualification criteria detail specifications will be sent out with ITB document. However, for this stage only the documents attached on the notice are needed.
