New clarification added: Dear Respective bidders,Kindly find below clarification question and response for your information.Question: Is the investment specialist requested mainly for deliverable 3 (investment plan)? We would like to clarify as in section 3 (key personnel criteria) it seems strong accounting background is required while in project deliverables description, no such workscope is mentioned.Answer: The requirements are finance-related qualifications and financial skills (valuation techniques, risk assessment, and compliance standards). The overall scope aligns with investment analysis and strategic financial planning, as required in the Deliverables. Please double-check on all requirements for all Deliverables to ensure you have the necessary expertise to complete each of them.

New clarification added: Question: Will ETP / Ministry of Planning and Investment facilitate networks with the industrial park for data collection? We may also require an NDA to obtain data from the park and specifically with the industries to establish the energy profile. We understand that the Ministry of Planning and Investment is being integrated within Ministry of Finance in few months. This poses a risk as we will not have a focal point. Does ETP have a view if the focal point will remain the same for the entire project?Answer: The focal point will remain the same. The selected bidder will get the support from the beneficiary and UNOPS to attain the necessary data. However, the consultant is still required to conduct necessary stakeholder engagement.

New clarification added: Question 1. Regarding electricity demand and supply analysis, can a successful bidder access to the related data?If yes, will communication between the EVN (Vietnam Electricity) and the successful bidder be expected, or will other entities (such as TLIP2 via UNOPS) provide the bidder the data?Answer 1: The selected bidder will get the support from the beneficiary and UNOPS to attain the necessary data. However, the consultant is still required to conduct necessary stakeholder engagement.Question 2: Considering the Tet holidays in Vietnam, could the submission deadline be extended by one or two weeks?The reason for this request is that the preparation of the proposal, which relies on communications and discussions with potential Vietnamese partners, has been interrupted due to the holidays.Answer 2: The deadline has been extended to 17 February 2025.

New clarification added: Question: The services will be consumed in Vietnam and thus subject to 8-10% VAT applied to bidding price. Pls advise whether article 18 of GENERAL CONDITIONS OF CONTRACT is applicable for VAT or VAT will not be paid to us?Response: Kindly refer to our financial proposal template that we requested the bidder to add the applicable tax in a seperate lines and in case of award, we will pay the fees inclusive of VAT as per requirement of local government.

We would like to know this for checking of insurance and tax issues.Answer: In case of award, the UNOPS contracting body is UNOPS EAPMCO Bangkork, Thailand.
