New clarification added: Dear Respective Bidders,We have corrected the ToR under the Qualification Criteria, the financial capacity to align with the e-sourcing criteria, and what we presented during the prebid meeting as reflected in the prebid presentation. Financial Capacity/Financial Stability: Bidder should have a minimum annual turnover of USD 300,000 in any of the past 2 yearsLiquidity / quick ratio should be a minimum 1, in any of the past 2 years.In light of this correction, we would like to extend the submission deadline to Wednesday 5 February 2025 at 5 pm Bangkok time.Regards,

New clarification added: Questions, in case of JV:1) Should Forms B and F be signed by all partners, or is a single signature sufficient?Answer: Form B and Form F should be signed by the lead consultant.2) Regarding Form G: Should all partners sign one consolidated form (with a single table applicable to all), or should each partner complete and sign their own form individually?Answer: Form G should be signed and stamped by at least the lead consultantAlso, if we include non-key experts, should we include their CVs as well? Answer: Yes, please include non-key expert in Form E, Annex 1 and submit the CV.

When we list our references, at the "Value of Contract", should we emphasize that in some cases our training programs are funded through our own resources via participant fees? Or should we focus on the pricing and value of our individual tailor-made training courses, which replace donor-funded programs? We seek your advice on which approach would align better with UNOPS's evaluation criteria.Answer: If your circumstances regarding the cost are unique, you can provide further details in each section specifying the value and conditions of each contract

Or should we focus on the pricing and value of our individual tailor-made training courses, which replace donor-funded programs? We seek your advice on which approach would align better with UNOPS's evaluation criteria.Answer: Thank you for the question. If you refer to the Summer School (Deliverable 3), there will be no participant fees so it will be funded by ETP and to some extent ESCAP. The bidders are requested to propose a budget to deliver the Summer School as per ToR requirements. If you refer to the recommended design of the ASEAN School of Regulation (Deliverable 4), then it will be up to the consultant to recommend based on the needs assessment and tasks specifically designed to complete Deliverable 4.

New clarification added: 1. Noting the significance of the lunar new year to many of the ASEAN members states, and the timing of the holiday in the middle of the proposal period, would ETP consider an extension of the submission deadline to better allow coordination between ASEAN-based organisations who are preparing their bid at this busy time?Answer: Unfortunately, we are unable to extend the deadline.2. The TOR expects that the Summer School and all consultation activities will involve all 10 ASEAN states. It is our understanding that all training materials, modules and consultations will be conducted in English only, and there is no need to translate materials or interpret discussions into other languages. can you please confirm this understanding is correct?Answer: Yes, the understanding is correct. The summer school will be delivered in English.

New clarification added: Question:May we request an extension of the dealine for 4 weeks due to public holidays? The Chinese New Year festivities start end of January / begin February in all Asian countries which delays the preparation time for this tender. An extension will allow all bidders to prepare a quality submission. Thank you.Answer: Thank you for the query. Unfortunately, we cannot grant this request to extend the deadline as the project follows the milestones in ASEAN that we have set.
