PROKLIM – The Climate Village Program
The climate village program / Program Kampung Iklim (PROKLIM) was launched by the Ministry of Environment and Forestry (MoEF) in 2012. As of 2016, PROKLIM has become a strategic program and a national movement for community-based climate change control. PROKLIM is one of MoEF’s priority initiatives to respond to the impacts of climate change at the local level, aiming to strengthen climate change adaptation and mitigation at the village level. The initiative promotes carbon-neutral livelihoods, enhances people’s understanding of climate change, and increases community resilience to its impacts through agricultural intensification (technology adoption) and extensification for low-carbon agricultural development that requires capital support.

Background and objectives of the UNOPS PROKLIM Project
This UNOPS PROKLIM project is implemented by the United Nations Office for Project Services (UNOPS). The main purpose of the proposed project is not to develop a new PROKLIM model but rather to support the Government of Indonesia (GOI) in further expanding the scope and geographical coverage.
PROKLIM targets local communities in South Sumatra Province whose inhabitants are exposed and vulnerable to climate risk, and where there are few or no community-based institutions, nor activities targeting climate adaptation and mitigation, and where livelihood development remains absent or uncapacitated.
South Sumatra joined the national PROKLIM program in 2013 and had 180 registered climate villages by 2021. The initiative is led by the Governor and district heads, working with local communities, private companies, and financial institutions, resulting in 93 partnerships across the province.
This Grant aims to support the effective implementation of PROKLIM in South Sumatra, with three key objectives:

Establish 100 new registered climate villages.

Strengthen community engagement through sustainable, business-based livelihoods using digital technology.

Enhance collaboration between government levels, communities, and stakeholders to ensure the sustainability of climate villages.
Various Indonesian government entities and key supporters, such as NGOs and private companies, will be involved in managing this effort. The focus will be on establishing new PROKLIM villages and improving household livelihoods, with ongoing stakeholder engagement to foster synergies and deepen these partnerships for long-term collaboration.
The initiative is expected to deliver social, economic, and environmental improvements, enhancing climate change resilience through effective collaboration and multistakeholder partnerships.
