New clarification added: Question 20: The TOR mention "healthcare facilities" without being specific about the categories or types targeted by the study; there is however some specificity in the "facility mapping" Task explanation: "primary" level is mentioned. Can you please confirm and specify the scope, in terms of "health facility" category or type, to be targeted by the Roadmap? Do you have an estimated number of the type of "health facilities" targeted by the study?UNOPS Response: The electrification status should be looked at across the different categories of health facilities at primary healthcare level such as: community health services, public dispensaries, private clinics, public health centres, Maternity and Nursing Homes.The primary focus of the mapping exercises (re data collection and understanding the electrification status) is indeed for primary health facilities, but where secondary and in some cases tertiary health facilities are expected to be off-grid or significantly impacted by a very unreliable grid, these can be included to provide an overall picture of the electrification status of the health sector.Question 21:Propose standardized technical system designs for different tiers/types of health facilities to ensure access to reliable electricity, for the purpose of country-level investment analysis - Page No.3 Query: Please elaborate on this point. What is the expectation for standardized technical system design? Are these applicable to medical and non-medical systems?UNOPS Response:The technical system design is for electrification of health facilities that house both medical and non-medical appliances. The system design is not prescriptive but should adhere to quality guidelines and standards used in Kenya.Question 22:Develop and implement a dissemination strategy with the aim of validating the report - Page No.4Query: Could you specify the format and key objectives of the dissemination strategy? RFP Section III: on page 7, a summary of points allocated says "Offeror’s qualification, capacity and expertise (Max 20 points)" and "Proposed Methodology, Approach and Implementation Plan(Max 30 points)", however, the table is the opposite, "Section 1: Offeror’s qualification, capacity and expertise = 30" and "Section 2: Proposed Methodology, Approach and Work Plan = 20". New clarification added: Question 1:Given the Christmas break in a few weeks and the little availability/responsiveness during these days, we would like to request an extension of the deadline.UNOPS Response: Unfortunately, we cannot extend the deadline at this time. Question 2:Regarding "The selected consultancy firm/consortium will need to visit a sample of at least 100 health facilities": if we understand correctly the specific visits will be defined during the first tasks of the consultancy. Such lack of definition of the location of sample sites to visit at this stage can lead to a significant diversity of hypotheses among bidders regarding reimbursable costs of the financial offers. Can you please consider or confirm that financial offers should not include the reimbursable costs of field visits, or, that the estimate of such costs will not be used to allocate the financial scoring?UNOPS Response:The financial offers must include the reimbursable costs. The consultancy firm/consortium shall estimate the costs for site visits based on a methodology that ensures representation of all health facilities in Kenya across the sample of at least 100 sites.
