New amendment added #3: Dear BiddersPlease be advised that the below amendment is made to the RFQ requirements.Clause 2.4.4 of the Section II Schedule of Requirements for lots 1, 2 and 3 is now amended to be read as follows: “Isolation with foam polyurethane must meet the requirements of DSTU B V.2.5-31: 2007: "Pipes for thermal networks with thermal insulation from polyurethane foam and protective cover from polyethylene. General specifications". The polyurethane foam should be made using a cyclopentane-based foaming agent or a water-based foaming agent.”Please check the amended document RFQ_Section_II_Schedule of requirements_Pre-insulated pipes and shaped products_RFQ_2024_55003_rev3 in the Documents section. Please use comparative data tables from this amended (rev_3) edition to fill in and submit the Form F: Technical Bid Form.Thank you.

New clarification added: We also ask you to amend Clause 2.4.4 of Section II of the List of Requirements for Lots 1, 2 and 3 as follows: Polyurethane foam must be manufactured using a cyclopentane-based foaming agent or a water-based foaming agent. Dear BidderThank you for your request.It is allowed to use water-based foaming agents, provided that their heat conductivity and other characteristics are confirmed and compliant with the requirements. Evidence of the compliance with all the requirements (characteristics) must be provided (test reports, certificates, etc.).Thank you.

New amendment added #2: Dear BiddersPlease be advised that the below amendment is made to the RFQ requirements.Clause 2.2.9 of the Section II Schedule of Requirements for lots 1, 2 and 3 is now amended to be read as follows: “The foam of the polyurethane insulation shall have a zero ozone-depleting potential. To this end, the hydrochlorofluorocarbons (HCFC) or their hydrogenated derivatives shall not be used. The foamed polyurethane shall be manufactured with the use of the foam former on the basis of cyclopentane or water-based blowing agent”.Please check the amended document RFQ_Section_II_Schedule of requirements_Pre-insulated pipes and shaped products_RFQ_2024_55003_rev2 in the Documents section. New clarification added: In the documentation Section II: Schedule of requirements, paragraph 2.6.5; 2.7.5 The climatic version shall be pointed out in the working drawings. Please explain in more detail what is meant and how the participant should indicate in the working drawings and for which specific product?Dear BidderThank you for your request.The climatic version means the conditions of operation, storage and transportation in terms of the impact of climatic factors of the environment. All parameters are specified in paragraph 2.1.3. When developing design documentation for the manufacture of equipment, the climatic region where the equipment is planned to be operated is taken into account (according to DSTU-N B V.1.1-27:2010 Building climatology). Usually, the drawings of compensators, fixed supports, etc. indicate the climatic design.Thank you.

New clarification added: We have reviewed the Price Schedule Form provided in the tender documents and noticed that the current table format does not allow direct input of data. To ensure accurate and efficient completion of the form, we kindly request you to provide the document in an editable format (e.g., an active Word table or Excel file).Dear BidderThank you for your request. As mentioned in the previous response UNOPS does not use MS Office software (Word or Excel) at the corporate level for several years already so it is impossible to provide the forms in any other format (we do not have MS Office software). There are plenty of ways to transfer (copy, etc.) the provided documents into Word or Excel if you have these software installed on your computer.Thank you.

New clarification added: Please note that the table provided in Section III: Returnable Bidding Forms, namely Form C: Price Schedule Form for all three lots, has a format that does not allow you to fill out data directly in the document. In this regard, we ask you to reload the document in a format with an active table into which you can enter data. This will allow us to correctly prepare and submit a tender proposal in accordance with your requirements.Dear BidderThank you for your request. Please find the answer below.Section III Returnable Bidding Forms is provided in the “docx” format which allows for any modification. UNOPS does not use MS Office software at the corporate level so it is impossible to provide the forms in any other format. Thank you.

New clarification added: Could you please delete the requirement of paragraph 2.1.6. (Lots 1, 2, 3) The insulation material used must be tested for fire resistance and smoke toxicity to ensure safety. These tests are not provided for in the standards for the production of pre-insulated pipes and fittings, which means that there are no methodologies according to which these tests should be performed and no reference values that should be achieved as a result of these tests.Dear BidderThank you for your request. Please be informed that clause 2.1.6 of the Section II Schedule of Requirements will be deleted from the requirements for lots 1, 2 and 3. New clarification added: Could you please delete the requirement of clause 2.2.5 (Lots 1, 2, 3) - The surface of the steel pipe (both external and internal) before applying insulation should be thoroughly cleaned and degreased, electroplating on the surface is applied anti-corrosion coating. The quality of the preparation of the steel pipe to the insulation is to be confirmed by the manufacturer's certificates (including mandatory ultrasonic flaw detection).The standards for the production of Pre-insulated pipes and shaped products prohibit the application of any coating to the surface of a steel pipe before applying polyurethane foam insulation, as this action can lead to a disruption of the technological process and deterioration in the quality of fixation (adhesion) of polyurethane foam to the steel pipe.Dear BidderThank you for your request. Please find the answer below.Clause 2.2.5 applies to the outer and inner surfaces of steel pipes.The requirements for surface cleaning are set out in clause 7.1.8.3. DSTU B V.2.5-31:2007. As for the application of anti-corrosion coating, this applies to the inner surface and non-insulated pipe ends.Thank you.

New clarification added: Could you please clarify whether the wall thickness of 9 mm for DN600 steel pipe in the products “Fixed support straight with thermal insulation of foamed polyurethane and protective polyethylene outer casing” and “Fixed support straight with thermal insulation of foamed polyurethane and protective outer casing of metal” is correct, since pre-insulated pipes and other shaped products have a wall thickness of 8 mm. Is there a mistake regarding the wall thickness of the steel pipe for items 1.6, 1.13 of Lot 1 and item 1.6 of Lot 2 and item 1.6 of Lot 3?Dear BidderThank you for your request. Wall thickness for the supports is required to be 9 mm (where required) due to specific application requirements set by the end user of the product.Thank you.

Prices must be quoted DDP Kharkiv Ukraine including offloading at final destination (including all taxes and duties). The delivery requirements can not be changed. New clarification added: Could you please clarify if a consortium is eligible to participate if one of its members has been engaged in continuous production/supply of the specific products mentioned in Section II: Schedule of Requirements, or equivalent products, for only 1-2 years, rather than the required 2 years of experience within the last two years prior to bid opening, but has extensive experience in the supply of goods related to the subject of procurement? Dear BidderThank you for your request.As specified in one of the qualification criteria “Bidder should be in continuous business of manufacturing / supplying the specific products as specified in Section II: Schedule of requirements or equivalent products during the last 2 (two) years prior to bid opening (2 years of experience in total)”. In relation to the joint ventures this means that at least one of the members of the joint venture or all joint venture partners combined must have a minimum 2 years of experience (prior to bid opening/deadline for submissions) in manufacturing / supplying the specific products as specified in Section II: Schedule of requirements.Thank you.
