New clarification added: Question 2:Can you confirm that ATscale will be able to provide introductions and support to set up the Technical Advisory Group and contact public entities?UNOPS Response: In the requirements, it is mentioned that we expect the bidding organization to have experience and relevant networks in the sector. Therefore, while ATscale will support with making some introductions, we will also expect the bidding organization to be able to leverage their own networks for this work. Question 3:The ToR mentions “the team will hold workshops or validation sessions with national government to test the feasibility of the recommendations”: can you confirm that these workshops will be conducted remotely?UNOPS Response:In general, it is ok for the bidding organization to work remotely. However, the requirements mention that some travel will be required. This travel could be to participate in a global event or to hold such workshops with national governments, etc. It is upto the bidding organization to propose an approach that they believe will be most suited for the effective completion of this work. Bidding organizations to plan for the travel within their proposal budget.

New clarification added: Question 1:Could you please clarify the design component that is required? Is it the phone hardware that needs to be signed, or only the financing programme for existing suitable phones?Examples of ambiguity, with different parts of the rfp that seem to link better to one or the other - Our understanding of this phrase as phone design is required - "The scope of work is to develop guidance on designing and financing mobile phones as AT programmes in LMICs."And of this, that the design applies to the financial programme - "Overarching framework for designing and financing national programme on mobile phones as AT"UNOPS Response:‘Design’ does not refer to designing hardware or software. ‘Design’ refers to designing a national programme on mobile phones as AT. The questions discussed in the schedule of requirements clarifies the detailed scope of the work.
