Please clarify if there was a mistake in the Tender requirement and if we can consider the warranty as we stated.Answer #1soft armor: 5 years, hard armor panels: 10 years; carrier at least 1 year. Question #2Reference:Section II - LOT 3 - N. 1 and N. 1.1.Tender Requirement: N. 1 Tactical armor carriers (without removable main ballistic panels), with side protection and detachable protection for groin N. 1.1 Tactical armor carriers should be designed for use with removable main ballistic panelsQuestion: Please clarify if the Tactical armor carrier should be proposed without removable Ballistic panels) should be intended as the “spare” carrier for LOT 1 Answer #2Yes, the tactical armor carrier should be proposed without Ballistic panels, however, the tactical armor carrier should be designed for use with removable main ballistic panels.Question #3 Reference: Section I: RFQ Particulars - Par. “Documents comprising the Quotation” - page 5Tender Requirement: modular vest - a certificate that confirms protection level NIJ level IV (0101.06) or level of protection “6” in accordance with DSTU 8782:2018;Question: The Modular vest only is not a level IV but it takes the level IV when the ballistic plate is inserted in the vest. Please clarify if the requested certification should be intended for the complete system, modular vest and plate level IV protectionAnswer #3According to the requirements provided in this RFQ:Lot 1 - Tactical armor carriers with removable ballistic panels, side protection, and detachable protection for groin.Main ballistic panels have a rated level of protection “Type IV” in accordance with NIJ Standard 0101.06 or level of protection “6” in accordance with DSTU 8782:2018Side protection and detachable groin protection has a rated level of protection “Type IIIa” in accordance with NIJ Standard 0101.06 or level of protection “2” in accordance with DSTU 8782:2018Question #4Is this bid limited to any nationality ?Would you accept any origin as long as they meet the specs and needed standards ?Answer #4According to section Particulars of this RFQ - No nationalities are excluded from submitting a bid.If the proposed equipment is in line with a set requirements, defined in requirements of this RFQ.Question #5Your answers still indicate that you accept that the main ballistic panels i.e the Level IV plates to be size 250mm x 300mm for all sizes. If bidders provide offers for vests with 250mm x 300mm Level IV plates for all sizes please confirm that you will accept this as a compliant offer. Answer #5For lot 1: point 1.8 (Tactical armor carriers are compatible with main ballistic panels that have size 250x300mm) should be ignored. The requirements to have the tactical armor carrier to be compatible with ballistic panels with size 250mm x 300mm should be covered by one of the proposed sizes (S, M, L, XL) only for Lot 3. In other words, if bigger sizes of carriers (for example, L or XL) require ballistic panels with bigger dimensions, it is ok. Thank you.Best regards,UNOPS Procurement Team

New clarification added: Dear Bidders, Please see the answers to the received questions below:1. Can we have sample pictures for Lots 1 & 3, for proper guideance?1. There are no sample pictures. The proposed items should comply with the requirements given in RFQ_Section III_Schedule of Requirements_Personal protective equipment.2. In section III of the RFQ there is request for Tactical armor carrier in sizes S, M, L and XL.There is also requested that the the Tactial armor carrier shall be compatible with ballistic panels in size 250 x 300 mm.Requirement for weight of ballistic panel is specified as renge dependant on the size. Size of ballistic panel is not further specified. What should be the required size of the ballistic panels?Does all ballistic panels have to be size 250x300?Or there shoul be corresponding size of the ballistic panel to the sizing of the plate carriers? In these days most common sizing of the ballistic hard armor panels is based on so called SAPI sizes which are following:size S: 220x295 mm,size M: 240x320 mm,size L: 260x335 mm,size XL: 280x355 mm.None of these sizes are 250x300 mm as is specified in the request for armor carrier compatibility. For hard armor panels in size 250x300 mm most common solution these days are one size fits all plate carries, respectively coupled sizes as S/L and L/XL that differs in lengt of the side parts and shoulder straps as the size of the front and back part is dependant on the dimensions of the hard armor panel as it must ensure that it will be firmly secured inside without any unwanted movement.2. Relevant size of tactical armor carriers should be compatible with main ballistic panels that could have sizes 250x300mm.3. Requirement 1.15 for Tactical armor carriers (without main ballistic panels, side, groin, and neck protection) are lightweight (not more than 2 kg). Please confirm that Neck Protection is not required and this is just a typo.3. According to the Requirements for Lot 3 in RFQ_Section III_Schedule of Requirements_Personal protective equipment, the Tactical armor carriers is without removable main ballistic panels, and with side protection and detachable protection for the groin. Neck Protection is not required.4. 1.4Ballistic helmet provides coverage “low cut”Please confirm that this means you want a helmet that covers the ears. We usually refer to this as a full cut helmet. Also please confirm that you do not need a front NVG Shroud on the helmet.4. Ballistic helmet should cover the ears.5. 1.8Tactical armor carriers are compatible with main ballistic panels that have size 250x300mmPlease confirm that this means you want all the Level IV plates to be size 250mm x 300mm. 5. No. Relevant size of tactical armor carriers should be compatible with main ballistic panels (Level IV plates) that could have size 250x300mm.6. We are an Indian Manufacturer of all types of Ballistic Protection Equipment and have been serving the defence industry since 3 decades. We are keen to participate in this tender and I request your support to Kindly help us with extension at the time of delivery as the export license from India takes minimum 4 weeks to be approved and the delivery time is so short and hence we will be unable to meet the 30 days delivery time as per the tender requirement. Kindly extend the delivery period by atleast 2 months for the successfull compliance.6. We really appreciate your diligence and understanding of the importance of timely delivery. After careful consideration and consulting, it was determined that we are unable to accommodate an extension of the delivery deadline for 2 months at this moment. Please pay your attention that point 1.8 of requirements in lot 1 should be ignored due to technical mistakes. Thank you.Best regards,UNOPS Procurement Team
