Description
The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for Prequalification (PQ) for the Provision of Global Explosive Threat Mitigation (ETM) Services for the UNOPS Peace and Security Cluster.
This Global ETM Pre-Qualification is a formal method of assessing an organisation against a set of pre-determined criteria. This process is not related to any specific solicitation process, but instead focuses on a general assessment of an organisations’ operational, technical and personnel capabilities. It also reviews an organization's internal processes, quality management and financial health.

IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New clarification added: Answer:Regarding Annex III, criteria D.2 which states 'Copies of SOP for all technical categories applied for', our organization is certified in the categories we are applying for. That means our SOPs have been reviewed and verified by an accredited authority. The SOPs have been developed according to the IMAS standards.If we provide the certificates, do we have to send full copies of our SOPs, and do we have to provide a full English translation for them?Question:Yes, certified English-translated copies of your SOPs for all the categories you are applying for must be submitted. You may submit the relevant certificates showing you are certified in the categories as well but you MUST SUBMIT YOUR SOPs (certified English-translated copies) for all the categories you are applying for.

New clarification added: Question: Where is the DRiVE Questionnaire?Answer: The DRiVE form is under the ‘Supplier Forms’ tab under the ‘Vendor Submission’ tab.Question: Please confirm if a letter from our bank confirming they can extend to us lines of credit of USD 1,500,000 will be sufficient to comply with evaluation criteria B.2 in Annex III PQ Evaluation Criteria.Answer: Yes, this will be acceptable.Question: Please clarify where exactly Appendix III should be uploaded in Excel. We cannot figure out where the placeholder for it is located in the "Document Checklist" section. Answer: In Annex III, evaluation criteria A.4 and A.6 have the following guidelines: Indicate 'Yes' or 'No' and upload completed Annex III to submission’.Please therefore upload your completed Annex III file (in Excel version) to the placeholders for A.4 and A.6 in the ‘Document Checklist’. New clarification added: Question: In Annex III (PQ Evaluation Criteria), point B.2, it is stated: "To pass this requirement, applying organizations must submit proof of available cash/ liquid assets or access to credit with a minimum value of USD 1,500,000. Applicable only for start-ups."Our Organization operates for less than 2 years and is not a start-up. Do we fall under this requirement? Is it enough to submit "evidence of access to lines of credit and other relevant reports/ documentation demonstrating sound financial heallth and availability of other financial resources in support of potential contracts" in our case?Answer: Criteria B.2 applies to start ups or organisations that have been operating for less than 2 years so this would apply to your organisation. In the case of such organisations, evidence of access to lines of credit and other relevant reports/ documentation demonstrating sound financial heallth and availability of other financial resources in support of potential contracts must be submitted.

New clarification added: Question:The policies of our Company are based mainly on Laws and Governmental Decrees, which requirements are implemented by internal orders of the Company. Would you please advise if translation into English of internal Company orders is enough to prove that the policy of the Company is in place.Answer: As we have not yet received your submission and therefore have the details of the specific documents you are referencing, we are not able to confirm these documents will comply with the evaluation criteria indicated in the PQ process. Where it is possible to clarify further on your submission, UNOPS may contact your organisation to elaborate on the information that has been provided though we strongly advise that your submission is as complete as possible with all the relevant documents (translated into English) to facilitate a faster review of the submissions.

New clarification added: Question: We noted that the annexes have called for audited financial statements to be submitted. We fall into the category of companies that are exempted from audited accounts submission. While we are open to embarking on accounts audits, the audit process for the accounts of the company will definitely take a lot longer than the submission deadline of this Pre-Qualification submission. As such, we would like to seek to clarify if we can make our submission in to UNOPS with our unaudited financials for a start for this exercise, and follow up with further actions to start the process of converting to audited accounting. Answer: Unaudited financial statements will NOT be accepted. All applicants must include audited financial statements as part of their submission. Please note that you can also apply to future PQ processes if you feel you are not able to meet all the criteria for this round.

New clarification added: Question: Our organisation was pre-qualified with UNOPS PSC for ETM this year and our PQ status is valid until 31 July 2026 under PQ/2022/44853. Given that, is there anything further we need to do as part of this pre-qualification?Answer: A similar question has been submitted. Please refer to the clarification posted on 23 July 2024.

New clarification added: Question: Our organization currently has Pre-Qualification status and our PQ status is valid until July 2026. Please advise whether we should provide an application to retain our PQ status within this PQ/2024/52035 or whether there will be another opportunity to do so before our PQ expires?Answer: Organizations already pre-qualified with UNOPS PSC are not required to apply to this process (PQ/2024/52035) to maintain their PQ status. You may do so however if your organization wishes to be pre-qualified in any technical categories you are not already pre-qualified in.Subject to continued need for this pre-qualification, currently pre-qualified organizations may apply to future PQ processes to extend their PQ status. This new process is also an opportunity for vendors not already pre-qualified with UNOPS PSC to obtain PQ status.
