New clarification added: Per your previous response "For this project no lunch is needed for each workshop but please include 1 coffee break for participants". But according to Form C - Financial, it is mentioned that "Hotel/ meeting venue in Hanoi / Long An / Quang Ninh, inclusive of coffee break and lunch". Could you reconfirm on the "lunch" requirement?Answer: Please propose the cost for organizing the half day workshop with 1 coffee break and no lunch.

New clarification added: Question: The middle row of the table on p24 requires bidders to submit a minimum of two customer references (Form F). Further, it is required that “one reference from the JV should be submitted”. On the pre-bid call, this was amended to request at least one reference per member of the JV. Please confirm the requirement.Answer: The bidder, who does not form a JV, should provide at least 2 customer references. In case of JV, each of the JV member should provide at least 1 customer reference.

Could you confirm whether the assignment team still requires an energy analysis? New clarification added: Question 1: In reference to TOR D.5. Workshops on Blended finance and innovative instruments for enhancing private sector engagement in energy sector, to ensure venue selection and logistics arrangement is appropriate, based on our experience, prior site visits for workshop preparation are strongly recommended. Please advise if we could include non-personnel expenses for site visits in the financial proposal. Answer: The consultant is required to detail, explain, and include components that would ensure the successful delivery of the workshops. UNOPS/ETP will assess the reasonableness of the proposal.Question 2: In reference to TOR D.6. iv. On the scope for Current State of PPP Projects in Viet Nam, it is stated that analysis is requested for “PPP projects in Viet Nam since the enactment of the PPP law, focusing on energy-related projects”. Is there a requirement regarding the number of PPP projects to be studied for this component? Does this component include analysis only on projects expected to come into operation post the enactment of the PPP law in 2021?Will UNOPS/ETP and beneficiaries support in providing details / information on chosen PPP projects under assessment, understanding that some project information might not be available on the public domain?Answer: The analysis applies to energy-related projects since the enactment of PPP Law in 2021. The consultant is required to identify sources of information for analysis, together with demonstrate an ability to connect with the right stakeholders. UNOPS/ETP and the beneficiary will provide advice, support, and guidance on the plan once the project commences.Question 3: TOR D.4. iv. Assessment of Private Capital Mobilization: The consultant evaluates private capital mobilization models and efforts for energy projects and highlights challenges faced by the private sector.TOR D.4. v. Policy and Regulatory Analysis: The consultant analyses the existing policies and regulations governing energy f inance and private capital mobilization and highlight gaps and opportunities for improvement.TOR D.4.vi. Recommendations and Strategies: The consultant develops recommendations and strategies based on the analysis findings.TOR D.7. iii. Assessment of Current Private Capital Mobilization in Viet Nam and Gaps, requiring summaries on the current model in financing the energy sector in Viet Nam, highlighting existing gaps in private capital mobilization models and areas for improvement to optimize the use of private capital.Based on our review of the TOR, D.7.iii. seems to overlap with analysis under TOR D.4 components as highlighted above. We suggest removing sub-task D.7.iii. from D.7. deliverables and including it as part of D.4. to avoid repeated efforts and time in redoing the work.Answer: The component under D7 mentioned in the clarification request has the following description according to the TOR: "The consultant summarises the current model in financing the energy sector in Viet Nam, highlights existing gaps in mobilising private capital mobilisation and areas for improvement to optimise the use of private capital." What is prescribed in the TOR is a component of the report - and the consultant is required to provide a suitable approach to address that.Question 4: We understand that Form A - Joint Venture Partner Information Form - is required for JV/Consortium/Association. If we are different entities under a network firm, is it required to submit this form or not? Answer: If multiple companies are submitting the proposal as a consortium then it is required to fill out the form. Otherwise, bidder can leave this form blank.Question 5: Timeline for D.6. is 1 month. Overall timeline for the project is 11 months. Considering the required scope of work for D.6., which encompasses Policy and Regulatory Framework Assessment, Assessment of Current State of PPP Projects in Viet Nam, and Developing a Capacity Building Plan for all stakeholders, it is likely to take more than 1 month to deliver all these activities. Thus, the overall timeline for the project might require 12-13 months for completion. Please consider this suggested extension of the Project timeline. Answer: The consultant is required to mobilise resources to complete the project within the recommended timeline.

New clarification added: Question: Are there specific cost norms applicable for expenses relating to workshops (e.g., venue, intepretation, and so on)? Does UNOPS have specific requirements for the workshops such as venue class (4-star, 5-star) or lunch for participations?Answer: The consultant is required to budget for workshop-related logistics such as venue, intepretation, etc. in alignment with the requirements in the TOR. For this project no lunch is needed for each workshop but please include 1 coffee break for participants. The hotel venue should be a 4-star hotel.

New clarification added: Question: One of our sub-consultant firm/partners for our proposal to you has prepared this "Side Letter" on the General Conditions of Contract. Can you please review the proposed terms and let us know if they are acceptable to UNOPS for this assignment? This is a standard procedure to govern the work performed. Thank you. Answer: UNOPS cannot accept any deviation to the standard General Conditions of Contract. The GCC is a UNOPS global standard condition, acceptance to it is part of eligibility and formal criteria assessment for all bidders.

Or energy project in general with a focus on energy transition? The assessment of the current state of play is the whole activity of D4.For D7: - The component under D7 mentioned in the clarification request has the following description according to the TOR: "The consultant summarises the current model in financing the energy sector in Viet Nam, highlights existing gaps in mobilising private capital mobilisation and areas for improvement to optimise the use of private capital." - In order to provide recommendations for improved finance structures, innovative financing instruments, platforms, and systems to mobilise finance from private sectors to clean energy projects, it is essential to understand the current state of play, particularly focusing on the gaps and areas for improvement. However, this is only one component of D7.

New clarification added: Question: We note that there are similarities between this current tender and the Terms of Reference for RFP/2024/52181. While the earlier tender covers the “framework for investment and development of sustainable energy infrastructure” more broadly (including frameworks to mobilise private capital), this new tender is focused on the role of the private sector. We note in particular the similarities between D3 and D4 in the new tender and D3 and D4 in the earlier tender. Neither Terms of Reference refers to the other. It would be very useful if ETP could clarify the relationship between the two assignments.Answer: These two tenders are different in scopes, coverages, details, and strategic focuses. Please refer back to the TOR for the specific components requested to be addressed. Some points are listed below:- Scope and Coverage: The previous tender encompasses a wide range of measures aimed at overall sector development and providing specific inputs for the development of a dedicated/ priority policy in sustainable energy infrastructure and associated framework, whereas this tender assignment targets specific strategies to mobilize private capital and engagement via a wide range of incentives + finance arrangements (and specific inputs for PPPs) - Strategic focus: The policy framework addresses both public and private sector interests, while the facilitation assignment is primarily focused on enhancing the private sector's role and involvement and addressing issues covering them, particularly linking to PPPs.
