New clarification added: QUESTION:We have several questions related to the platform development as follow:(1) Solution Provider Screening/Onboarding: Will the UN/ASEAN program owner establish a list of criteria to evaluate these marine solution providers? So that whoever that’ll be registering to be the solution providers on the marketplace are already pre-screened? OR we’re expecting the functions of solution providers onboarding to be built in with a pre-defined set of criteria and info submission to be done, where program owner can review and approve, so that only qualified solution providers are given the access to the marketplace? ANSWER:Bidders are expected to propose strategies for solution providers' onboarding and criteria for their selection, as well as for access to the financing marketplace.QUESTION:(2) Information Submission & Information Format: Solution submitted by the solution providers – Can we’ve pre-specified format on info collection (i.e solution category, text length, # of pic upload etc.), so that the solution providers will provide these info accordingly where these info can be presented on the marketplace in a consistent format and also facilitating search/matching requirements (i.e. accordingly to pre-defined scope, category, keywords etc.) ANSWER:Bidders are expected to develop further on such details and elements based on the strategies that they will propose.QUESTION:(3) Marketplace Interconnect: Is the marketplace going to be a stand-alone marketplace or there is other “system” or “applications” that will be connected to the marketplace ? ANSWER:It can be a stand alone or else – for example options for integrating and/or collaborating with similar initiatives can be proposed.QUESTION:(4) User Rights: For the audiences who’ll accessing the marketplace and reviewing the marine debris reduction solutions, there will be ASEAN country government agencies as well as financial institutions – a. Will they be simply viewing information and reaching out to these solution providers for further info/discussion ? (which is done outside of the marketplace) b. Or both will have different types of access rights and functions when they’re viewing the content ? If yes, please elaborate ? ANSWER:The marketplace is anticipated to provide curated services. The strategy selected to foster partnerships between innovators and investors should include expertise required to deliver solutions that go beyond algorithm-based approaches

New clarification added: Question:Please could you describe how UNOPS audits reimbursable expenditures during project implementation?Answer:Supporting documents (expense receipts, etc) will need to be submitted along with the invoice submission to UNOPS.And prior to executing any event which need the reimbursable amount, approval/confirmation from UNOPS is required.Question:One aspect of the project involves creating the functional and IT specifications for the digital marketplace. The consultant is required to produce a design document for the financing marketplace in accordance with the recommendations outlined in the World Bank design report. I would like to inquire if it is possible for us to obtain a copy of the World Bank design report recommendations?Answer:It will be provided to the selected company after the award is done.

New clarification added: QUESTIONWhat documents, if any, need to be submitted as proof of professional certification for key experts? Are these documents also required for mid- and junior-level staff?ANSWERUnless otherwise specified in the specified requirements in the TOR, UNOPS does not request specific professional certifications of the key experts. For some positions specified in the TOR where we require the certification, only key personnel with the certification requirement would be required to submit the relevant certification.

New clarification added: QUESTIONDear UNOPS, We have a question as follow: We have reviewed the General Terms and Conditions for the provision of services (GTC) and the draft of the service contract. We note that the GTC and the service contract have not yet incorporated some of the core terms that we need to have. Therefore, we would like to ask for the addition of these core terms (as reflected in our internal Basic Contracting Principles for Service Delivery attached/below) in the contract.For this purpose, would it be possible for us to propose to include the terms attached in one of the annexes, e.g in the Annex Special Condition, once we are awarded the service provider position? We are happy to discuss further on the proposed additional terms reflected in the attached basic contracting principles. We look forward to hearing from you.Thank youKind regards(A bidder then included a list of proposed special conditions of contract, which cannot be disclosed publicly here) ANSWERAs indicated in our tender document, UNOPS is not in a position to amend / agree to a revision for our GCC. Acceptance to such modification of GCC would affect the fairness principle that we uphold, where bidders would have diferent contractual arrangements with one another, which cannot be applied in the context of contract with the UN. In addition, several of the clauses indicated in the proposed adjustment such as subject to national law contradicts with UNOPS' privileges and immunities as the UN agency. We cannot adopt / agree to the modification to our GCC.

New clarification added: QUESTIONDear UNOPS,We have a question regarding the involvement of subcontractors in developing the Financing Market Place. The subcontractor's involvement will include design, development, testing, migration, hosting, and other related activities. We noticed in the general terms and conditions that for subcontractor involvement, the contractor must obtain prior written approval from UNOPS. Can you please advise on what steps should be taken in the tender process considering this requirement?Thank youKind regardsANSWER Dear Bidder,Thank you for your question. For the involvement of subcontractor, bidders should include the details of their subcontractior name in the technical proposal. That would be the process for bidder to formally submit the involvement of subcontractor in their proposal. If awarded, this means that UNOPS acknowledges the involvement of the subcontractor
