Will the owner provide details of equipments like boiler, turbine etc., in terms of its age, year commissioning, any major repair history, constituents etc thorugh a mailed questionnaire online as and when needed when assignment is awarded?Q.2 Does both the JV partners need to have decommissioning experience to be quoted in the Performance statement form Form F? What will be the implecation if only one of the JV member has project reference? Will it affect the eligibility?ANSWERQ1. This process is ongoing, and additional documentation may be required between consultant and CFPP, such as a nondislosure agreement (NDA).Q.2. All JV members should include in their Past Performance Statement Form all their past relevant contracts. In case only 1 JV member has decommissioning experience, they are still eligible to participate

New clarification added: QUESTIONIs there any relaxation for the Quick Ratio criterion. For example, If a company is having quick ration 0.9, will it lead to disqualification despite meeting turnover criterion?ANSWERAccording to the Terms of Reference (TOR), the required minimum quick ratio is 1. If the quick ratio falls below 1, the company will not meet this criterion. Please note that the liquidity/quick ratio must be at least 1 in any of the past two years.

New clarification added: QUESTION Q.1. Technical Assessment Report mentions Fair value of assets to be determined. For this calculation, various inputs/data of assets must be obtained from the owner. Will the owner be sharing various assets details to us to go for valuation beforehand? ANSWER The owner will share necessary details with the consultants. Bidders must be willing to sign a Non-Disclosure Agreement with the CFPP owner, if required.

What exactly are the expectations from the Technical Advisory report? What would be major components/chapters of the Technical Assessment Report?Q.3. What is the plant owner thinking or how is willingness to utilise the old parts of the plant? Is owner ready to declare old used components as a scrap?ANSWERQ1. Bidders can include their experience; however, UNOPS requires customer references. Therefore, we acknowledge the experience but do not consider it as a reference.Q2. The technical advisory report will provide highlights of ad hoc advisory services provided to the CFPP owner. It will be similar to a progress report with a list of activities completed.Q3. This has not been decided yet and could be part of the transition options of the plant that will be analyed.

However considering the short time available for us to collaborate with Philippines partner and submit a very competitive Bid, We request you kindly extend the date of submission till 15-07-2024.ANSWER Please be informed that the deadline of tender is extended to 10 July 2024 at 16:00 PM (Bangkok Time). New clarification added: QUESTIONDeliverable 3a mentions the assignment will explore economically attractive and technically viable transition options for the CFPP asset owner. We also understand that a financial advisor is being hired through another tender. Is UNOPS expecting separate economic analysis from both advisors for the same asset? This will lead to duplication of efforts. We suggest the technical advisor work with the financial advisor to integrate key findings as part of the public facing report. Kindly advise.Deliverable 3a also indicates that the CFPP ranking should consider legal and regulatory limitations into the analysis. Same as above, we understand the inputs could be obtained from the legal advisor which UNOPS will hire for this project.Qualification criteria in page 15 indicates the company should have a minimum 5 years of continuous experience. Is this requirement to be met by the lead bidder or can the consortium as a whole meet this requirement?We would like to know from which country UNOPS will issue the contract and whether any withholding tax will be applied to the payments for the contractors?We would like to request a 2-week extension to submit the proposal.ANSWERUnder Deliverable 3a, the economic analysis will be focused on the transition options for the CFPP. The financial advisors being hired through another tender will focus on the refinancing of the CFPP and will not be involved in the economic analysis of the transition options.Inputs could be obtained from the legal and regulatory advisors already on board, as may be relevant. If the bidders' methodology will have significant legal and regulatory components/analysis, bidders could consider including a policy/legal expert within their team. Relevant features of the legal team's scope of work may be found HERE.The requirement will be evaluated as a consortium/JVThe contract will be issue in Thailand, and as mentioned in the tender particular section, that All proposals shall be submitted inclusive of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel). New clarification added: QUESTION:On the page 6 of the TOR, the implementation of this assignment is under the technical experts team. Will the financial advisory service be procured separately in the future? Would you consider a conflict of interest if the same firm supports in the technical and finacial team for the deal? Thank you for your clarification. ANSWER :The financial advisory team will be procured separately. Firms may bid on both tenders.
