New clarification added: Dear Bidder,Please see our response below. As we understand it, there will be 4 people (Team lead, Green Finance Specialist, Economist and Policy Analyst),Would the project require all team members to be available in person full time in Vietnam throughout the project or can any of these travel as required?- The team does not need to be limited to 4 people. As per our TOR, the four positions listed are the minimum positions that should be included on the team. Bidders should assess the additional positions needed (if any) to complete the assignment as per the Terms of Reference. Can we get a rough estimate of number of days the team members would be required to be in person in Vietnam?- The allocation of days the team members should be in person in Vietnam depends on the bidder's methods and plans to complete the deliverables. However, as a minimum, the consultant needs to be in Vietnam to organize the final workshop.Please can you disclose any minimum or maximum budget range allocated for this project?- UNOPS cannot share information on the budget for any of its tenders. For the minimum input please refer to Section_II_Schedule of Requirements (TOR).For conducting the final workshop, can the cost associated with travel be reimbursed?- All costs associated with the workshop organization, including travel and workshop logistics, will be paid in a lump sum. The bidders must propose these costs under the non-personnel budget allocation in the financial bidding form.For each deliverable within the RFP, is there a specific format that the consultant needs to adhere to (eg MS Word, PowerPoint, other)?- The requirements for report format, PPTs, and other details will be discussed in the implementation phase.Best regards,

New clarification added: Dear Bidder,Please see our response below.Q1: In response to our request for clarification, we were told to refer to Section_II_Schedule of Requirements (TOR) for the expected level of effort in terms of person-months. However, unless we are mistaken, this information does not appear in this document. Could you please share this information?- The level of effort is determined by the requirements of each deliverable as described in the TOR from page 4.Q2: For technical reasons, we were unable to attend the pre-bid meeting held on Friday, May 31, 2024 as we had intended. Do you plan to share the minutes of this meeting?- The minute of pre-bid meeting will be shared through e-sourcing soon.Best regards,

What are the MOF's top three priorities regarding green finance, and how does this project align with those priorities?- In the proposal, the consultant is required to demonstrate an understanding of the green financial landscape in Vietnam and an understanding of green financial tasks under MOF.This project aims to provide insights into identified gaps and opportunities, offering insights to bolster MOF's green finance endeavours. The specific objectives of this technical assistance according to the TOR include:1. Conduct an analysis of the current state of green finance in the economy, and provide recommendations for the MoF in carrying its related tasks mandated by the Prime Minister;2. Map out past, ongoing, and current initiatives in green financing/green economic development by specific departments under MoF and development partners, and identify capacity gaps and develop a tailored capacity-building plan for the MoF on green financing;3. Identify areas for collaboration between MoF and other development partners, especially related to strategies to prepare the financial sectors to better provide financing for projects related to green growth.2. The brief mentions several green finance products under MOF. What are some specific examples of these products? What documents can/ will MOF provide for consultant review?- The green finance products under MOF can be found in legal documents issued by the government of Vietnam (for example: the National Green Growth Action Plan). One specific example is the green bond. Upon implementation, the consultant will use their networks, expertise, and liaise with MOF to obtain relevant information for analysis.3. Are there existing reports or data sources MOF would like us to use to analyze the current state of green finance in Vietnam as well as green finance products under MOF?- In their proposal, the consultant is required to detail their methodologies and data sources used to study and analyse the current state of green finance in Vietnam and green finance products under MOF. Upon actual implementation, the resources will be discussed with MOF before implementation.4. Are there any benchmarks considered by MOF for what great international case studies look like?- In their proposal, the consultant will propose the criteria for choosing the case studies. Upon actual implementation, the case studies will be discussed with MOF before actual analysis.5. What past and ongoing green financing initiatives orchestrated by MOF and development partners are a priority for this project? What relevant information and documents will MOF provide us with?The consultant is required to map out all green financing initiatives by MOF and development partners. The consultant will rely on their networks, expertise, and during the implementation phase, information and relevant documents provided by MOF. All these will be discussed in close collaboration with MOF.6. The capacity-building plan seems crucial. Can you describe your ideal format and level of detail for this plan?- Please refer to the description of D.4. The following information is taken from the TOR:This task focuses on identifying deficiencies in expertise, skills, and resources related to green finance within MoF. The consultant will develop a comprehensive inventory of specific knowledge areas and skills essential for effective green finance management. Subsequently, the consultant will develop a tailored capacity-building plan to address the identified deficiencies.The report submitted to ETP/UNOPS should include at least the following components:1. Executive Summary2. Introduction3. Methodology4. Inventory of Knowledge Areas and Skills5. Assessment of Existing Competencies6. Identification of Gaps7. Capacity Building Plan8. Recommendations9. Conclusion10. Appendices7. What specific department(s) within MoF will be working on the project?- The main focal point within MOF for this project is the International Cooperation Department. However, throughout the project implementation phase, the consultant will work with other departments under MOF relevant to green finance.8. The brief highlights the importance of attracting diverse sources of capital. Are there any specific types of investors or funding mechanisms that the MOF is particularly interested in exploring?- MOF is currently interested in assessing the performance of their green finance-related tasks and green finance products, and paths forward. The consultant is expected to understand the Vietnamese landscape and identify gaps and opportunities in MOF's green finance endeavours.9. What is the purpose behind the public-facing executive summary and related deliverables? Is it to engage the public, demonstrate progress, or attract potential investors?- It is to ensure non-technical audience can easily grasp key points.10. Is the list of a minimum of 100 participants (including contact information) in the final workshop provided or suggested by the MoF, ETP, or consulting firms?- The consultant is required to come up with the participant list. It will be reviewed by ETP and MOF and suggested further as needed.11. Aside from the requirement about the report language, are there any other requirements such as report format (i.e., word, PowerPoint, etc.,)?- The requirements for report format, PPTs, and other details will be discussed in the implementation phase.
