New clarification added: QUESTIONHello,I have a question regarding the development of at least 30 training modules to support the implementation of the revised and newly established training and educational curricula in the energy transition sector, as described in the project specifications.Given the project's emphasis on adapting to the findings during the development of the roadmap and staying in line with the guidelines and priorities of the ministries, I would like to inquire about the flexibility concerning the learning formats of these training modules. Specifically, is it permissible to propose a mix of learning formats such as classroom sessions, e-learnings, blended learning solutions, and on-the-job training? This approach would allow us to tailor the delivery of the training to the specific needs and learning outcomes identified during the roadmap development, as well as to the content of the training modules, whether from newly developed or existing curricula.Furthermore, if part of the training modules is proposed in digital form, would there be considerations or requirements regarding licenses that we need to include in our planning? Understanding these nuances will enable us to more accurately plan and develop the training modules, ensuring they are effective and meet your expectations.I look forward to your response.Thank you in advance. All the best, ANSWER A mix of learning formats is permissible, although on-the-job training may be somewhat challenging for our beneficiary, PPSDM EBTKE, to implement. For details on the types of training usually conducted by PPSDM EBTKE, please visit this linkWe are open to proposed training modules being delivered on a digital platform, provided that: 1) the platform is either open-source (free to use) or the consultant procures a lifetime license for the platform's use by the beneficiary, and 2) the license for the developed content will be owned by ETP, which we typically make available to the public for free.

New clarification added: Question:We have a concern regarding the project proposal requirement that the Curriculum Development Expert must be based in Jakarta. We have a highly qualified consultant with extensive experience and understanding of the local context who is not based in Jakarta. However, we are willing to ensure they can be present in Jakarta as needed. Is there any flexibility in this requirement?Answer:As stated in TOR "Considering the importance of close coordination with stakeholders in INDONESIA, it is expected that the team proposed consists of Implementing Partner(s) who understand the local context in Indonesia. In addition, at minimum, the Stakeholder Engagement Specialist and Curriculum Development Expert should be based in Jakarta to enable closer coordination with the beneficiaries."The requirement is mandatory as we foresee the intense engagement that will be required, especially during the development of the standards and the training modules. Should he/she is not based in Jakarta, please state that he/she is willing to move to Jakarta for the project, or will be able to be in Jakarta with a short notice (1 day before) should the needs arise, and the logistics for the travels to be accounted for in the financial proposal. However, it is strongly recommended that the personnel is based in Jakarta.
