New clarification added: Questions:Based on the information provided in the Section: "Document checklist," it appears that CVs (Form F) for each team member should be uploaded twice, as follows: •    CV for each of the proposed Team members (Form F) demonstrating experience should be uploaded in the following sections of the System: 4, 9, 12•    List of team members in providing services as per this tender, with description of roles/tasks should be uploaded in the following sections of the System: 12 and 13•    Statement of Exclusivity should be uploaded in the following sections of the System: 4 and 11.            2. Could you please explain if the same documents need to be uploaded in all sections as above. We suppose that we do not have to submit financial reports for the years 2020, 2021 and 2022 for the members of Consortia - entities which do not have an obligation of  preparing and submitting financial reports to the Tax Administration, according to the Law (lawyers, enterpreneurs). Could you please confirm.Answers:1. The documentation does not have to be uploaded multiple times, but please be aware that each mandatory document has to be uploaded, or the platform will not allow the bid submission.2. The financial reports do not have to be submitted for the legal entities which do not have them, unless their financial capacity is used to prove the financial capacity of the JV. 

New clarification added: Questions:1. Are Attorneys at Law and/or entrepreneurs established in accordance with the Serbian laws eligible to be partners in a bidder consortium?2. Can the bidder engage Attorneys at Law and/or entrepreneurs as consultants and consider them as team members?3. The RFP specifies that all proposals must be submitted net of any direct taxes, including customs duties and indirect taxes such as sales tax, VAT, and fuel taxes. Does it also mean that the daily fee for consultants as individuals needs to be defined net of income duties (income tax, social duties, pension fund duties, unemployment duties)?Answers:1. All legal entities registered by the relevant national laws are eligible to apply for this tender as a sole company or partner in a Joint Venture.2. The Bidder has to propose the team's structure as required in the tender documentation. Any JV member should employ the proposed team members in available forms of employment contracts.3. The VAT exemption refers only to the payment by UNOPS and the contractor, and only if the selected contractor is from Serbia. All costs in the proposed budget that are born between the selected contractor and their employees, subcontractors, or any subjects in the contractor's supply chain, are not eligible for tax exemption based on the service contract that will be issued between UNOPS and the contractor.
