Which one to be competing each other in financial screening? If no VAT, does UNOPS provide the guarantee letter from the GOI on the free VAT for the project?UNOPS responses: From our financial form C, if there is applicable tax, the bidder should proposed in the seperate lines. New clarification added: Dear Bidders,Please kindly find the request clarification and UNOPS responses as following: Question: Can Team Lead and particular experts be part of multiple proposals? or they need to exclusively for one proposal only? UNOPS Response: The question is unclear as to whether the "multiple proposal" refers to multiple proposals for different tenders, or whether the "multiple proposal" for the same tenders. We are providing answer for both scenario:1) If the multiple proposals are for different tenders:The bidder can proposed the staffing for multiple proposals, however, the bidder should gurantee the multi tasking and numbers of working days allocated for each assignment are very well manage avoiding impact to the quality of works/ compromise the working abilities of the overlapping staff in case of selection. The clear statement should be provided by the bidder to support the working arrangement for our evaluation process.2) If mulltiple proposals are for the same tender:It depends as to whether the same person is engaged as a sub-contractor by multiple bidders or whether they are involved as a main supplier in one bid and as a sub contractor in another bid. UNOPS would remind bidder of the following provision regarding supplier conflict of interest:A supplier has an interest in other suppliers bidding for the same procurement activity, including when they have common ownership and/or management. Suppliers shall not submit more than one bid, except for alternative offers, if permitted. This will result in the disqualification of all bids in which the supplier is involved.This includes situations where a firm is the main supplier in one bid and a sub-contractor on another; however, this does not limit the inclusion of a firm as a sub-contractor in more than one bid.With best regards,UNOPS Team

New clarification added: Clarification Questions: We request the following clarifications:We would appreciate understanding the sectors to be focussed on as a part of the study. As per the information provided under the requirements of the offeror's qualifications, capacity, and expertise, the target sectors mentioned are buildings, appliances, industry, and transport. Please confirm whether these are the target sectors.Deliverable 6 requires the drafting of the regulation on energy efficiency. We understand that the consultant's role would be to provide and draft technical information for the regulation. However, the legal drafting, lawmaking, and passing of the legislation/regulation are outside the consultant's scope of work. Please confirmUNOPS responses: Thank you for your question.1. We confirm that this study will cover the buildings, appliances, industry, and transport sectors as per the requirement of the offeror's qualification in the ToR.2. The role of the consultant is focused on providing technical input and drafting the regulation as per the requirements outlined in the ToR. The legal drafting activity was requested by the government beneficiariy and is intended to serve as input for the ministry's legal team, which will be responsible for the subsequent legal processes, including passing the regulation.UNOPS Team

New clarification added: Dear Respective bidders,Please kindly find the below questions from the bidders and our responses as following: Q1: We would like to ask about the deadline extension. Given that there are long holidays in Indonesia this month, would it be possible to extend the deadline? we kindly request an extension of submission deadline to10 May 2024, 08:00 UTC.A1: Yes, we can give a deadline extension for 1 week. So, the new deadline will be on 3 May 2024.Q2: In the Terms of Reference (ToR), it is specified that the consultancy is required to draft two derivative regulations as part of the deliverable. Additionally, both the ToR and the presentation from the pre-bid meeting indicate that the Ministry of Energy and Mineral Resources (MEMR) intends to draft derivative regulations in seven different areas. Should the consultancy determine which areas will be selected for the two derivative regulations, or will it be determined by the MEMR?A2: The derivative regulations will be determined by MEMR referring to its prioritization.Q3: In the ToR, its stated that the consultancy will support the MEMR on the Working Group of the JETP to create Energy Efficiency and Electrification pathway. Is this also related to fuels?A3: The CIPP on EE and Electrification focuses on:1. Enhancing energy efficiency across both demand (building, industry and transport) and supply sides (Power Generation, Transmission and Distribution).2. Expanding electrification in key sectors including transportation (EV ecosystem), urban buildings, and industry.It's important to note that electrification here refers to fuel conversion, specifically transitioning from fossil fuels to electricity, as mentioned in point 2. For instance, this entails converting combustion engine vehicles to electric vehicles in the transportation sector, replacing coal with electrified tools in industrial processes, and transitioning from LPG to induction stoves for household use, among other examples.Also the consultant will not work from scratch, since the member of the working group already started to work on this.
