(Team Lead, Coal Power Plant Specialist, Energy Efficiency Specialist, Investment Specialist, and Economist)? Or should we also include resumes for additional proposed personnel? (e.g., Public Policy Specialist, Energy Modeler, Environmental Impact Specialist, Gender and Social Inclusion Specialist, Communication Specialist, Translators, etc.)? Similarly, should we fill out the Annex 1 spreadsheet only for the minimum required personnel or also for any additional proposed personnel?ANSWERForm E should include the CVs of all proposed personnel (i.e., minimum positions indicated in the tender documents AND additional positions suggested by the bidder). Annex 1 is for minimum required personnel only. The details of the additional personnel are not required for this spreadsheet.QUESTIONIn Form D, are there word limits or page limits for Sections 1 and 2? New clarification added: QUESTION: For the coal power plant specialist role, do these qualifications need to be covered by a single expert? Or is it possible to have two experts on our team that together, cover the qualifications? For example, could we have 1 person with 5+ years direct experience in power plant operations (but not a coal power plant), as well as another person with expertise in coal power plant operations/decarbonization (from previous academic research on the topic)? Or is it required to have a single team member who has worked directly in coal power plant operations?If we are allowed to have two individuals cover the role, should we fill out the Detailed Personnel Proposed for two people? or only for one of them? If the latter, how can we best showcase that the expertise of both individuals combined will cover the requested qualifications of the coal power plant specialist role?ANSWER:It is expected that for each key position indicated, it is filled with one person. However, if the consultant considers that it is best to have 2 persons fill the position, this is permissible. Bidders are requested to identify which of the personnel proposed as the main person for the role. The technical score will be allocated based on the education and experiences of the main person.The bidder may provide details and justifications for additional personnel who are essential for the successful implementation and execution of the work plan and methodology, as outlined in paragraph 40 of the Terms of Reference (TOR).

New clarification added: Question 4Regarding the analysis of the Pipeline of New Captive Coal Operations, is the objective to prevent their development, or is it intended for them to work in a mix with captive renewable power? We are not entirely sure how coal is fitting in within the project objectives. Answer 4This project exploring opportunity to replace coal by renewable energy while also consider the viability by assessing resource availability, technical feasibility, economic viability, environmental impact, and regulatory compliance, as part of government vision to decarbonize industrial sector. It aims to gather data that can be utilized by relevant stakeholders for various purposes. For instance, this data can help identify opportunities for integrating renewable energy sources into the energy mix of captive power, assess projected emissions, and explore potential pathways for transitioning towards cleaner energy solutions. Ultimately, the analysis aims to provide valuable insights that support informed decision-making and facilitate the transition towards a more sustainable energy future.Question 5How will the industrial sectors that have captive coal power and need decarbonization be predefined? Will there be a short-list based on the government/ETP’s interests?Answer 5The industrial sectors requiring decarbonization, particularly those with captive coal power, will be identified during the project implementation phase. This process will involve consultation with relevant stakeholders and the establishment of criteria and assessments proposed within the project. New clarification added: Question 1We would like to request for a deadline extension of at least 14 calendar days. We note the depth and breadth of the scope requirement, covering captive power plants, industrial decarbonisation technologies, industrial site selection with green energy procurement, among others, across 18 months of the project. The extension of the deadline would allow us to gather both local and international expertise and jointly put together a compelling proposal that will meet your project objectives and requirements.Answer 1After internal discussion and considering the holiday period, we have decided to extend the deadline from April 15th to April 26th, 2024, 5.00 PM (Jakarta time).Question 2We note that the site selection for NZIP requires legal advisory services per Pages 3, 5, 11, and 25 of the TOR. Regarding this, will UNOPS (a) require the consultant to include legal expert position in the technical proposal, or (b) appoint or have nominated legal counsel which the consultant is expected to work with?Answer 2a). Whether a legal expert is required in the technical proposal depends on the methodology proposed by the bidder. If the bidder believes that including a legal expert would strengthen their analysis, they are welcome to nominate such personnel as part of their team.b). UNOPS will not appoint or nominate legal counsel for the consultant to work with.For suggested required personnel, please refer to pages 26 - 29 of the TOR, and additional positions can be found on page 22.Question 3Similar to Q2 above, and regarding Gender Equality and Social Inclusion (GESI), will UNOPS (a) require the consultant to include GESI expertise in the project team, or (b) appoint / nominate a GESI expert which the consultant is expected to work with?Answer 3a).
