Project monitoring and evaluation
New clarification added: Dear Bidder,Please see our clarifications below:1. In the introduction of the TOR the study initially focuses on Indonesia, Philippines, and Vietnam as the primary countries of interest. However, on page 4 of the TOR no. 8, it was stated that the study includes the wider Southeast Asia region. Kindly clarify how many countries and what are the country will be included in this study aside from the three that have been mentioned in the introduction. In order for us to include it in the proposal.- ETP's work covers four geographical areas: Vietnam, Indonesia, and the Philippines. However, ETP also has currently 3-4 projects that cover the regional scope. The regional projects are cross-cutting initiatives that are managed by the Secretariat staff, based in Bangkok. Information on the number of projects ETP has can be found in the ETP 2023 Annual Report.2. We do not know the bulk of the documents that are needed to review because we don’t know the list of programs for each country. Could you please provide the list of documents/programs for review in each country? This will enable us to estimate the time required for evaluating each documents/program for each country.- The purpose of the Evaluation is to assess the effectiveness of the Partnership after its first three years. The best reference to the extent of the project activities is the ETP 2023 Annual Report. Kindly pay attention to the Annex on the Results-based monitoring framework. The consultant is expected to review the contribution of the ETP programme to the overall energy transition agenda in Indonesia, the Philippines, Vietnam and the wider SE Asia region to improve the current and future processes, systems, and approaches. Findings from the evaluation will be used to update the program theory of change, objective setting, planning logic, processes, and overall approach.3. Should we also evaluate the comprehensive detailed results reports provided by consultants from different countries that align with the strategic program outcomes, or should we focus on the reports submitted by the respective countries themselves?- The consultant is expceted to take a holistic approach in their evaluation with information gathered from the results submitted by implementing partners, the consultations/interviews with our ETP country coordinations and relevant stakeholders in the countries.Best regards,

New clarification added: Dear Bidder,Please see our clarifications below: In the TOR, on page 8, in Section VII, sub-section A., paragraph 4, and bullet iv., the bullet point notes that “The lead individual(s) should have the following qualifications (CV should be attached to the application):” However, there is no subsequent content that follows to note these qualifications. Could you provide information on this? Or would the qualifications be the same that are listed on page 13 of the TOR, on the qualifications for the project lead?To what extent is there flexibility for the proposed team to include additional personnel beyond those included on pages 13-14 (on key personnel proposed)? E.g. up to 2-3 personnel, in addition to the individuals playing the roles of Project Lead and M&E Specialist Could you clarify the purpose of the travel (to Bangkok and one of ETP’s countries of operations)? Would this be for the data collection phase (i.e. to conduct interviews)? Or is this intended instead for the RBMF review and roadmap (i.e. to conduct workshops with ETP secretariat to align on recommendations and modifications, and to train the implementation partners and ETP staff on reporting)?- For key personnel qualifications, please refer to: Section 3: Key Personnel Proposed and Sustainability Criteria.We welcome additional personnel if the bidder finds it crucial for their team composition. Please note, however, that the additional personnel beyond the required positions do not receive scores from the personnel scoring. The addition may add scores to the technical proposal but also has a weight in the financial scoring if the price is increased.The data collection will be completed virtually as most documents are stored online. The purpose of the mission would be more on the interviews/workshops for ETP members.Best regards,

New clarification added: Dear Bidder,Please see our clarifications below:Should the bidder submit a separate technical proposal file other than the returnable technical proposal form?Will you accept if we submit a separate file or attach our own proposal format with the returnable technical proposal form?- We do not suggest submitting in a different format since it would make it difficult to evaluate. New clarification added: Dear Bidder,Please see our clarifications below:• Regarding the Mission to Bangkok and Jakarta, we would like to confirm that this mission is foreseen during the Data collection phase of the evaluation. If this is indeed the case, we would also like to confirm that the workshops with the ETP secretariat are foreseen to take place online. - The data collection will be completed virtually as most documents are stored online. The purpose of the mission would be more on the interviews/workshops for ETP staffs.• Regarding the Wokshops we would also like to enquire if interpretation costs should be included, and towards which languages. - The workshop will be provided in English. Interpretation costs can be budgeted under the non-personnel costs subject to reimbursement against actual for other tasks under the project.• Regarding the onsite data collection methods we understand that a week in the field is considered sufficient. Therefore, no additional resources for local data collection shall be budgeted and most interviews are expected to take place online. Could you please confirm that this is the case?- The data collection will be completed virtually as most documents are stored online. The purpose of the mission would be more on the interviews/workshops for ETP members.Best regards,

Are the projects listed in the ETP website comprise of all the ongoing projects?- ETP's work covers 3 coutries of focus: Vietnam, Indonesia and the Philippines. However, ETP also has currently 3-4 projects that cover the regional scope. Information on the number of projects ETP has can be found in the ETP 2023 Annual Report.2. Would we have a database of the beneficiaries/recipients of all the training or workshop activities for KAP survey sampling purposes?- This can be provided during the implementation by the ETP team.3. How many respondents are expected to be surveyed for the KAP survey?- Please refer to the beneficiaries listed in Annex 3 (Project at a glance) of the ETP 2023 Annual Report.4. Is there any documents that focuses or elaborate the ETP's current theory of change?- The ETP 2023 Annual Report contains information regarding the strategic outcomes and their associated indicators which are part of the Theory of Change. Furthur information on the ETP's theory of change will be provided during the implementation.5. Can you clarify the catagories or actors who are the key stakeholders expected to be involved in the evaluations? Do you expect the contractor/consultant to conduct in depth interviews with the implementing partners?- The consultant is expceted to take a holistic approach in their evaluation with information gathered from the results submitted by implementing partners, the consultations/interviews with our ETP country coordinations and relevant stakeholders in the countries etc.Best regards,

Clause III - Scope of Work of ToR - We understand that the evaluation will examine the ETP's program progress and performance since its implementation in November 2021. In this regard, please clarify the illustrative projects, their profile & nature, and the number of projects to be evaluated under this contract.- ETP's work covers four geographical areas: Vietnam, Indonesia, and the Philippines, and several regional initiatives. Information on the number of projects ETP has can be found in the ETP 2023 Annual Report.2. There is a substantial mismatch in the marking structure and Tasks description as asked for in the ToR and Form D - Technical Proposal forms provided with the tender documents.- Apologies for this error uploaded file. We revised and re-uploaded already. Please refer to the new upload file aligned with TORs.3. Scope of work will require travel to the respective countries for conducting Workshops & Training. In view of this., please elaborate the no. of Workshops, any preferred location of the workshop, no. of days, and no. of experts to be considered for the assignment. The same is required for estimating the Travel and associated costs precisely in order to submit a competitive proposal.- The information on the minimum travel requirements can be found under paragraph 12. Maximum number of consultants to travel is 2 PAX.4. Please clarify if there is any estimated budget for the assignment.- UNOPS cannot share information on budget for any of its tenders5. Regarding Taxes and Duties, as per Tender particulars, Consultant understands that the proposal shall be submitted net of any direct tax such as withholding tax and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel. Please clarify- The bidder's proposal shall take into account whether there are applicable taxes. If there are, the bidder should indicate the amount for taxes on a separate line under the Financial Proposal. UNOPS has corrected the tender particularly to include the statement that the offers should be inclusive of taxes.6. New clarification added: Dear Bidder,Please see our clarifications below:There seems to be 2 different specifications of the evaluation criteria. One is listed in the « Section III: Returnable Bidding Forms - Technical Envelope” and the other one in the list of evaluation criteria. They are different, as the one in the technical envelope appears to describe the organization of an event and the one in the list of the evaluation criteria, an evaluation. We want to confirm that we should strictly follow the requirement of the evaluation criteria. - Apologies for this error uploaded file. We revised and re-uploaded already. Registration:Is this opportunity open to international firms, or is registration in one of the project's target countries required?- This tender is open international competition and there is no limitation as to where the bidder can be registered. We welcome all suppliers who can provide services as per UNOPS's requirements in TOR to compete for contracts for required services.2. Consortium Eligibility (if local registration is required):Are consortiums or joint ventures eligible to bid for this consultancy (comprised of national and international members)?If so, is it a requirement for the lead organization to possess the necessary registration, or can this be fulfilled by the junior partner?- Consortiums or Joint ventures are eligible to bid for this tender. Please fill and submit Form A: Joint Venture Partner Information Form through e-sourcing. And lead organization will be the main contractor to register in UNGM and submit the returnable bidding forms.3. Submission of CVs with Technical Proposal:Is it a mandatory requirement for all suggested team members, including the Team Leader, Thematic Specialists, etc., or just core team members.- A mandatory requirement for all suggested team members.
