New clarification added: As there are facilitator or speaker requested throughout the session, especially including in the overseas workshop visit, will their honorarium following UN guidelines for speakers' honorarium? can you refer to which honor guide we should quote from? In case the honorarium is far below the common honorarium for speakers, what would be UNOPS suggestion?Answer: As specified in the terms of reference, bidders are requested to follow the UN harmonized rate in Indonesia when inviting government officials as speakers for the events in Indonesia. In case of a different scenario (speaker being a non-government official, or for events outside Indonesia) there is no specific rate that the bidder has to follow. Bidders are free to quote based on the prevailing market rates for the same.

New clarification added: Are there any preferences on the proportion between renewable energy development and coal decommissioning in the study?Answer: There are no specific preferences regarding the proportion between renewable energy and coal retirement. The determination of this proportion should be guided by an analysis of the government's priorities, as outlined in energy-related documents such as KEN, RUEN, RUKN, RUPTL, NZE, and JETP.

New clarification added: Are there any limitations/preferences on how many countries to include in the international experience study?Answer: There are no limitations on the number of countries to include in the international experience study as long as the experiences are relevant to the Indonesian case. However, there is a restriction regarding overseas trips, which must be limited to one country.

New clarification added: Are there any limitations/preferences on which types of and how many renewable technology options to include in the study?Answer: The limitations and preferences of renewable energy technology options are determined by two factors:1) Energy-related documents such as KEN, RUEN, RUKN, RUPTL, NZE, and JETP.2) The maturity level of each technology and the required level of incentives for further development. For instance, if an analysis indicates that Variable Renewable Energy (VRE) technologies such as wind and solar require additional incentives, these specific technologies would warrant more detailed assessments, while others may receive lighter analysis.

New clarification added: The energy expert qualification criteria indicates "technical and policy" energy expertise. Can the consultant present two different experts meeting the policy and technical expertise separately?Answer: Yes, the consultant can provide two different experts. However, the way UNOPS evaluate the proposals in case there are two experts, we would see which one would be proposed as the main expert or the main consultant. We would score that based on that one person. In case the bidder would like to add a complementary expert or an additional expert, it is fine but we're not going to assign the technical score for this complementary person or the additional person. The reason why we use this approach is to make sure that we are treating all bidders fairly. We've indicated that the position needs to be fulfilled by a minimum of one person. If some would like to complement others, it's okay. But we're not going to add the score or consider the expertise of the additional person to meet the criteria or to increase the score.

New clarification added: Is the coordinating ministry of economic affairs is the implementing agency for this project? Is there a specific program in the body that is the target of this project or being used as the reference?Answer: This project will serve as enriching material for the Coordinating Ministry of Economic Affairs in formulating policies that support and oversee the acceleration of the energy transition, particularly in Indonesia's power sector. By the development of a clean energy ecosystem, it aims to expedite the transition. Furthermore, the project directly aligns with the national energy transition task force's role, offering recommendations and plans to ensure consistent implementation with key national targets like NDCs, NZE, KEN, RUEN, RUKN, and RUPTL.

New clarification added: Who is the main government counterpart of this project?Answer: The primary beneficiary of this project is the Coordinating Ministry of Economic Affairs (CMEA). However, the consultant will also need to engage with the Ministry of Finance (MOF) and the Ministry of Energy and Mineral Resources (MEMR), and Ministry of Investment (BKPM).
