New clarification added: 1. QUESTION:We are collaborating with partners at Indonesian university, however, their employment status is registered as public servants or state civil apparatus (ASN). Are they still eligible to be part of the project team?ANSWER:We believe it is acceptable for individuals to participate in the program, provided they do not hold a public service position in relevant ministries such as MEMR, Bappenas, DEN, CMMIA, or MOF, which may pose a conflict of interest. Additionally, we have previously had lecturers from UGM, ITB, and UI who were members of the consultant team.2. QUESTION:Can the university partners be represented by individuals/experts from the institution or does it have to be an institutional partnership with a formal agreement with the lead applicant?ANSWER:The expectation for the bidder is to engage with institution to get/bring the university "brand" so that could leverage the program for the beneficiaries. But as informed in the previous clarification above, we don't prescribe the type of partnership between bidder and the institution (JV or subcontracting modality)3. QUESTION:Regarding the financial capacity/stability specified in "Section 1: Offeror’s qualification, capacity and expertise, in case of a JV, the annual turnover is calculated based on the total annual turnover of the JV members". If we apply as a consortium consisting of a few organisations (including universities) should the annual turnover also be calculated based on the total annual turnover of the consortium members?ANSWER:The annual turnover can be from the lead firm's only. Or a combination of the annual turnover of the JV/consortium members, if needed.Best Regards,

New clarification added: QUESTION:As multiple experts are sought for the roles of Energy Transition Expert and Change Management and Business Development Specialist, how would the experts proposed be scored? Will only one of them be scored, or will their collective qualifications and experiences be judged?ANSWER:The key personnel proposed will be evaluated per role as per mentioned in the technical evaluation criteria in the Section 2 - Schedule of Requirements (TOR).For the roles that required more than 1 personnel in the TOR, it will be evaluated collectively under the same role.

New clarification added: QUESTION:Based on this point in the ToR:The implementing partner, through their proposal, will demonstrate partnerships with internationally renowned academic institutions, not limited to, business schools, utility companies, and international organizations/associations and will be responsible for bringing such a consortium that offers access to global thought leadership, market insights, and high academic credibility. At a minimum, the Implementing Partner is required to have a partnership with 1 renowned international academic institution or business school in business and/or sustainable energy sector, and 1 renowned national academic institution or business school.Our question is, should we have JV at the organisation level to indicate the partnership or is the sub-contract is enough to indicate the partnership? ANSWER:UNOPS does not prescribe the type of partnership that the bidders should have (either through a joint-venture or a subcontracting agreement). Nevertheless, the requirement is for the selected renowned international academic institution/business school and national counterpart to contribute actively to the project's success. Emphasize is also on utilizing their credentials for project delivery and leveraging their global thought leadership, market insights, and academic credibility.You can choose the approach that aligns best with your organization's capabilities, ensuring a cost-effective and robust partnership meets the criteria.Best Regards,

New clarification added: QUESTION:What will the overall nature of the interaction with PLN's HR division be for Program 3? For example, will this constitute mostly of online coordination? During which months of the project is the Program Counselor expected to work at the PLN HR office? How often will this be required?ANSWER:As explained on the TOR, we expect the consultant could assign a program manager that will work closely (offline and online) with PLN HR team to manage Program 3 delivery. See Table 2, Table 4, and Annex 1b. 2. QUESTION:Are you able to provide guidance as to the maximum budget allocated for this assigment?ANSWER:UNOPS can’t disclose it since it’s against our policy to indicate the indicative budget for the project.We suggest the bidders to refer to the scope of works, the estimated number of the required key personnel, and estimate the level of effort required.Best Regards,

New clarification added: QUESTION:How crucial is it for the international academic institution in the team to appear in the QS World University Rankings 2024? Would the inclusion of an institution not included in the rankings lead to an automatic disqualification? Could other rankings where they appear or other factors such as accreditation of their business programs serve to demonstrate their ability to carry out the project? Are institutions outside of the regions specified, i.e., Europe, North America, Asia, and Australia, eligible?ANSWER:Our objective is to work together with academic institutions that have achieved global recognition. We will update the TOR with the detailed information about this requirement. The update will covered the list of institutions as well as the scoring detail. And we will take out the sentence regarding the regions.This requirement will be part of the technical criteria which will be scored, not under pass/fail basis criteria.Best Regards,
