(Kindly also refer to PV BOQ item 1.3 Concrete cubes including reinforced steel, blinding, waterproofing, and excavation)

A room will be built to put the invertors and pannels in side it, and it's part of Civil scope, if we can not guaranty to haaveit oin time, can we add it to Solar scopeAnswer:coordination between the two awarded lots will be under UNOPS supervision and will facilitate the project implementation.3. Down payment is applicale upon down payment guarranty availabilityAnswer:As mentioned in the tender particulars that Advance payment is not allowed.4. we know we have 5% performance bond and it'll continye till close the warranty period, but for the 2.5% stopped payment it'll be released upoin project delivery accetance?, and is there any other stopped payment? frankly this part is not clear, if you can summerize in easier way it'll be appreciated.Answer:The payment will be released based on actual deliveries with deduction of 5 % to cover the retention , after final handing over of the project , half of the retention will be released and the remaining balance after defects notification period. We were previously promised to upload the explanatory meeting.. Is there anything new?Answer: it is uploaded in the tender documents

New clarification added: - Item 3200:supply, cut to size, fabicate, hoist and insall reinforcement steel bars Grad 60 (420N/mm2) minimum yield strength and Grade 40 ( 250N/mm2) minimum yield strength , all necessary materials and labour as per specification and drawings , Quistion : How do it without concrete ?- Refer to the BOQ. items, Cast in place concrete section (Section 03300) can be found after the reinforcement steel bars section directly (Div 03 items 3.1 to 3.5)Item 15440 : water tank 12000L , the capacity is not avaliable and fabricated in the Syrian company, and imported it so diffecalt , plese advice to chang it by 10000L , with same total capacity. - The tank volume can be changed to 10000L, with preservation of the required total capacity, accordingly, the contractor is responsible for providing the required space area to fit that change.- Item 16140 : to installed it on cable tray , please accept to be cable not wier.- Kindly note that no need for cable tray for item 16140 since it related to wiring devices and wires or cables to applicable where needed and most of installations will be within conduits,- however, the cable trays found in item 16122 related for main power feeding cables and shall be installed for mechanical equipment’s feeding as per drawings.- Item 16140 We did not found the EX-BHU in the diagrams.- Item 16140-g Socat 16 A we did not found the place of this item in the electrical diagrams.- Kindly refer to small power system drawings EP-101 & EP-102.- Item 16140-h socat 32 A , the cable section 4 mm2 , is not enough.- Kindly note that the power load related to this circuit is 1500 watt, so 3x4.0 is enough.- Item 14200 Elevator , there is no specification to get offer from the Elevator manufacturer companies. - The specifications for the elevators have already been supplied. Please refer to the Civil Architectural Specification, specifically Item 1.56/Section 4200 Elevators, on Page 345 of 373 for details.However, there have been some amendments made to clarify the Elevator Car Finish. Kindly refer to the attached amended page, Page No.368 for the relevant information. Item 08120 the maximum thickness of aluminum section in Syria at most 1.2 mm , can we offred it.- Confirmed, the available profile thickness in market is acceptable for use, as long as it remains at or exceeds 1.2mm.

Section /09300/ does not mention the presence of a screed layer or its type, and it also does not mention the implementation of floors Inclination angles.Question: Please advise, and specify the required specifications.Refer to the modified BOQ Div09 section 09300 17. We have not observed any mention of thresholds in the Study.Question: Please advise.Please refer to BOQ Div04 Section 04400 Item 3.1 and Tiling plans. 18. Section /09650/ does not specify the specifications of the adhesive material for linoleum, nor does it provide the method of how to address the points of contact between tiles or rolls. Additionally, it does not mention the method for lifting linoleum near walls, nor does it include any reference to the copper discharge network.Question: Please specify the required specifications.Please abide to the Specifications section 09650. The type of adhesive and fixing methods should be according to the specifications and manufacturer’s recommendations.

There is a clear dispersion of information, data, and explanations provided in the study, which creates significant and evident confusion during the process of reviewing and presenting proposals. Furthermore, it will cause even greater confusion during implementation and supervision.▪ Some of the requirements and technical information are included in the Technical Specifications document.▪ Another portion of the requirements and technical information is listed in the BoQ▪ Additional requirements and technical information are provided within the drawings.▪ Further requirements and technical information are included in the specifications.Question: Please provide us with the required specifications to ensure consistency and accuracy.Abide to tender documents, all tender documents are to be read and construed in association and conjunction with each other. 2. In general, the Technical Specifications mention the requirement to review the drawings without specifying the code or number of the specific drawing or detail that needs to be reviewed. This lack of clarity may lead to confusion, particularly during the implementation and supervision stages.Question: Please specify the number and name of the drawings and details that need to be reviewed when the Technical Specifications mention the review of a specific drawing.Abide to tender documents. 3. They should have also specified the treatment method, requirements and the implementation procedures in the BoQ and technical specifications book, taking into consideration the circumstances and nature of the studies they have conducted.Question: Please advise.As per geotechnical report (no groundwater within the thickness of the explored depth) 8. Section 02240: DewateringThe consultant should have identified the locations and coordinates of any existing wells on the site, evaluated them, and prepared the necessary studies for their treatment, if needed. Why is it the contractor's responsibility to design and study the structural steel section (Section /05120/) and assume the associated liability, when it is supposed to be the task of the designer? It was mentioned in the technical Specifications book: Where motor control centers are controlled/monitored by Building Management System (BMS),reference shall be made to BMS narratives and specifications.Questions: 1- There is no BMS system mentioned in the study. If it exists, a detailed study should be provided, including BoQ, technical specifications, and drawings.2- The diagrams do not indicate any connection between the MCC panels and the BMS. It is necessary to specify the panels that are connected to the BMS if it existsQuestion: Please advise, and kindly specify the required specifications.There are no BMS system found within tender, but MCC’s shall be ready for future BMS connection.29. Paragraph 2.5 / Page 109 / Fuel: Diesel fuel oil, Grade DF-2. This kind of fuel is not approved in Syria.Question: Please advise, and kindly provide us with a correction.Kindly use the nearest fuel specifications as mentioned in specifications.30. New clarification added: 12. In drawing (Riser/E-500): the UPS symbol is mentioned without any specific details, and it is not mentioned in the technical specifications or in the BoQ. However, it is stated that the UPS powers the control and communication system for the PV (Photovoltaic) system.Question: Please provide a descriptionKindly refer to related specifications, BOQ and design drawings of LOT 1 & LOT 2 packages and abide with them.13. The sequencing of protections between the panels was not considered in most panels: Example: In drawings )E-507( and )E-508) : a main circuit breaker for the UDB-GR panel is specified as MCCB-100A. However, the feeder breaker for the USMDB panel should be MCCB-80A. Question: This requires correction to ensure proper sequencing of protections between the panels, Please advise, and kindly provide us with a correction. Kindly abide with calculations and drawings.14. The sequencing of protections between the panels was not considered in the study: Example: In the (SMDB-EQ/E-503) drawings: the main circuit breaker is specified as MCCB-100A. However, the subsidiary breakers in the same panel are (1 x MCCB-100A), (1 x MCCB-32A), and (3 x MCCB-63A).Question: This requires correction to ensure proper sequencing of protections between the panels, Please advise, and kindly provide us with a correction. New clarification added: 1. The drawings mention a 1600KVA transformer (To be ADDED), but it is not included in the BoQ or the technical specifications.Question: Please advise.Kindly note that the 1600KVA transformer is out of this tender scope . 2. The study mentions the main cable with a section of 630mm2, which is not manufactured in local factories in Syria. This necessitates replacing it with an equivalent size.Question: Please advise.Kindly abide with drawings and BOQ. 3. In drawing number Riser/E-500, the cable type mentioned is 650mm2/XLPE, and the same cable type is also mentioned in the BOQ. However, in the (Site/EP-100) drawing, the same cable type is specified with the addition of the AWA and XLPE.Question: This requires clarification to ensure consistency and accuracy.The transformer 630mm2 cables shall be armored XLPE/AWA, but the generator 630mm2 cables shall be not armored only XLPE and as per BOQ, refer to updated drawings (E-500) & (EP-100). 4. In drawing number (Riser/E-500): a cable of (5c×16mm2/Fire) is mentioned. However, in the BoQ, two different cable sizes are specified: (5c×10mm2) and (5c×6mm2), both fire-resistant.Question: This requires clarification to ensure consistency and accuracy.A separate item for (5x16mm2) LSZH fire rated cable will be added as addendum, refer to updated BOQ. 5. In drawing number (Riser/E-500):a. It is mentioned that a 40A/ATS panel is supplying power to the fire pump panel. However, this panel is not mentioned in the BOQ.A separate item for (ATS) will be added as addendum, refer to updated BOQ.b. The path of the cable exiting the transformer needs to be corrected because it is incorrectly depicted in the drawing, showing that both ends of the cable are taken from the generator.The route between the transformer location to HEP till the MDB is clear, kindly abide with design drawings. 6. In drawing number (Riser/E-500): the main cable connecting the grounding rods is indicated as insulated, while it should be bare, as well as the cable connecting to the panel grounding.Question: Please advise, and kindly provide us with a correction.Kindly note that it mentioned insulated cables or strips, however there is no technical issues that prevent to use insulated cable, kindly abide with design drawings. 7. In drawing number (Riser/E-500), a capacitor bank of 150KVAR/3Steps is mentioned:a. Is the total required 450 KVAR?Kindly refer to electrical power calculations page 3 since it mentioned 450KVAR.b. It is preferable not to connect the capacitors as a load for the generators.The capacitor bank is not connected directly on POSP panel and not considered as consumption load, kindly abide with drawings.c. The breaker connected to the capacitors has a maximum rated value of 800A, which is currently at its limit. It should be increased to 1200A.Kindly abide with calculations and drawings.d. The cable connected to the capacitors, 4c×2, is oversized. It is sufficient to use 3c×2 (240mm) instead.Kindly abide with calculations and drawings. 8. In drawing Riser/E-5060, the HEP panel includes a changeover feature:a. It is preferable to have quadruple Motoris-type breakers instead of triple ones.Kindly abide with calculations and drawings.b. A 3200A busbar section is specified, but a 2000A rating would be sufficient.Kindly abide with calculations and drawings. 9. In drawing (Riser/E-500): a cable of 95mm2 / XLPE / LOSH / ×4c is specified.a. In the BOQ, this cable is specified as CU/PVC type only. There is a request to eliminate the conflict.Kindly refer to drawing E-501, since these cables are related to USMDB & EMCC-R, and the PV cable is mentioned in lot 2 .b. In the BOQ, this cable is directly connected to the MDB (Main Distribution Board) and not to the HEP (Horizontal Electrical Panel).The PV cable (4x95) is directly connected to HEP not MDB. 10. In drawing (Riser/E-500), the PV system: The PV panels are connected to the inverters without protections.Kindly refer to the BOQ and specifications of LOT 2 PV tender package where the protections mentioned clearly. 11. In drawing (Riser/E-500): the MDB (Main Distribution Board) loads are mentioned, including:- The CT load, currently specified as 180KW, should be corrected and adjusted to 80KW.- The X-Ray load, currently specified as 108KW, should be adjusted to 70KW.- The MRI load, currently specified as 84KW, should be adjusted to 70KW.Kindly abide with calculations and drawings.

New clarification added: 1. Paragraph 1.18.2.1 of the book of conditions. There are specifications for a Schiller with all accessories, and it was not mentioned in the BOQ or the drawings. Question: Please explain?No chiller in project. 2. Paragraph 1.19.2.2 of the book of conditions. There is a difference in the description of the internal surfaces of AHU: sometimes they are described as being made of Galvanized steel and sometimes as being made of stainless steel S.S. Question: Please clarify the specifications for the internal surfaces?Abide by Tender documents. 3. Question:After downloading all the tender files and study its initially.We would like to point out that the time period for submitting offers is very short for the following reasons:1- The wide variety of items due to the nature of the projects work.2- The time to announce the tender is at the beginning of the year, as manufacturers stop submitting offers at the beginning of the year due to inventory work and issuance of new prices for year 2024.Therefore , we ask to extend the date for submitting offers by minimum two weeks, so that we can obtain offers from manufacturers of the required systems, and submit the appropriate offer.your positive response to our requist is highly appreciated to us.answer:We can`t extend the tender deadline at this stage , but we will take on cosideration all of the recieved requests , kindly join the prebid meeting which will be a good opportunity for better understanding of the requirements.
