New clarification added: QUESTIONAs outlined in the Terms of Reference (ToR), there is a requirement for 30 capacity-building workshops. Could you clarify whether the training will be conducted by one of the expert teams or if it is expected to engage a third party as a trainer?ANSWERIt can be conducted by the key experts proposed by the bidder, or by any other trainers under the bidder's contract as long as they meet the qualification criteria.

New clarification added: QUESTIONIn Deliverable 4 of the Terms of Reference (TOR), it is specified that three SKKNIs must be endorsed by the Minister of Manpower. Our past experiences indicate that the allocated 2-year timeframe for this project may not provide ample time for Ministerial approval of the SKKNI. Is it possible to consider extending the timeframe until the Minister grants the necessary enactment? In case of waiting for the approval as well, will the project be put on halt or will the project be extended?ANSWER1. It is possible to extend the timeframe until Minister grants the necessary enactment. However, the timeline proposed was discussed by the beneficiary and deemed as reasonable, assuming the 3 SKKNI/SKKTK are being developed in parallel.2. It will depend on the situation at that time. A more likely solution is to extend the timeline.

Could you clarify if UNOPs has established a maximum budget allocation for these activities? Can this be accounted as reimburseables?ANSWERBased on UNOPS procurement policy, unfortunately, we are not allowed to disclose the estimated budget allocation. The bidders are welcome to propose their financial proposal based on the Terms of Reference set by UNOPS.Bidders are required to propose in their financial proposal a ceiling cost to organize and execute all aspects of the meetings/workshops, including but not limited to travel costs, venue hire, meeting organizing, etc. However, payments will be made on a reimbursable basis as per the actual expenses. The consultant must therefore provide invoices and supporting documents to support the claimed amount.

New clarification added: QUESTION1. Would all 10 professional certification programs need to be developed in alignment with the national standards? As the training modules developed under the standards will be more comprehensive, we wanted to confirm if a portion of the certification programs can be developed outside of the national standards? 2. Would it be possible to negotiate the following clauses in the UNOPS General Conditions of Contract upon submission of the tender documents - clause 5 (indeminification - specifically in terms of proposing a liability cap), clauses 6.3 and 6.5 (insurance)? 3. Could we clarify the level of detail expected under Deliverable 5 - Development of 30 comprehensive training modules? Is the level of detail expected to align with a syllabus or curriculum? And would the outputs of Deliverable 5 need to be agreed with stakeholders within the 2-year timeframe of the project?ANSWER1. it is required to adhere to the national standards, namely SKTTK or SKKNI. the training modules to be developed can be under the newly developed standard or the existing standards which have no training modules being developed yet-- for example, training modules for Energy efficiency auditor. the exact subjects will be discussed with the MEMR based on the urgency and insight from the roadmap.2. UNOPS is not in a positition to negotiate the UNOPS General Conditions of Contract. Bidders are requested to confirm whether they can accept the General Conditions of Contract as it is.3. Yes, the level of detail expected to align with a syllabus or curriculum to obtain the professional certification. kindly please see the exisiting training (pelatihan) and certification (sertifikasi) by PPSDM EBTKE for a better clarity. the outputs of deliverable 5 need to be agreed with the 2-year timeframe.

We hope that the information can be shared to us and we appreciate your help on this request.Many thanks in advanceANSWERThe actual number of working days will depend on the size and team composition, we estimate it t be 50-100 mandays in general. However, given the number of meetings and coordination required, it is required for the implementing partner to have presence in Jakarta, as specified in the Terms of Reference

New clarification added: Question: Since this project will take 24 months work, we would like to know if the estimated fee for this project can be shared to us?Answer: Based on UNOPS procurement policy, unfortunately, we are not allowed to disclose the estimated budget. The bidders are welcome to propose their financial proposal based on the Terms of Reference set by UNOPS.
