New clarification added: Dear Respective bidders,In responded to your request for clarification, please kindly see below Q and A for your information in the proposal preparation: Q1: Can you provide further details on the purpose of the ACES technical working group and whether the two meetings are to be scheduled prior to Deliverable 3, or convened throughout the engagement?A1: The ACES technical working groups is expected to provide guidance to the work, as relevant. The schedule of the meetings will be agreed upon with the beneficiaries, not necessarily before Deliverble 3.Q2: Kindly clarify the selection process of personnel to be trained/when this is to occur. Will we, as the consultant be tasked with nominating/vetting individuals, or will personnel be nominated by the Philippines government/relevant stakeholders?A2: The selection process of personnel to be trained can be discussed with the beneficiaries during the kick-off meeting. Bidders may propose a criteria for the selection of trainees.Q3; Are trainings are intended to be staged during months 4-7, or to be completed by Month 3?A3: The design of the capacity building program should be completed by Month 3 as part of Milestone 2. New clarification added: Dear Respective bidders, Please kindly find below further clarification for your information in the prepration of your proposal submission:Q1: As Deliverable 10 will be paid on an "as needed basis" based on time spent, then does the total cost of providing up to 30 days of support need to be included in the financial proposal? Or do we just provide a schedule of rates (in Form C) for this part and exclude it from the total offer price? A1: Yes, the cost of 30 days should be included in the financial proposal given that estimated time spends for each deliverable should be provided.With best regards,Dany

New clarification added: Dear Respective bidders,Please kindly find below further question and clarificaiton response for this tender: Q1: UNOPS Team On page 11 of the RFP, point number 40, in regard to Deliverable 10 it says: "The estimated number of support days is 30 days spread over 6 months, starting from Month 13 of the project." However, on page 12, point number 44, the RFP says: "The expected timeline for the project is 12 months" and the final payment, payment 5, is planned to be made in month 12. Can you clarify what is meant by 30 days of spuport spread over 6 months support commencing in month 13?A1: Deliverable 10 is an estimated additional 30 days advisory services spread over 6 months, on a per need basis. The consultants are expected to provide technical advise, answer beneficiaries' queries relevant to the project and other advisory support. Charging of this cost will be done on actual person-days spent. The expected delivery will be over 6 months after the end of the project period. Payment will be done after the 6th month (or month 18). This will be reflected in the contract for the winning bidder.The 12 months period is for the implementation of the specific output other than deliverable 10.With best regards,UNOPS Team

A1: Based on our designed ToR, we foresee that this payment milestone schedules is deemed reasonable for the implementation of this project.
