EOI for Supplying Ready to Eat Rations
REQUEST FOR EXPRESSION OF INTEREST (“EOI”)
Supply of Ready to Eat Rations (RTEs)
Closing on 7th of December 2023 at 16:00 hrs (Rome time zone)
Background
World Food Programme (WFP) (“WFP”), with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy, is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
WFP would like to expand its international list of pre-approved suppliers for Ready to Eat Rations and Canned food.

In addition to the general rations, WFP is currently interested in the supplying ready-to-eat parcel composition (as per Annex 10)
Responders to the EOI must indicate if they are able to provide the above Ready-to-eat parcel.
Response
If you are interested in supplying Ready to Eat Rations and canned food to WFP, complete the attached form (Annex 8) indicating the below:
- Short description of your company
- Company’s website
- Experience with other international entities (if any)
- Capacity (in MT per day and per month) to supply Ready to Eat rations
- Kitting capacity per day (MT)
- Loading capacity per day (MT)
- Ability to meet WFP’s specifications (see Annexes)
- Type of packaging your company could offer (primary and secondary packaging):
Deadline for response to this EOI is 7th of December 2023 at 16:00 hrs CET (Rome time zone).
Evaluation
WFP will regularly review responses to this EOI, until its deadline.
WFP will NOT consider incomplete responses or responses related to different items/commodities.
Only shortlisted companies will be notified by WFP and invited to proceed with WFP standard registration.
WFP registration
To register as food supplier to WFP, companies need to meet below listed minimum criteria for an expedite registration process.
- Have legal capacity to enter into a contract.
- Be licenced to operate as an exporter.
- Have Food Safety Management System Certification (ISO 22000) or Global Food Safety Initiative (GFSI) scheme certification (copy of valid FSSC 22000, IFS, BRC, SQF, or equivalent).
The standard registration process, which is different from the expedite registration, is outlined in the Annex 9 – Doing Business with WFP.
If shortlisted, WFP Vendor Management Team will guide you through the expedite and the standard registration in WFP roster. The steps to follow are explained in Annex IV, and the main ones are the following:
- Submit documents for registration on UNGM, up to Level 2. To do so, you will have to provide company’s certificate of incorporation, 3 audited financial statements, and 3 reference letters.
- Complete the Initial Paper Assessment form (“IPA”) with all its supporting documents.
