Emergency Procurement: Supply of construction vehicles, machinery and equipment to Ukraine

Trawl (low bed semi trailer) with a carrying capacity of 45 tons: the quantity of axles is four (4)2. In the requirement it is indicated that the length should be 19 m. Is it considered to be sliding? Total length 13,600 mm (18,600mm) - telescopic extension3. What is the effective area of the vehicles? Lot 1.1 The trawl 75t will be used for the transportation of the drilling rig Bauer BG-36Lot 1.2 The trawl 45t will be used for transporting crawler crane MANITOWOC 777, MANITOWOC 555, crawler excavator JCB 3302. Lot 2.1. 1. What is the quantity of the axles of the vehicle?Lot 2.1.1 Tractor unit (tracker) capable of transporting 60 t on trailer: the quantity of axles is three (3).2. What is the effective area of the vehicles?The tractor unit under 2.1.1 will be used for transporting crawler crane MANITOWOC 777, MANITOWOC 555, crawler excavator JCB 3303. Question related to chassis - vehicles (Lot 2,3, 4....)  What is the maximum access of the km on odometer of the vehicles which can be accepted? Is it acceptable to be maximum 5000 km on odometer of the vehicles if the vehicles will be delivered by self driving - Up to 5,000 km on odometer (transportation from the manufacturing facility) is acceptable, but the vehicle must be without previous registration.Thank you. 

New clarification added: Regarding Lot 7. Concrete formwork PERI* (400 m2) - 1 PCSIs it possible to provide more detailed technical task with a set of drawings? So our engineers will be able to calculate the formwork for your needs. Thank youDear BidderThank you for your request.Please refer to: https://www.peri.ua/products/formwork/liwa-panel-formwork.html.  The formwork is required for concreting of railway bridge abutments, arrangement of reinforced concrete coating, concreting of retaining walls. The preferred size of formwork units: 75 x 50 (20% of the order), 75 x 75 (20% of the order), 150 x 50 (25% of the order), 150 x 75 (30% of the order), corner 75 x 25 (2.5% of the order), corner 150 x 25 (2.5% of the order). The first number is height, the second number is width. The sizes can vary (+/-15%). The formwork elements have to be supplied with the necessary elements for assembling and fixation.Thank you.

New clarification added: For Lot 3. Truck concrete mixer with a concrete pump - 1 PCS. In technical requirements there was not indicated specific brand/model of the truck. New clarification added: We are examining your Request for Quotation in conjunction with reputable equipment manufacturers. In view of the complexity of your Request for Quotation and the need to review thoroughly the technical specifications with the manufacturers, we shall hardly be able to complete an offer within the scheduled deadline (06-Nov-2023). To allow the widest participation by all interested eligible bidders, we kindly stress the need for a postponement of the deadline for bids submission by at least two (2) weeks. New clarification added: Dear UNOPS representative,We are deeply honored to take part in this tender evaluation, but we want to adress a few things:1) Can confirm that there is no map of the project and we need different customs clearance regime to deliver vehicles to Ukraine?2) Is there any restrictions on country of origin\manufacturer for vehicles?3) What are the deadline for supplying those vehicles to final user?  Dear Bidder Thank you for your request. Please find the answers below.The project is not exempt from VAT so the standard (commercial) customs clearance procedure shall be applied.As provided by Art. 3.3(a) of the UNOPS Procurement Manual, Contractors  covered by the Cabinet of Ministers of Ukraine Decree No. 187 (3 March 2022) and Decree No. 1178 (12 October 2022), which the equipment recipient is required to comply with, will be ineligible to be awarded a contract and otherwise excluded from the procurement process. The Contractor shall provide the scheme of its ownership, including disclosing the ultimate beneficiaries, to demonstrate compliance with this clause. Please refer to the “Bidder eligibility” section of the tender “Particulars” Tab.The vehicles should be delivered as soon as possible. Bidders must provide realistic delivery time for the proposed goods.Thank you.

New clarification added: We are not a Ukrnian company thus we do not have a VAT tax number , so can we submit our offer excluding VAT ?Dear BidderThank you for your request.Please refer to the “Duties and taxes” section of the “Particulars” Tab:“All quotations shall be submitted incl. VAT tax of 20%  as well as customs duties, excise duties and any other expenses needed to meet the delivery requirement DDP Ukraine Incoterms. The project within which this RfQ is conducted is not tax exempt.The bidders which are non-residents and don’t have an official presence in Ukraine  shall ensure due partnership with an entity which has an official presence in Ukraine and can provide logistical and customs clearance services  for the delivery of the goods, customs clearance of the goods in Ukraine and payment of all required duties and taxes. The bidder will be responsible for covering the demurrage costs, if any.”Thank you.
