New clarification added: CLARIFICATIONs RECEIVED Please clarify the following for usWith reference to the 3rd party pre-shipment inspection on site in the country of manufacture, please kindly confirm that the industry practice will be followed in terms of defects definition as well as Acceptance Quality Limit (AQL) and sampling practices. These practices are best described in the document issued by IDA the procurement agent of the pool procurement mechanism of the Global Fund: IW 740A CONSIGNMENT VISUAL INSPECTION DEFECT CLASSIFICATION AND AQL TGF PPM VECTOR CONTROL (LLIN). New clarification added: CLARICATIONS RECEIVEDPlease clarify the following for us;In the ITB particular section 1, you indicate that Payment terms consist in 1) a 40% payment after release of shipment from the port of export (with submission of all documents) and 2) a 60% payment upon arrival and inspection of goods.However, you also indicate that the inspection will be held pre-shipment in the Technical Bid Form and in the Schedule of Requirements. You also explicitly that only batches that pass the inspection will be allowed to be shipped.Therefore, our understanding is that the documentation for the first payment should include the inspection report and bill of lading and that the documentation for the 2nd payment should only bring proof of arrival at port, in alignment with the CPT port incoterm. We suggest that documentation for the 2nd payment could therefore be the tracking report from the website of the shipping line. Please note that this is the only proof of arrival available to the manufacturer under CPT incoterm.Please kindly confirm this is acceptable.RESPONSES TO CLARIFICATIONS UNOPS will identify the independent agency and laboratory to conduct physical inspection and quality lab testing. Indeed only nets that pass the above tests pre shipment will be allowed to be delivered.The remaining 60% payment will be made after physical product inspection by the QA team in Nigeria after clearance from the port of entry.Thanks

For PBO Long Lasting Insecticidal Nets, Lot1, Lot2, & Lot5, what are the requirements for labelling and packaging, how many nets need to be packed per bale, any requirement for net accessories, such as hooks, &strings? Kindly advise.2. For Standard Long Lasting Insecticidal Nets, Lot3&Lot4, the requirements for accessories, labelling and packaging are as below: - 3.13. Accessories: 4 to 6 hooks, 4 to 6 strings, strings minimum 1 to 1.5m length. We are understanding that 4 hooks plus 4 strings (1.5m length/string) is acceptable. Kindly confirm. - 3.14. Labelling and packaging: Includes one standard supplier bag insert, standard supplier label with option for text and language selection Does individual bag is required or not, if required, what's the requirement for individual bag, how many nets need to be packed per bale? Kindly confirm/clarify.3. Delivery time, the requirement is: Bidder shall complete production of the bed nets 3 to 5 Months after issue of Purchase Order. Will the purchase order be made on lot basis? If a bidder is awarded two or more lots, will there be only one purchase order or multiple purchase orders to that bidder? The production lead time of the bed nets 3 to 5 Months after issue of Purchase Order.Does it mean, for a bider, if one lot is awarded, the production lead time of the bed nets is 3 to 5 Months, if two or more lots are awarded at the same time, the production lead time of the bed nets remains the same as 3 to 5 Months. New clarification added: CLARIFICATION RECEIVEDPlease clarify the following for us;For all the lots, the bursting strength and dimensional stability are accepted as per WHOPES recommended per brand. But for the mesh specification, a minimum of 16 holes/cm2 is requested. Our PBO LLIN is WHOPES recommended (now WHO Prequalification) with a mesh specification of a minimum of 13 holes/cm2 (WHO specification 454+33/LN). Could you please confirm if a mesh specification of a minimum of 13 holes/cm2, which is a WHO Prequalified specification 454+33/LN, is also acceptable for PBO LLIN? Just like the bursting strength and dimensional stability, could you also please align the mesh specification too as per WHOPES recommendation per brand? Note: I want to bring to your attention that our PBO LLIN with a mesh specification of a minimum of 13 holes/cm2 has been previously well accepted and supplied to malaria programs in Nigeria through Global Fund and AMF programs. New clarification added: CLARIFICATIONS RECEIVEDOn behalf of International SOS, I am sending this request for clarification in order to precise our offer. Alphacypermethrin is approved by WHO for use in LLINs and there are a number of LLINs that are WHO recommend that use Alphacypermethrin as active ingredient. You have mentioned for lots 1,2, and 5 that LLINs with Alphacypermethrin is accepted. But for lots 3 & 4 you have mentioned only Deltamethrin. We would like to clarify with you if LLINs with Alphcypermethrin as the active ingredient are also accepted for lots 3 & 4. Millions of LLINs treated with Alphacypermethrin have been supplied and used in the past in Nigeria through various programs for control of malaria. Further, *“WHO Guidelines for Procuring Pubic Health Pesticides”* Section 7.3.2 (Page 14) states the following: *_“In the case of LNs, not only the identity and content of the active ingredient(s) but also the fibre and filament type, denier, impregnation technology, colour, size, shape, active ingredient retention index, seam stitching (number and location), netting mesh size and shape, dimensional stability of netting to washing, bursting strength and storage stability at elevated temperature should be specified. WHOPES-recommended LNs are identified by a range of WHO specifications, each with its own combination of these characteristics. In order to ensure that all such products are eligible, the tender should refer to each specification.”_* Therefore, as per the WHO guidelines all products should be ensured eligibility in the tendering process.We kindly ask you to update this requirement in Lots 3 & 4 and follow WHO guidelines.Kind regardsRESPONSE TO CLARIFICATIONSPlease note that only ITNs with Deltamethrin API will be accepted for Lot 3 & Lot 4.
