UNICEF Request for Proposal 503600 Oxygen Concentrators - Innovation Stream
UNICEF is issuing this Request for Proposal (RFP-DAN-2023-503600) in order to engage with and select qualified suppliers for the provision of Oxygen Concentrators (Innovation Stream) in low resource settings (LRS).
This stream will work with industry in a co-creation process and utilize an Advance Purchase Commitment (APC) incentive. Through this APC mechanism, UNICEF aims to reduce demand uncertainty risks for manufacturers who invest in R&D towards these new and innovative products. This new concentrator will have these following benefits:
- Robust and resilient in high heat, humidity, dust, and poor-quality power conditions;
- Energy efficient, enabling use with solar power, and cost savings on grid and generator power;
- Meets the usability needs of LRS users, increasing confidence and safety;
- Designed with longevity and low maintenance requirements in mind;
- At a significantly reduced total cost of ownership relative to current market offerings;
- Where possible, universal spare parts and accessories.
It is to note that UNICEF is issuing two separate tenders for Oxygen Concentrators:
1) This Request for Proposal is for the Innovation Stream (RFP-DAN-2023-503600) 2) A separate Request for Proposal for Supply Continuity (RFP-DAN-2023-503595) has been issued UNICEF e-submissions system and also been posted on the UNGM website .
IMPORTANT: Please refer to the RFP tender document attached and the related annexes under the "Documents" tab. Please pay attention to the mandatory, technical and commercial requirements as specified in the tender document and subsequent annexes.
Bidders shall submit all the required information and documentation as set out in this RFP and subsequent annexes:

Innovative products may not yet be available at the time of the issuance of this RFP. Therefore, UNICEF has designed a multi-step submission timeline for this innovative RFP. Bidders shall submit their initial proposals with the available requested information and documentation by the first submission date and according to the requirements set in this RFP.
An initial evaluation will be conducted to identify offers that have a high likelihood of meeting the tender requirements and timelines. The shortlisted Bidders will be invited to continue in the process and then have the opportunity to provide updated proposals by the subsequent submission dates.
