New clarification added: Question:DRIVE Supplier Sustainability Questionnaire can not be opened or accessed.Answer:Please note that the DRiVE questionnaire is now available in the Forms tab in the eSourcing platform. We recommend using the new templates with the Forms.As for the mandatory document upload during proposal submission, bidders can screenshot the forms template.Hope this helps.Best Regards,

New clarification added: 1. Question:I have tried opening the file 'DRiVE Supplier Sustainability Questionnaire' but it seems to be corrupted. Could you please doublecheck and reupload it if necessary?Answer: Please make sure you enable macros to be able to use the document.2. Question:Does the RFP Response need to be submitted in English and Vietnamese?Answer: No, the bidder's proposal is need to be submitted in English only3. Question:Section 3.1 in the file 'RFP_Section_III_Returnable Bidding Forms (Technical Envelope)' mentions International and Domestic Experts. Does International mean Experts based outside Vietnam and Domestic mean Experts based in Vietnam? If yes, do domestic experts need to be Vietnamese nationals?Answer: The idea of the combination between international and local experts is to make sure that knowledge and skills will stay in the country after the project completes. Therefore, we prefer having local experts in the team. Local experts having Vietnamese nationality is an advantage.

New clarification added: Question:The details of deliverable 5 include analytical elements such as power system profile, peak demand estimation, scenarios for smart grid, etc. However, the timeline does not seem to be sufficient as this requires suitable modeling activity to be completed unless there are existing outputs from previous studies of ETP / other donors which can reused. Is there any flexibility in delaying the submission of the draft roadmap report beyond 31st December, 2023?Answer:The project timeline is fixed according to the government's schedule. Therefore, there is no flexibility for this deliverableBest Regards,

New clarification added: Question:We would like to request 2 week extension to the deadline, from 28th July to 11th August 2023, to ensure that we can put together a high quality proposal despite the logistical challenges of the European holiday season.Answer:Unfortunately, we will not be able to extend the deadline since this is an urgent and important work. Hope this is fine. Thank you for understanding.
