The United Nations Office for Project Services , Ethiopian Multi-country office (hereinafter referred to as UNOPS ETMCO) is pleased to invite competent Bidders to submit their respective competitive Bids for the Supply and Delivery of 45KVA Diesel Generators for Ethiopian Ministry of Finance, Addis Ababa, Addis Ababa, Ethiopia in accordance with the UNOPS General Conditions of Contract and “Schedule of Requirements” herein uploaded under file ITB_Section_II_Schedule of Requirements.

Query1.1 We noted that the required Generator should euqipped with a built-in ATS which aready has the function of a circuit breaker. There is no need to add another MCCB, please clarify!1.2 The Electronic speed governor Generators are Euro II emission standards, but you required Euro III, please kindly clarify whether Euro II is acceptable!2. I have not agent in Ethiopia I am in Djibouti and Does the contract include installation and maintenance? Can I apply from outside Ethiopia?if you can send us Can you send more details about the brands, or are you content with a two-year warranty?3. Could you please confirm if quotations in EURO are accepted?4. Please note that our engines are not Euro 3 compliant. Would you consider this as just divergance from the specs but we can still sumbit our bid or this will automatically disqualify us.Regarding Incoterms, we can supply according to FCA only and Not DAP. Would you consider this as just divergance from the requirements but we can still sumbit our bid or this will automatically disqualify us.5. We would like to know if the FCA delivery period of 10 weeks is still in force or can be extended.The doubt arises from the following: After the last change in the requirements (euro 3 emission), there is no manufacturer of engines for generator sets in the world that meets the requirements within that period.Our Responses1.1 The built in ATS must be incorporated with the Generator output breaker. The ATS acts as a transfer mechanism only hence the MCCB is required1.2 Emission standard amended to Euro Stage 22. Installation and maintenance services are not included in the requirement yet as specified in Section II - Schedule of Requirements, a local agent is required. No nationality is excluded from this ITB and this is not a brand specific requirement.3. As stated under the Particulars section, this ITB's currency is USD. With reference to Form C Price Schedule Form, more specifically "Bidder's delivery data", "FCA point(s) of delivery of the offered products": please advise if FCA Contractor's/Manufacturer's facilities, Italy is an acceptable delivery term. Otherwise, please indicate exact FCA location required.1.2. DRIVE Supplier Sustainability Questionnaire. Please provide us with an editable form of the questionnaire (word or excel), so that it can be duly filled in by our relevant company department (that has no direct access on esourcing.unops.org portal); 2. For calculating DAP cost, could you please clarify who the Consignee will be. Is it UNOPS or Ethiopian Ministry of Finance?3. I am submitting a tender related to ITB/2023/45946 and under Documents Checklist section the system requires that I upload the “DRIVE Supplier Sustainability Questionnaire”. Though I completed this questionnaire online, I am not able to download it from the Forms section of the e-sourcing system. There is no button that allows this download. If the sound level <=68 7m, the cost will add more and also the freight. Please refer the query and our response below.QueryWe are delighted to let you know that we will be participating in a tender named “Supply and delivery of 45KVA Diesel Generators for Ethiopian Ministry of Finance”. We kindly request your esteemed organization to give us clarifications at your earliest convenience for the below points; 1. In the RFP document, it says m.a.s.l is 2700m, and genset output prime has to be 36kw; standby 40kw. we regard this as after derating, prime 36kw. So can we quote generator, under m.a.s.l 1000m, prime 40kw, after derating under condition of masl 2700m, derating factor is about 0.9, so the real output under masl 2700m is 40kw*0.9=36kw. Please, if you have any doubt about this, confirm us as soon as possible.2. In RFP document, it says ambient temperature 50 0C, regard this is the requirement to radiator. If using 40 0C radiator is possible Please give us a confirmation on this.3. The concern about Sound level, our standard is 72db@7m when loading is 100% at silencer. Your technical requires 68db@7m, Please confirm us if you can accept 72db@7m.Our ResponseDear Bidder, Thanks for showing interest in our ITB. Please find the Query and our response below:QueryFor the controller, would the end user require it to be controlled remotely through one computer? Please confirmWe are the authorized sole representative of the manufacturer of complete diesel generator set. And this manufacturer is the authorized OEM manufacturer of the engine and alternator brand. Is it acceptable that we submit the "Manufacturer's Authorization Form" issued by the OEM manufacturer together with their Authorization Letter from the engine and alternator brand? Our ResponseDear bidders please note that:As specified under the schedule of requirements document, the controller should incorporate a communication module. Hence, the controller should have an access to be connected to a network for remote monitoring and access. Any communication module to a network shall be delivered integrated. The requirement is for an official manufacturer’s authorization letter as per Form F of Returnable Bidding Forms. Hence, you can submit the authorization letter from the actual Manufacturer of the products. Best Regards,

Can you please confirm if the fuel tank capacity of 230 litres (minimum) is for an integrated fuel tank solely or can the capacity of the integrated fuel tank be increased to the required specification with the incorporation of an external tank. 2. Please clarify the following questions: 2.1. We want to know where will be the delivery place if trade term is FAC?2.2. As the payment is 80%+20%,we would like to know how long your partner's inspection time will be? Is your partner a third party inspection agency or end-user?2.3. Subject to sufficient lead time, can we request you to appoint a third party inspection agency to inspect the factory before packing and loading as final inspection results?3.1.Please kindly clarify whether the Engine heating function is a Mandatory requirement，since It seem that it is not necessary for the perennial climate in Ethiopia.3.2. The required cable 30 meters of Euro standard 5*16mm2 power cable. Generally, the cable specification for this generator is 3*35+1*16mm2, kindly confirm if we must quote based on 5*16mm2 power cable.4. Regarding the 45KVA Diesel Generators with Canopy and ATS, we have the following questions need you kind to clarify:4.1. With regard to generator sets, do you have any specific requirements for diesel engine brand? because the price difference is very large among different diesel engine brands. 4.2. What is the purpose of the generator set, Is it main or standby?5. Engine coolant Heating Included- This is generally required if the temperature goes below 10 degrees C. Please confirm whether Ethiopia has a below 10 degrees C temperature. If not then please exclude this requirement. 8.2. Prime Power Rating (PMP)-45KVA(36kw) Is this required at 2700 m.a.s.l. Altitude? If yes then You need a Next Rating of Generator to achieve a 45kva full load at 2700 m.a.s.l Altitude. Please clarify the PMP Rating requirement & Altitude.8.3. Enclosure Canopy- Enclosure and Terminal Box to be rated of a minimum of protection Class IP 23. Any IP Protection is not applicable for Acoustic Enclosure. Please correct this your requirement. 8.4. Ambient Temperature 0 to 50C. Please confirm 50 Degree Ambient Temperature Requirement.8.5.Altitude- 2700 m.a.s.l . Most Ethiopian Major Cities are located at an elevation of around 2000-2500m ( 6,600-8,200ft) above sea level. Please reconfirm the Altitude of the locations where these generators are going to be installed and operational.8.6. Warranty- Minimum 2 Years Warranty. Most International Brands-USA/JAPAN offers Only One Year or 2500 hours warranty whichever is earliest. Please confirm the same.9.1 Enquiry 1: Is the requested prime power rating of the Genset (45KVA) after derating at 2700m and 50 degrees centigrade relative to ISO and SAE reference conditions or at sea level without derating?9.2 Enquiry 2: If the answer to Enquiry 1 is after derating at the specified altitude and temperature, it is difficult to comply with the maximum fuel consumption set as 10.6 l/hr at 100% load of the prime power. We suggest revising the fuel consumption rating.10. Please be advised that we have a valid LTA of Provision Generators with UNOPS, where 60kva is included. As per the technical requirements in the tender, the actual power capacity after derate will be 46KVA. We would like to suggest that you can directly place order from the system contract.11. We've specified a generator with 45 KVA at 2700 Masl please follow the requirements 8.3 IP 23 is a protection from direct touch below over 12 cm and drops of liquid from 60 to 90 degrees of the equipment to be protected. This is a minimal protection for the generator canopy and terminal box. Whether this box is in a canopy or any indoor situation, the box must be covered and protected. IP 23 is crucial8.4 Confirmed8.5 As per the schedule of requirements8.6 The required warranty is for two years9.1 Yes, it is after derating9.2 Please note that the maximum fuel consumption requirement is amended from 10.6L/ hour at 100% loading to 11.6L/hr @ 100% load or 9L/hr @ 75% load10. Please note that our requirement is not for 60 KVA Generator11.
