Description

The World Health Organization (WHO) invites vendors to submit an Expression of Interest (EOI) for the provision of supports to the Ministry of Health (MoH) of Ukraine in system and service set up in medical evacuation & repatriation which address the following objectives:

  1. To ensure that adequate technical, operational, and human resources (staff) are available to the MoH MEDEVAC Coordination Unit, to optimise the management and outcome of MEDEVAC and repatriation patient requests.
  2. Organize an access to air and ground medical repatriation services from the various EEA/EU countries that have received medically evacuated patients from Ukraine is made available to facilitate the safe return of Ukrainian patients.
  3. Supports to establish a free MEDEVAC & Repatriation 24hr /7 day a week Hotline, to meet the needs of patients and their care provider’s, staffed with Ukrainian speaking case managers is provided.
  4. An IT solution is developed, that helps to support the MoH MEDEVAC Coordination unit to better track, organize and account for the outcome of requests for assistance with MEDEVAC and Repatriation of patients in Ukraine.
  5. Training, mentorship, and capacity building supports are provided to the MoH MEDEVAC Coordination Unit staff team in developing MEDEVAC & Repatriation systems, processes, and procedures.

WHO intends to invite selected vendors to participate in a formal solicitation, via a Request for Proposals (RFP), at a later stage, for the above requirements.  Complete details of the requirements will be included in the solicitation documents.
