New clarification added: Page 6 of the TORs makes reference to outputs being prepared in Vietnamese and Bahasa.Page 10 of the TORs makes reference to outputs being prepared in Vietnamese.Page 16 of the TORs highlights the importance of local language proficiency in Tagalog, Vietnamese, and Bahasa.Our interpretation of these requirements is that all deliverables will be prepared in English with: - Country specific chapters of the final report being prepared in the relevant local language also. - The summary PPT being prepared in all local mentioned local languages.ANSWERThis is correct. All deliverables will be in English and the local langauge.

New clarification added: Please clarify the role of the Sustainability Questionnaire in the evaluation. Are there minimum requirements that bidders must meet? We note that the only reference to these criteria in the evaluation matrix is in Section 3.2.ANSWERDRiVE questionnaire is to assess UNOPS' potential bidders' sustainability performance. There is no minimum requirement set per se, but bidders are required to fill it out as part of the tender document. For the minimum requirement of sustainability criteria and its score assigned, please refer to the Terms of Reference
