New clarification added: We would like to inform you that our Bank has requested to revise some text of Bid Security based on the Central Bank of Jordan Instructions as bellow:The text to be:"This Guarantee is valid from xx/xx/xxxx to xx/xx/xxxx and uuntil be automatically renewed for subsequent period until we receive beneficiary's instruction for cancellation "Instead of :"This guarantee will expire:(a) If the bidder is the successful bidder, upon our receipt of copies of the Contract signed by the bidder and the Performance Security issued to you upon the instruction of the bidder; or(b) If the bidder is not the successful bidder, upon the earlier of:(i) Our receipt of a copy of UNOPS notification to the bidder of the name of the successful bidder; or(ii) Twenty-eight days after the expiration of the bid".Please confirm UNOPS REPLY: if there is no change to the content of the bank guarantee text, then it's ok.

New clarification added: Please note that the guarantor bank has requested a modifications to the text of the guarantee, bearing in mind that these modifications are related to the policy of banks operating in Jordan. Despite these modifications, they do not change the content of the text of the guarantee, but the guarantee will not be issued until these modifications are made. Based on the above, are we allowed to make these modifications?UNOPS REPLY: Please stick to UNOPS's template, we used to receive BGs from different banks without any issues. Please Extend the deadline of submission for at least additional two weeks to enabe us to prepare full compliant technical proposal, the suppliers need more time to prepere the metirale data sheetUNOPS REPLY: We have extended the deadline to the maximum possible date. Further extension will not be possible due to the project timeline restrictions

New clarification added: please confirm that we should submit BOQ in Excel format on Schedule 4. at the same format ,what we should submit at Schedule 4.1.A Bill of Quantities, the same BOQ as PDF or we should make anew BOQ with all detailed breakdown of the Contract Price shown cost of labour, Goods and other inputs to the Works \UNOPS REPLY: The bidders are requested to submit the BoQ in Excel format. While under schedule 4.1.A BoQ, the same BoQ shall be submitted as signed and stamped PDF. Furthermore, a detailed breakdown of the unit price shall be submitted separately in accordance with Section 1 point No. 2 of Annex 1.2-Lot 1-Preambles to BoQ-Rev.2 & Annex 2.2-Lot 2-Preambles to BoQ-Rev.1Please to Extend the deadline for submission for additional two weeks as the suppliers need further time to complete their technical offers to be in accordance to your requirements. New clarification added: In Section V , 3.5 Programme Requirements you mentioned that"All programmes shall be developed using appropriate calendars that reflect the intended method of working, public holidays, etc. The standard calendars to be used are:- Calendar 1 – Eight (8) hour day, Five (5) day work week, Saturday and Sunday non-working days and include public holidays. The start day for the calendar is Sunday. This calendar should generally be applied to all non-construction activities related to design, procurement, government and/or other approvals, etc.- Calendar 2 – Ten (10) hour day, Six (6) day work week, Sunday non-working day and include public holidays. The start day for the calendar is Saturday. This calendar will be applied to a majority of construction activities."How we can consider Saturday and Sunday as a non-working days knowing that the non-working days here in Jordan are Friday and Saturday?Kindly ClarifyUNOPS REPLY: Confirmed. New clarification added: Dear Sirs,Kindly to provide us with a record of the Pre-Bid meeting as we weren't able to attend because at one place the meeting was suppose to be at 11 AM and at another it was 9:00 UCT.Thanks,UNOPS: The pre-bid meeting has been conducted as per the ITB particular at 11:00 AM. The Minutes of the Pre-bid meeting will be shared with the bidders ASAP.

New clarification added: Dear Sirs,Kindly find below inquiries;1- Please confirm that the project is exempted 0%2- Regarding schedule No. 0.9:DRiVE Supplier Sustainability Questionnaire, please confirm that we have to take it before the bid submission. and if so, do we have to submit anything with the bid regarding this questionnaire?3- In the Technical Drawings for Municipality // Road Crossings, it shows that a layer of reinforced concrete is beneath the asphalt layer. please confirm that it is reinforced concrete and not flowable concrete.4- In the BoQ, the description for pipe lines it mentions connection and disconnection although they have a separate item. please clarify.Answer Q1: ConfirmedAnswer Q2: Confirmed. New clarification added: 1- As the tender is exempted from tax and customs duties, please to provide us with all related exemption letters.2- Reference to technical specification, clause 1.7 Material - sub point 1.7.1 General, where the following is stated:"In addition to the third party inspection test, the pre-shipment and manufacturer inspection and test for pipes and fittings factory is obligatory and cost of travelling and accommodation of the appointed members from the Employer for at least (5 persons) in the Country of origin for not less than 5 working days excluding travelling days.Overseas Pre shipment and inspection shall include all related expenses including Visas arrangements and costs, hotels, transportation and all related fees taxes airfare tickets, full board The Cost shall be on the Contractor’s account and be included in the respective unit rates of construction works"please confirm that A/M manufacturer inspection visit is required for DI pipes and fittings in Lot 1 only, and this visit is not required for other pipes and fittings (HDPE, Cpvc, GI) as they are either available in the local market or their quantities are very small.UNOPS REPLY: Q1 : The tax exemption letter will be shared with the selected Bidder upon awarding.Q2 : The pre-shipment and manufacturer inspection and test will be carried out for Ductile Iron pipes and Ductile Iron fittings, HDPE pipes and HDPE fittings for both Lot 1 and Lot 2.Cost of traveling and accommodation of the appointed members from the Employer for five “5” persons in the Country of origin for not less than 5 working days excluding traveling days.

New clarification added: Reference to BOQ No.2: Water Network, item 2.1.1.1 - Supply, Install, test, and commission Ductile Iron pipes , C25, please note that according to the standard of EN 545-2010, the DN400 pipes are Class C30 and DN200 pipes are C40 class, so C25 is not applicable to these diameters as per previuos mentioned standard. please advise.UNOPS REPLY: Refer to EN 545-2010 Standard for the selection of pipe classifications.

New clarification added: By referring to ductile iron pipe specification,it is mentioned the pipes are C25, please note the Ductile iron pipe DN200 shall be class 40 as per the EN 545-2010 standard not C25, please clarify. According to point 5.2.1 (pipe coating) comply with the selected standard EN545-2010 Annex D2.2, But for fittings coating according to point 5.6.4 the required specification is completely conflicted with the norm EN545-2010 which should be Epoxy coating and lining having a minimum average thickness of 250 μm (fittings) in accordance with EN 14901 according to EN545-2010 annex D.2.3 Reinforced coatings for buried fittings in soils of all levels of corrosivity, kindly advise ???UNOPS REPLY: Answer Q1: Ductile Iron Pipes shall be Class “C” and in accordance with the Standard BS EN 545- 2010Answer Q2: Ductile Iron Fittings Internal and External Coating shall be in accordance with the Standard BS EN 545-2010. Clause 5.6.4 ductile iron fittings from technical specifications states that " External coating: Electro-deposited coating with a mean thickness not less than 70µm and local minimum thickness not less than 50 µm". And, Internal coating: "cement mortar lining with seal coat" BS EN 545-2010 Annex d Fittings and accessories state that " Electro-deposited coating with a mean thickness not less than 70 µm and the local minimum thickness not less than 50 µm, applied on a blast-cleaned and phosphated surface; And, Internal Coating shall be Cement mortar lining with seal coat.

The local material delivery is in the first month shall be 50% of the material, and 120 days of the abroad material, with no consideration taken of the submittal and approval time and placing order time.2. shall the signing contract date be considered the commencement date?UNOPS REPLY: Answer Q1: Materials will be evaluated within the technical evaluation period of the tender, Bidders shall submit the required project materials in accordance with the provided templates (returnable technical questionnaire) along with the tender submittal. New clarification added: Dear Sirs,Kindly find below clarifications regarding ITB2022/44100;1- in the Preamble to BoQ point 14, it mentions that the entire quantities for pipes and house connections are expected to be in paved streets and if the pipes or house connections were installed in natural ground surfaces a deduction of 15% shall be applied. However, in the BoQ the items are to be priced for all surfaces. Please clarify.2- Kindly advise if it’s permittable to submit the Bid Security in equivalent JOD?3- Reference to ITB Schedule 0.4: Capacity and Experience, Please indicate if similar works include wastewater networks and house connections.4- Regarding ITB Schedule 0.7: Performance Statement, is it related to projects provided in Schedule 0.4?5- Please extend the submission date for 2 weeks.UNOPS REPLY: Answer Q1: For the open cut trenches for all diameters (DI & HDPE), In the case of the need for construction in natural ground surfaces, 15% of the price provided for construction in asphalt surfaces will be deducted for the same item.Answer Q2: Yes. Bid Security in Jordaninan Dinar is acceptable.Answer Q3: No. Similar projects related to water distribution networks and household connections.Answer Q4: Yes. Performance statement as a proof for completing the relevant projects successfully.Answer Q5: The submission date will be extended for one week only up until 23 November 2022.
