New clarification added: 1. QUESTION:ETP report on 'Review and gap analysis of existing abatement scenarios for Vietnam' is based on a electricity dispatch model. Would we get an access to the model while working on this project or do we need to create a dispatch model of our own to bridge the gap in that ETP report versus what is required under the current study?ANSWER:Under the study on "Review and gap analysis of existing abatement scenarios for Vietnam", the dispatch model was developed for power sector without considering net-zero carbon emission in 2050 target, since the study was done before COP26. We suggest the consultant consider this study independently.2. QUESTION:We understand the scope covers oil and gas as well. However, is it just limited to the play around shift in transportation and manufacturing to electricity and the role of hydrogen, or do we need to incorporate net zero for O&G too. If yes, then should we assume that it would involve assessment of coal too. So overall, would it be energy model or electricity model with small focus on fossil fuels?ANSWER:Overall, it is an energy model which takes into account energy transition in different sectors, on both supply and demand sides, of transportation, industries, residential buildings, agriculture, etc.Best Regards

New clarification added: QUESTIONS:We have some following questions that are not clear yet in the provided ToR and need to be clarified in terms of the technical proposition: 1. Do net-zero scenarios need to consider the emission from oil and gas exploitation perspective? What do you expect for oil and gas sector?ANSWER:Yes, the net-zero scenarios need to consider the emission from oil and gas exploitation because the scope of the study is net-zero for the energy sector and the study is expected to contribute to the finalization of the National Energy Development Plan until 2030 and vision to 2045. Given the fact that Vietnam submitted its NDC to the UN in 2021 and made its commitment to net-zero emission by 2050, the development of oil and gas industry should be reviewed in the full picture.2. Does the peak CO2 emissions provided by national strategy on climate change, vision to 2050 need to be re-evaluated?ANSWER:According to the Vietnam's NDC 2021 and the draft Power Development Plan VIII, the CO2 emission will peak in 2035 and the carbon neutral target is met in 2050. Given the fact that ETP is supporting the country to meet its commitment, the study should take into account the NDC's target in its analysis.3. The energy-consuming sectors such as transportation will cover railway, waterway and airway?ANSWER:Yes, the transportation sector will include overland, railway, water and air ways. The study should take into account the recently approved Action Plan for Green Energy Transition and CO2 and Methane emission reduction of the Ministry of Transport.Best regards,
