New clarification added: Dear Bidders, Please note the below-raised questions and our official responses in connection with the Invitation to Bid, ref. ITB/2022/43603.Electronic Detonators:Question Three (03): We request UNOPS reviews 1.4S packing. The international standard for the packing of electronic detonators is 1.4B and all leading European manufacturers comply with this standard allowing goods to be shipped by air or by way of sea freight. The only difference between 1.4B and 1.4S is labelling and not on the ability for the goods to be consigned by way of air or sea. Please review and reply?Answer Three (03):Only electronic detonators with HCC of 1.4S is acceptable.EOD Cartridges for Wildcat Disruptor Question Four (04): The disruptor is manufactured by Ideal Blasting and cartridges made to suit their system - we recommend UNOPS to communicate with Ideal Blasting Directly.Answer Four (04):UNOPS can accept Cartridges which meet the required specifications and can be used with PAN Disruptor Wildcat.Detonator Cord: Question Five (05a): We request UNOPS reviews the detonator cord specifications again. We repeat the internationally accepted standard packing for detonator cord is 1.1D our supply would be 12 g/m = classification UN0065/1.1D. The freight procedures for 1.1D and 1.4D are largely the same and we can support with Competent Authority Documentation (CAD) which confirms the fireboard (4G) box packaging at 1.1D is authorized for freight modes ADR/IMDG/IATA. Please confirm 1.1D is acceptableAnswer Five (05a):HD 1.1 is not accepted. Only detonating cord of HD 1.4 will be for storage and transport requirements.Question Five (05b): The Detonator Cord proposed would be standard size 12g/m (green cover), packed 250M per bobbin (7,450 reels X 250M = 1,862,500 metres total) with 2 bobbins packed per 4G fireboard box. Please confirm cord and quantity is acceptable.Answer Five (05b):The detonating cord must meet the technical specifications as per the SoRQuestion Six (06): our manufacturer has requested UNOPS extend the tender close date to 15/11/2022 as the organizing of freight and related costs for explosives is not an easy task - even for our manufacturer who has long experience in the supply and delivery of dangerous goods - as the current close date of 30/10/2022 does not allow them sufficient time to explore competitive freight options.Answer Six (06): The bid submission deadline has been extended from 30 October 2022 to 10 November 2022 @9:00 UTC. New clarification added: Dear Bidders,Please note the below-raised questions and our official responses in connection with the Invitation to Bid, ref. ITB/2022/43603. Electronic Detonators:Question 2(a): Leading European manufacturers are reconfirming 1.4B is standard packing for the shipment of electronic detonators. Packing to 1.4S is not standard. We request UNOP reviews of this once again.Answer 2(a): UNOPS wants the standard packing for the shipment to be 1.4S and this allows flexibility to transport the detonators by aircraft when needed.Question 2(b): The Charge NEQ calls for >750mg - The standard charge size for most detonators is about 700-720mg - is this acceptable?Answer 2(b): Yes, it is acceptable and please refer to the revised SoR and the returnable bidding forms. Cartridge 12 Gauge EOD BK 110 Blank:Question 2(c): What type of disruptor would the cartridges be used on - is it Pigstick, Needle, ABL2000 - please clarify. There are different types of cartridge for each applicationAnswer 2(c): UNOPS/UNMAS uses the PAN Disruptor WildcatQuestion 2(d): Note disruptor cartridges are only supplied in a full package - no partial boxes are allowed to be shipped. As such the final quantity may be needed to be revised to accommodate the shipment of complete boxes?Answer 2(d): UNOPS has adjusted the quantity and please refer to the revised SoR and returnable bidding forms accordingly.Question 2(e): Disruptor cartridges normally have one of two hazard classifications either 1.4C or 1.4SAnswer 2(e): The HCC of the disruptor cartridges should be 1.4SQuestion 2(f): Cartridges must not have been manufactured longer than six months prior to the signing of any UNOPS purchase order - it is common/standard industry practice of "all goods manufactured within one year" - please confirm acceptance of industry standard?Answer 2(f): Yes, it is acceptable and please refer to the revised SoR and the returnable bidding forms.Question 2(g): Manufacturer will ensure that ammunition is provided from two separate Lot numbers - The quantity required by UNOPS is not large enough for multi-lot shipment - please confirm 1x Lot number is acceptableAnswer 2(g): Yes, it is acceptable and please refer to the revised SoR and the returnable bidding forms. Ammunition Cases:Question 2(h): Are Ammunition Cases of both metal and or hardened plastic cases acceptable - please clarifyAnswer 2(h): Yes, this is acceptable and suppliers can offer Metal Ammunition Box hardened plastic ammunition boxes or equivalent as per the SoR.Detonating Cord:Question 2(i): Detonating Cord shall be packaged to allow for HCC of 1.4D in storage and transport - The industry standard/norm for detonator cord is Class 1.1D - please confirm acceptable?Answer 2(i): No, this is not acceptable. Only Detonating Cord with HCC of 1.4D is accepted.Question 2(j): Tagging of the explosives must be marked in accordance with the requirements of the latest ratification of the Montreal Convention (minimum 1%). Tagging agent to be clearly listed in the product data - Taggent (DMNB) is not applied to Detonator cord. Taggant requirement applies primarily to plastic explosives such as C4 PE4, Semtex etc - not detonator cord. Please strike this outAnswer 2(j): All markings must meet the international standards of marking and identification including environment and Hazard Classification.All packaging markings are to be written in English. Markings include:The word ‘EXPLOSIVES’.The contents of the box (type of ammunition).UN serial number and proper shipping name.The HCC.Lot and Batch number.NEQ.The quantity inside the box.Manufacturer and year of manufacture to be indicated. Question 2(k): Manufacturer will ensure that the detonator cord is provided from two separate Lot numbers - Again the UNOPS requested quantity is too small for multi Lot shipment - The quantity requested is less than what can be produced by our manufacturer in one day. Please confirm the 1x Lot number is acceptable?Answer 2(k): Yes, this is acceptable and please refer to the revised SoR and the returnable bidding forms. Means of Freight:Question 2(l): We note UNOPS is calling for all goods to be delivered into Mogadishu by way of air freight.We appreciate that this is a re-tender and there is some urgency for UNOPS to receive these goods, but frankly based on the volume/weight of the goods it is economically and financially impractical to charter a single aircraft. Certainly the cost of airfreight would be substantially higher than the cost of all goods.We would request shipment is allowed by way of sea freight - again because of the hazardous nature of the cargo said rates would be more expensive than normal cargo rates.Based on all goods 2 x shipping containers would be required. As UNOPS will appreciate compatibility "B" is not allowed/authorised to travel in the same container, vehicle, plane etc., as Compatibility D". For example, Electronic detonators (1.1B or 1.4) cannot travel in the same means of transport as Detonator Cord (1.1D). Please give consideration and acceptance to delivery by way of sea freightAnswer 2(l): Vendors MUST submit both Air Freight and Sea Freight Charges of LOT 1 & LOT 2 in the Additional Services section. Please also refer to the revised amendment of the schedule of the requirement and returnable bidding forms accordingly.NOTE TO BIDDERS: UNOPS has the right to award CPT Air Freight or CPT Sea Freight and bidders are expected to Quote for CPT INcoterm as Award will be made based on CPT Incoterm.This shall form part of the official solicitation documents. New amendment added #1: Dear Bidders, The following sections of the ITB has been amended as follows and changes are marked in RED color and refer to the SoR and Returnable Bidding Form of Rev 1.1. ITB_Section II of schedule of requirements Revised the main charge of item 1 Detonator and Added a new main charge of ≥ 0.7g Deleted Detonators packing for a Hazard Classification Code (HCC) of 1.4BAdded the ammunition should be provided in 1 lot and two separate LOT numbers is preferable.Revised the manufacture Period for item 2 Cartridge and added a new manufacture Period of 1 year.The quantity of Cartridge has been revised to 900The Delivery Requirement part has been updated and added CPT Mogadishu Sea Port 2. ITB/2022/43603.Question One (01): We have noted for Lot 1 item 1 Detonators and Lot 2 Detonator Cord you have requested HCC 1.4B or 1.4S and 1.4D packing. Is packing to HCC 1.1B acceptable as we are aware product can be classified under both Codes?Answer One (01): Packaging of HCC 1.1B for the electric detonators and detonator cord is not acceptable. This shall form part of the official solicitation documents. Please be guided accordingly.Thank you.
