RFP Technical Support for ETP for The Philippines Grid Diagnostic: Smart Grid Development

New clarification added: 1. QUESTION:"B.3.a. Purpose and Scope of this Assignment" - Would like to respectfully request for clarification on what "providing technical and issue specific expertise" entail? Will it be providing advice and strategy only but not redoing any work (e.g. network modelling calculations)  on the Project in the event that outputs are found to be inadequate/inaccurate?ANSWER:Experts will be asked to review and provide advice, strategy, information to enhance the implementation and the outputs of the project. They are not expected to redo any work.2. QUESTION:"B.3.b. Purpose and Scope of this Assignment" - It is our understanding that the project has 2 major components i.e. (1) Preparation of a roadmap for regulatory and investment upgrades; (2) Review of the electricity governance structure. Please confirm that the requirement is for both components. ANSWER:The requirement will be focused on Component 1: preparation of a roadmap for regulatory and investment upgrades. But, experts could also provide inputs to Compoent 2, citing best practices on grid governance.3. QUESTION:"B.3.c Purpose and Scope of this Assignment" -  Would like to respectfully request for clarification on the purpose and audience of the written or verbal explanations on the project. This is to ensure that there is no overlap with the scope of work of the engaged consulting firm for the Project relevant to communications and information dissemination. ANSWER:The audience is ETP. The purpose is to support ETP with the quality control of the deliverables.4. QUESTION:"B.3.d. Purpose and Scope of this Assignment" - Please confirm whether the participation in online meetings refers to major meetings or if it also includes all bi-weekly meetings (meetings for purposes of providing updates) for the project. We respectfully note the possibility that 40 days may not be sufficient if all online project meetings for the entire project duration would have to be attended by key members of the team.  ANSWER:The consultant is required to join key online meetings in order to comprehand and track the staus of the project. This will be circa one hour a week and 40 days should suffice for the total project.5. QUESTION:"B.4 Purpose and Scope of this Assignment" - Please confirm if the total person days of 40 days is for the entire team regardless of team size. Please clarify if it would be possible in the future extend the number of days beyond the "cap" in the event that the quality of project deliverables needs significant enhancement or the project delivery period extends beyond Mid-2023. ANSWER:At this stage we do not plan to extend the 40 days. Given past experiences, we feel this is an accurate reflection of the work required.6. QUESTION:"10. Deliverables" - We respectfully note the possibility that 40 days may not be sufficient if all online project update meetings for the entire project duration would have to be attended by key members of the team in order to be able to effectively monitor the progress of the project and advise ETP on the project status. ANSWER:See above7.
