*** Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot.
Remark:
(i). Health and Safety Policy is recommended to apply to the site and workforce if applicable under the contract.
(ii). Women-owned companies are encouraged to submit quotation.

New clarification added: Dear Bidder,Thank you for the inquiries. Kindly find the respond below from us: In field data collection the point E, identification of "polluting" equipment.Considering the number of building to record and their duration, this task in not really an energy audit but a troubleshooting and can take large amount of time to nail the root of the problem (considering also possible access issues) For a fair process can we exclude the troubleshooting, and provide a daily fee as the extend of the task is unknown? Answer to Clarification:We agree that the extent of this issue is impossible to quantify without further detailed testing of the facilities and equipment. We would be happy to accept an outline of the key power "quality" issues (such as harmonic distortions, etc.) with recommendations to address them. We do not expect the successful supplier to "troubleshoot" and rectify the issues, only identify where there might be major issues. A further proposal based upon a daily rate to fully troubleshoot the issues would be acceptable.You mention energy records shall last at least a week, and 2 weeks are scheduled per hospital, Knowing the cost of a power analyser and the number of buildings to records, can we shorten the records to records all buildings within the time allocated or can we expand the time allocated to allow one week records for each buildings. Answer to Clarification: It is understood that there may be a large number of buildings to record. We would be open to suggestions to optimize the audit without compromising the overall quality of the results and findings. For example, if it is more convenient to group buildings by common power supplies (distribution boards) that could be acceptable. Or to add more time might be acceptable too. The supplier might also, perform a rapid analysis of buildings and based upon those findings suggest to UNOPS to descope certain buildings and prioritise others for a more detailed analysis.Mode of payment : can we propose 50% downpayment to cover cost of travel and tools? Answer to Clarification: No, we cannot offer for 50% downpayment. It is only possible for 1st payment 30%, 2nd payment 30%, and final pay 40%.

New clarification added: Dear Bidder,Thank you for the inquiries. Kindly find the respond below from us: 1. It is a bit challenging for us to prepare the budget for green plan development because we don't have a clear scope. This will be based on the result of the audit. Can we submit the other quote for lot 2 later?Answer to clarification: It is true there is an interdependency between the 2 lots. The Clean Energy plan can only be prepared following the Energy Audit. However, we request interested Vendors to submit their proposals following the defined timelines of this RFQ.2. The hospitals have many buildings. Do you want the audit limit to certain buildings, or do we have to cover all buildings in the hospitals?Answer to clarifiaction: No, we do not limit the audit to certain buildings. It is critical to understand the Energy requirements of the entire hospital facility, so that the Clean Energy plan can be optimised to the needs.3. Does these hospitals have all architectural drawing available i.g CAD design for every building?: Yes, the masterplans are available on the system.Best regards,UNOPS Cambodia
