New clarification added: Q: Thank you for your clarifications so far, but what is the difference and the linkage between the following two documents published by UNOPS which are both referred to as S3i, and caould you indicate which one the Offeror is expected to work with:"Sustainable Infrastructure Impact Investments""Sustainable Investments in Infrastructure and Innovation"A: None of the 2 documents you are inquiring about has been published here in the Document section as part of this tender. Neither as part of the ToR nor as a background information. We are assuming that you are referring to some documents you found published and publicly available on the Internet. Not knowing exactly which documents and located where you are refering to, we are not able to provide you more detailed info about those documents. Nonetheless, once this tender process is finalized and the contract awarded to the winning firm, UNOPS will provide all documents that are relevant for this review.

New clarification added: Question: Can you please elaborate on what you expect from an "advisory review" and what it entails. Specifically to what extent sample testing is required? Answer: as for S3i (Sustainable Investments in Infrastructure and Innovation) we expect the review to establish a clear understanding of what happened, what process was followed to make the decisions, what functions were involved in the process, how decisions were made, and provide advice on what should have happened, so this is a backwards looking review. For the other overall UNOPS review (the review of the internal control systems, risk management and overall governance structures of UNOPS), which is forward looking, the expectation is to review existing UNOPS structures, governance, internal controls, decision making processes, and based on that provide advice on whether these are best fit for UNOPS business model or if any changes should be made to make them more fit for purpose. This is an RFP so there is a great deal of space and freedom for bidders to explain what methodology they propose to follow to conduct their work, and sample testing could be part of that.Question: What is the approx. number of relevant key personnel to be interviewed for i) the review of the internal control systems, risk management and overall governance structures of UNOPS and ii) the review of effectiveness of UNOPS' oversight mechanisms for Sustainable Investments in Infrastructure and Innovation? Answer: The approximate number of key personnel to be interviewed would be around 30 people for each review, many of which would be the same colleagues for both reviews.Question: What is meant by UNOPS' portfolio and what does it include, cf. page 1 of the TOR for the review of the internal control systems, risk management and overall governance structures of UNOPS?Answer: UNOPS portfolio means the suite of projects managed by UNOPS, and that includes around 1,000 projects with a total value of around US$3.5billion in different sectors, which cover infrastructure, procurement, project management and human resources.

New amendment added #1: Amendment 1- Scope of the tender has been amended by adding an additional review, i.e. review of the internal control systems, risk management and overall governance structures of the United Nations Office for Project Services- ToR for the additional review has been added in the document section as a document "RFP_Section II_TOR for review of the internal control systems, risk management and overall governance structures of the United Nations Office for Project Services"- Forms C and D of the document "RFP_Section_III_Returnable Bidding Forms" have been revised to reflect the amendment of Scope, ie. addition of review 2.- Deadlines for submitting of proposals as well as for clarifications have been extended by additional 6 days.

New clarification added: Q: Dear Sir, Kindly clarify if a firm can bid in more than one country for this project.A: The review is to be carried out mainly in collaboration with UNOPS HQ in Copenhagen, Denmark. Most likely there will be no need for travel and meetings in other countries than Denmark.
