New clarification added: Dear sir, madam, - 0.2 Offeror’s Information: We are a JV. Which name do we need to use as ' full legal name of offeror' her and as 'offeror' in any other schedule document: the name of the company who will lead the team or the combination of names of the different companies of the JV? The name of the lead company to be used. In case of JV there should be evidence of the agreement between the companies on leading company, and implementation fields and rations. - 0.2 Offeror’s Information: which address of the registered office should appear at this point if we are a JV, the one of the project leader, or? The address of the lead company to be used- Drive document: we guess that each company of the JV needs to fill in this document. Please, confirm if we are correct Yes. Drive document should be used per JV company- Drive document: we read on the first page ' UN Global Participant' and then there is a Participant number, a ' date of last communication of Engagement/progress', etc. Could you, please, tell us what this refers to? I guess we don't need to fill in anything in this part? Please insert N/A, where your company has no such participation number. - Official duration of the contract: in ToR we read that there are 5 calendar days for inception that don't appear in other documents. If we count the days in other documents, it seems that the whole duration of the contract is 8.66 months, which would be a bit different if we count those extra days. Could you confirm the exact duration of the contract, please? 245 calendar days is envisaged for the delivery of the services. - Table 4.6 of Returnable schedules: as the key experts must cover quite some different fields, some of them will be subcontracted. Do we need to repeat their names in this chapter, or it is enough that we mention them in the key expert list only? Yes, even if you repeat, please for more clarity propose key experts and indicate the contract modality. As mentioned, subcontractor companies should be clearly listed in the tender documents, for VAT exemption applications later, in case of contract award. - For points Schedule 4.8 and 0.8 / 0.8.1 (all insurances and bank issues): we understand that these 2 points can be resolved if a team is awarded but to avoid making mistakes now: what do you expect precisely about these three points for the delivery on the 11th July? Please do not mix Bid Security (aka Proposal security) with insurances. Bid security is mandatory and in case if not submitted, the company is subject for the disqualification from tender. As for Insurances- the statement for readiness to submit the insurances as listed types.should be provided. The insurance itself should be done only in case of Contract award. Generally insurances can not be done in advance anyways, since it should mention which contract is covered. - Taxes issue: In 'Consultant services contract for Works' point 1.23.2, it is said that: the consultant authorizes the employer to deduct from the consultant's payment any amount representing such taxes (the ones mentioned in 1.23.1) / In point 7.1.3 though it is mentioned that the consultant will pay all taxes. To avoid that we misunderstanding this point, could you, please, clarify how we need to interpret this?1.23.2 of the sample contract refers to taxes such as A) Customs duties b) Indirect taxes, such as sales taxes or VAT C) Taxes on commodities, such as fuel7.1.3 Refers to other taxes (e.g. Income tax) that is applicable by the law. - 0.11 Acknoledgemetn of the Addenda:We understand that the addenda are the ones that eventually might appear on your website. New clarification added: Hi,I have some questions for this tender and i need some more information if is possible.Below you will find the questions:1.• The document "Annex A.B Approved TORs_National Museum of History" states that the support staff must have a minimum of 10 years of experience, while the document "RFP_2022_42441 - 4 Section II, III, IV, V" states that the support staff must have at least 5 years of experience.Please explain, how many years of experience must have the support staff?2• Is it necessary for the company to have license points NP / A / 6, NP / A / 7, or is it sufficient that only experts have those point?3. • Can an expert perform two roles: (eg. ethnographer and historian)?4. • Total turnover for 5 years should be 500,000 USD, or at least in one of these 5 years should it be $500,000 USD?5. • Is it necessary for the company to have all the certifications (ISO, PASS ect.), or is it enough to adhere to these certifications?Dear Sir/Madam, Answer 1: We confirm Minimum 5 years for support staff. Answer 2. New clarification added: Dear sir, madam,We still don't have a clear idea of what you mean by "accumulated" for the financial issue.Since this is a very delicate matter and 'accumulated' can be interpreted in different ways by different experts, we ask you for a very clear answer.There are 2 possible interpretations of this sentence: 'Financial capability: The offeror has an annual turnover of minimum 500.000.00$ currency in any one of the last five (5) years or accumulated.'1. If in each year of the last 5 years a company has a turn-over of 100.000 $, can it be considered that this company has an 'accumulated' turn-over of 500.000$?2. Or do you mean 'accumulated' considering the turn-over of a Join Venture?Or do you mean something different?We would appreciate a sharp answer to avoid interpreting what you mean wrongly.Thank you in advance.ThanksDear Sir/Madam, Your understanding as per point 1. is correct. As per UNOPS Procurement manual 6.5.3.4, " Qualification criteria such as specific experience requirements and turnover requirement refer to all joint venture partners combined, whilst eligibility criteria are per each joint venture partner". Technical evaluation also had sub stage. Only the bids passing 70% of the maximum obtainable points for Technical criteria, will be invited for oral presentation, which is then evaluated with maximum of 5 points. The proposals who passed the two stage technical criteria, will be then evaluation in Financial stage. The explanation of how the evaluation will be conducted is provided in Section II.
