CANCELLED Provision of First Aid Training and Training of First Aid Trainers/Instructors for the Special Units of the National Police of Ukraine

Dear Bidder, Due to the fact that the war started in Ukraine on February 24, 2022 and there is no possibility to continue with the activities as described in this tender, the justification for the initial solicitation is no longer valid. New amendment added #1: Dear Bidder,The following amendments are made in the tender documents:Section "General" of this RFQ tender: 1. Deadline for clarifications is extended till 12.00 Kyiv time,  February 25, 2022.2. Deadline for bid submission is extended till 12.00 Kyiv time,  March 2, 2022. The following clauses are added/amended in the Paragraph “Scope of Services” of the Terms of Reference in Section II Schedule of Requirements: 3. The language of the training is Ukrainian.4. The Bidder should provide a PDF file containing the detailed programme of advanced training (Stage 3) which should be compliant with the minimum requirements stated in the Annex C, as well as the tentative schedule of trainings with indication of the number of involved trainers/instructors;5. The paragraph # 2 “Responsibilities of parties” with below clauses is included in the Terms of Reference of Section II Schedule of Requirements: The Services to be provided by UNOPS and the beneficiary (NPU):NPU will provide training premises for all the trainingsNPU will cover the travel cost tickets and accommodation for the participants (trainees)NPU will ensure availability of up to 100 people, including 15-20 “injured” to simulate a mass event for stage 3 as per requirements included in  Annex C.UNOPS will cover the cost of coffee breaks and lunches for trainees and trainers during the training daysThe Services to be provided by the Bidder at their own cost: Delivery of all 3 stages of the First aid training in compliance with the requirements included in  Annexes A, B, and C.Renting of all necessary equipment and materials for the successful delivery of the training in compliance with the requirements included in  Annexes A, B, and C (these materials and equipment remain the property of the Bidder after the training completion).Full board accommodation for the trainers, including travel, meals, hotel accommodation, insurances.Please check the updated Section II Schedule of Requirements rev1, Section III Returnable Bidding Forms_rev1, Terms of Reference_Ukrainain_rev1 under the Documents Section.Thank you and best regards, UNOPS Procurement team

The file "Terms of Reference_Ukrainain '' is  for Ukrainian Bidders and fully duplicates the content of the file "Section_II_Schedule of Requirements". The file "Ukraine RSMCO_Fin_InformLetter_VAT_Exemption_v4_010721" is related to Ukrainian tax exemption legislation and is applicable for Ukrainian bidders only. 2.  The order of MOH No. 1627 as of 04.08.2021 can be accessed via: https://moz.gov.ua/en/article/ministry-mandates/nakaz-moz-ukraini-vid-04082021--1627-pro-udoskonalennja-pidgotovki-z-nadannja-domedichnoi-dopomogi-osib-jaki-ne-majut-medichnoi-osvitiThis document legally approves the content of the training program for Stage 1 which is fully provided and translated into English in Annex A of Section II Schedule of Requirements. 3. The supplier should take care of all life support needs of the trainers (including meals and accomodation ) at their own cost. The respective clause will be added to the Section II: Schedule of requirements and published in the Tender amendment shortly. Thank you and best regards,UNOPS Procurement team 

New clarification added: _________________________________________________________________1) What language is the training to be delivered in?  Is English acceptable?2) The training equipment we are required to provide, will this then be left with you for the successful students to use in their instructing going forward or will we take it away again with us?3) The child birth simulators are quite expensive, circa $5000 each and by your ToR you will require 5 of them. This is a lot of money for only 1.5 hours training per course. We are very happy to provide these and the required training but we wanted to make sure this was correct.4) We are able to provide individual first aid kits IFAKs for trauma for each successful participant to take away with them at the end of the course. Would you like us to include these in the quote?5) You have asked us to provide a sample program, however you have included a very good and comprehensive one as a guide in the documentation, are you happy for us to adopt this one and confirm that we can meet all elements or do you require another one instead?_______________________________________________________________________________________-Dear Bidder,Thanks for your interest in our tender. Kindly find the answers to your questions below:1. The language of the training should be Ukrainian only. 2.-3. UNOPS is not requesting the equipment for purchase but taking it for renting purposes only for the whole duration of the training. The equipment is the property of the Bidder, and should be taken back by the Bidder after the training.4. It is up to the bidder to include additional benefits/services which,  however,  are not minimum mandatory requirements for this tender. Plaese be informed that the bid evaluation will be done based on the the lowest price most technically acceptable methodology. This means that the Bidder who meets eligibility, formal, qualification criteria, compliant with minimum technical requirements  and offers the lowest price will be recommended for a contract award. 5.  The Bidder may develop its programmes for Stages 1, 2 using the programmes  included in the Annexes A, B as a basis.  The program developed by the Bidder should be fully compliant with minimum requirements of Annexes A, B. For stage 3 we expect that the Bidder will prepare and submit a detailed program based on the minimum requirements included in Annex C. Respective changes in Section II: Schedule of Requirements and Section III: Returnable Bidding Forms  will be published in the RFQ Amendment shortly.The deadline for requests for clarification and bid submission will be extended. Thank you and best regards,UNOPS Procurement Team
