New clarification added: Clarification request: Regarding about Bid Summary: A-G, does bidder's total price mean the sum of all lots we submit?UNOPS Answer: In Form C: Price Schedule Form, Bid Summary: A-G: The bidder's total price means the sum of the all costs for an individual lot only. Bidder shall prepare a separate "From C: Price Schedule" for each individual lot and upload it in the document checklist section of the tender for respective lot.

What information do we have to provide and from where we will get oneunops / atlas id.UNOPS Answer: It mean that did you have any contract with UNOPS in the past for supplying the goods and services. In the past UNOPS use the ATLAS System and later on we have been using the OneUNOPS System. Therefore, if your firm/organization has been contracted by UNOPS in the past you can find either ATLAS Vendor ID or Supplier ID on the Purchase Orders you had signed with UNOPS.

New clarification added: Clarification request: For all equipments, UNOPS requires "Certificate of registration/Authorization/ Waiver the Import and use of the device by the health regulatory authority (NRA) of the Country of destination".Please, could you kindly confirm that the requirment concerns with the business license of the local company subcontractor?Concerning goods, that are all medical devices Class 1 as furniture equipment, please kindly confirm that the CE conformity certificate, manufacturer's ISO 13485 and ISO 9001 certificates are enough to deliver goods in Myanmar.UNOPS Answer: Please refer to the regulation of the Myanmar FDA. If the offered product in this medical device class does not require FDA registration in Myanmar, a confirmation of this practice would be the equivalent of a waiver.

New clarification added: Clarification request: Please clarify on the below:Lot 2 - ICU Bed (Electric):3.1.2 (c): Our manufacturers mentioned that it's not possible that electric ICU bed can have hydraulic pump support (electric and hydraulic can not be combined). Please inform if ICU Bed (electric) without hydraulic pump support will be accepted.UNOPS Answer: There are ICU beds with electro-hydraulic pumps. If you product uses another, technically equivalent technology, to meet the required adjustments, such as a linear actuator, it will also be accepted. Please specify the parts used in your product.

If you cannot or do not want to provide the inland transportation services either fully or partially, you can leave the relevant cells in the relevant tables blank. However, the tables for mandatory services (assembly and training) under Lots 2, 3, 4 and 7 must be filled and cannot be left blank.

There are list of hospitals with the names where the item under each lot shall be delivered.

UNOPS Answer: If you are awarded, as a mandatory requirement you will need to deliver the items to UNOPS warehouse in Yangon, unloaded as per the DPU incoterms 2020. You will not be responsible for delivering the goods to each hospital and loading them. Inland transportation is optional. It shall be awarded only if you quoted the prices for this services and your quoted prices compare favourably to the prices of UNOPS LTA holders for inland freight and delivery services. If you are awarded for the inland transportation, you will have to pick up the goods at UNOPS warehouse in Yangon, deliver them to each hospital and unloading them after the pre-inspection is completed at Yangon.

New clarification added: Clarification request: As we noitced except for item 1 you need certifcations for rest of the items . We have ISO and CE both and also registered with FDA Germany but not with NRA Myanmar but we have sold our products in small quantitiy in Myanmar before but NRA registartion was not required only ISO and CE was needed. Under the present circumstances it will be difficult to apply to NRA , does that mean that we can not bid for this tender although we have ISO and CE and FDA approval from Germany?UNOPS Answer: If the registration with the NRA (Myanmar FDA) is evidently not applicable for the respecive Lot, e.g. the company has sold similar products in Myanmar without the need for NRA registration, or the bidder can show that the concerned medical device class does not require registration, it would be the equivalent of a wavier. If a registration for the medical device is necessary but not available, bidder can present proof that a respective registration / authorization will be obtained at the time of the award.

New clarification added: Clarificaton request: If we don't have executed record in Myanmar, the Disqualification will be cause of rejection?UNOPS Answer: The requirement is not that your company must have a record of executing deliveries to Myanmar. This requirement applies to the Bidder, which may include a local partner or sub-contractor in Myanmar. As per Returnable Bidding Form E (Peformance Statement Form), you can indicate your own experience in the supply of similar items and in the second table indicate the experience of your local partner or sub-contractor to demonstrate that they had at least one prior experience in deliverying and installing similar items in at least 5 hospitals during the last three years". This requirement is lot specific, i.e. has to be met for each lot individually.

Installation/assembly, where applicable, is a mandatory service and you need to ensure that this service shall be provided at the final destinations. New clarification added: Question: May I confirm about the delivey lead time as is it fixed for 10 weeks after confirmed PO to supply 268 units of ICU beds? Can we request longer delivery lead time such as 15 weeks? It's too short for the current freight congestion especially to Myanmar. UNOPS Answer: Yes, the delivery time is 10 weeks (excluding the time for custom clearance process) after issuance of Purchase Order. Longer delivery times cannot be considered under ITB modality, as all the requirements are absolute.

In each Lot, the assembly cost is kind of breakdown from the sum of offered price in "Bid Summary"? Meaning that breakdown cost should not be added to the primary offered price in "Bid Summary". The assembly cost requested in the lots is kind of breakdown from the sum of offered price in Bid Summary No."F" Total cost of related service requirement.Clarification Request 3. Inland transportation cost is optional. The bidder shall present either a Registration, or an Authorization, or a Waiver showing proof the product can be marked and sold in Myanmar according to the National regulatory authority (the Myanmar FDA) at the time of the delivery / import. If none of the above evidence is present at the time of the submission of the bid, the bidder has to present proof that a respective registration / authorization will be obtained at the time of the award.
