UNOPS is hereby inviting suppliers to bid for the Provision of translation and proofreading services. Tha main task is tanslation and proofreading of legislative documents related to the EU integration process UNOPS wishes to establish a Long Term Agreement (LTA) with multiple vendors without secondary bidding.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. New clarification added: Question:1. Please confirm if section “List of subcontractors or suppliers” Form D, refers to the translators and proofreaders teams?2. Do we need to provide proof of previous successful contract/project implementation or only a reference letter is sufficient?3. Is it mandatory for the translator/proofreader to have Macedonian nationality?Answer:1. List of subcontractors or suppliers, refers to any subcontracting companies if any. The translators and proofreaders are part of the proposed team.2. The bidders should provide reference letters issued by the client or copies of the contracts or a list of contacts available for a reference check.3. There are no limitations regarding the nationality of the proposed members of the team. However, all proposed team members have to comply with the requirements set out in the ITB

New clarification added: Question:How should the bidder' s commitment to support gender equality and women’s empowerment through its operations: ensuring equal pay between men and women for the same roles by providing pay gap analysis or pay stubs gender diversity in the recruitment process (such as outreach to potential diverse candidates and equitable, non-biased interview practices) be proved? Should we provide a systematization of jobs in the company (where we have defined the salaries of the respective positions)? Answer:The bidders should submit the corporate policy document or internal procedure about the rules that incorporate gender equality and women's empowerment, equal salaries. Also, if the bidder conducted any kind of pay gap analysis it can be submitted as well as the practical examples of inclusion of specific criteria in the recruitment process.

New clarification added: Question:In reference to Form D: Technical Bid Form, could you please give a more detailed explanation what needs to be filled in the column that requires details, in the field Insert details of services offered, including number of available translators for the offered languages Technical specifications for Goods – Comparative Data Table and the field Insert details in the Delivery requirements –– Comparative Data Table?Answer:The bidder should provide data on the bid compared to the requested service. The column can be also be used to describe any discrepancies or it can be used for a reference to an additional documentation attached with the offer.

New clarification added: Question:We would like to ask a question in reference to Form C. At the bottom of the page, we have to fill in the chart with the total price. What does the total price refer to? Is it a sum of all prices above written? Or is it a price for translation and technical editing of 0-100 pages?Answer:It is a sum of all unit prices for the listed services.

New clarification added: Question:Could you please clarify if instead of reference letters, the Bidder may submit successfully implemented translation agreements? If yes, should the agreement be in full or only the relevant pages (confidentiality reasons)?Answer:The bidder should provide proof of previous successful contract/project implementation.

New clarification added: Question:A lot od reference letter concernig us as Language providers and our translators are given in Macedonian language (from Macedonian institutions because they write references only on official language).Should be translate all reference letters? Answer:Original documents do not have to be translated, but the evaluation team holds its right to ask during the evaluation process for additional clarifications or translation if necessary for the evaluation process.

New clarification added: Question:Please clarify the question Consignee details in Section III Returnable Bidding Form: Delivery requirements –– Comparative Data Table.The question is ambiguous to complete box 'Details. Bidder to complete'.Answer:The bidder should confirm that understanding that the UNOPS RSMCO is a consignee for this contract and that all requests, documents, the administration will go through UNOPS RSMCO. Simple confirmation is sufficient.

New clarification added: Question:We would like to ask whether our associates and collaborators that we intend to include in our offer can also submit their CVs with another bidder or they must work with us exclusively? Answer:The bidders should provide clear evidence of the proposed translators' and proofreaders' commitment to the bidder. There are no limitations defined in the tender documentation for a translator or proofreader to appear only in a single offer. However, the selected vendor would have to ensure the engagement of the proposed team members and the list of team members will be an integral part of the contract.

There are no limitations defined in the tender documentation for a translator or proofreader to appear only in a single offer. However, the selected vendor would have to ensure the engagement of the proposed team members and the list of team members will be an integral part of the contract.

New clarification added: Question:Would it be possible to provide us with either a sample document or a potential word count per document? Also, what is the time frame for completion? Is this for 1 year or is there an exact deadline? Thank you!Answer:Please see below the expected requirement regarding translation and proofreading:Page: 1500 characters without spaces in the original languageMaximum pages per day: per translator: 8 pages per day,per linguistic reviser: 12 pages per day andper proof-reader: 16 pages per dayAs the result of this tender UNOPS will issue Long term agreement to two best bids according to the evaluation methodology defined in the tender documentation. The Long term agreement does not define minimum services to be requested by UNOPS. However, we expect in 2022 approximately 10.000-15.000 pages for translation and proofreading.

New clarification added: Questions:1. What is the volume of anticipated work per year? This is important to know in order to plan and allocate resources.2. What will we use Form G for? It's not really applicable to the provision of translation services.3. According to the tender documents, a diploma or certificate from the Faculty of Philology - English Department must be submitted for each translator. Does that mean that translators with other qualifications will be excluded? For example, will a translator, with a degree in Law (or any other discipline) and a certificate C2 in English, not be considered at all? Respectively, how about those who will translate from Macedonian into English? How should they prove knowledge of the source language? 4. Can we include the proofreaders in the translators team, as well?Answers:1. As the result of this tender UNOPS will issue Long term agreement to two best bids according to the evaluation methodology defined in the tender documentation. The Long term agreement does not define minimum services to be requested by UNOPS. However, we expect in 2022 approximately 10.000-15.000 pages for translation and proofreading.2. Form G should be used to present the list of the previous projects proving the relevant experience of the bidder (company) in order to comply with the criteria set out in the tender. Next to the list, the bidder should submit proofs as defined in the tender criteria.3. The minimum qualifications for translators is defined as follows:“The proposed team members may be permanently employed or be engaged on a service contract basis with the bidder. For all members of the proposed team, the following educational and professional qualifications are required: at least three years of professional experience in the field of translations, provable by CVs, minimum of three references issued by different clients. For all translators: “Diploma or certificate from the Faculty of Philology – English Department with academic studies of at least VII/1 or 240 credits according to ECTS or internationally recognized certificates confirming knowledge of foreign languages according to “Common European Framework of Reference for Languages (CEFR)“4. The translators and proofreaders teams should be treated as two separate teams with minimum requirements as set out in the tender.

New clarification added: Q: Regarding to the call ITB/2022/40548, for translation services (national version of the EU acquis), as interested bider, we do need some clarification.Namely in tender documentation it is written that working language when contacting UNOPS is English. But, in the ITB document, section 20 (LANGUAGE OF BIDS), paragraph 2 stands: "Supporting documents may be submitted in their original language", and next sentence "If such language is different from that set out in the Tender Particulars section, the supporting documents shall be submitted together with a translation of the supporting documents’ relevant excerpts."So it is unclear wheather could we submit supporting document in original language or should we provide the translation for all documents. Specifically we would like you to clarify, could we submit some of the the orginal documents such: diplomas certifications, licenses from experts engaged, references, registration and policy documents in in their original language, without translation provided or translation is is required for each document. If so, in which format the translation should be provided?A: Original documents do not have to be translated, but the evaluation team holds its right to ask during the evaluation process for additional clarifications or translation if necessary for the evaluation process.
