New clarification added: Question 26: Concerning Lot 1, Item lines 15 and 16: Cyalume (or Equivalent) Box Red and Cyalume(or Equivalent) Box Green.We can offer an identical product, with a 10 Mini chem light batons pack instead of 50 batons pack.Is it acceptable to offer this equivalent, and to offer 300 packs instead of 60 to ensure the same final required 3000 batons quantity/ item line?Answer 26: Yes, the bidders may offer products equivalent to the required products. The Packaging of the items may be different but must match the total quantity requested.Any items 'equivalent' will be evaluated by the committee and deemed compliant or not.

New amendment added #3: The purpose of this amendment is to provide clarification on discrepency of the quantity amount for "Lot 1- Item 1- Binoculars"ITB_Section_III_Returnable Bidding Forms - Rev 1 has been amended and replaced by ITB_Section_II_Schedule of Requirements - rev 2. All changes are in pink- See Form C: Price Schedule Form

New clarification added: Question 25: Form C Price Schedule shows Lot 1 Line 1 Binoculars as 7 units.Form D Technical Bid Form shows Lot 1 Line 1 Binoculars 9 units.Which is correct quantity required?Answer 25: The quantity for Line 1- Binoculars should read "9 (Nine)."An amendment/revision will be made to the subject tender to reflect the correction to the document.

New clarification added: Question 24: Can you cconfirm the function of the Telescopic rod size from 20cm to 50cm pleaseI.e. should it have a recovery magnet on the end? A hook?Also, is the telescopic range 20cm closed to 50cm extended?Answer 24: No magnet, no hook.The aim is to point a "target".Telescopic range from 20cm closed (pencil size) to (50 cm extended).

New clarification added: Lot 1 (Item 2) Rangefinder.Question 1: Firstly, we request clarification on Laser Effective/Measuring Range as "Visibility Range -1500m" is specified only.Answer 1: It's more about the Reflective rangeIt's true that the wording visibility range is not the most appropriate.2000 YDS = 1828mMagnification x Obj lens: 6X24Question 2: Secondly, we also request clarification on units of measurement, as visbilty range is quoted in metres and accuarcy +/- in YardsAnswer 2: Units of measurement in Metre, as far as we know, the units of measurement can be changed on the setup.A version of this equipment with both will be suitable.

New clarification added: Question 19: As a matter of fact, from the manufacturer, the WD100 cannot be manufactured at the moment as the microprocessors are no longer available.Only the WD10 Passive Command Wire Detector could be offered.Réponse 19: Equivalent items can be offered. Whether they are equivalent or not will be evaluated by the evaluation committee.

New clarification added: Question 17: With respect to Line item 6 Guartel WD100 detector you have requested details of technical file to be submitted for your technical expert to review.We request you advise how we should provide you with the Techncial details of the alternative instrument as there are several files to be uploaded.We also have our suppliers technical party at hand should you wish to communicate with him.Réponse 17: Please give details of the good offered in Form D, technical bid form (Column: Details of goods offered). When submitting your bid, you can also attach to form D or upload as a separate files, all relevant documents to support your technical bid.After the closing date, and during evaluation, if the panel need more clarifications about the goods offered, the panel will use the evaluation clarification canal.

New clarification added: In reference to Lot 1 / Item No:1 (Binoculors)Question 14: Can you please clarify the upper limit for closest focal range, is 5m the maximum acceptable limit?Answer 14: Less than 5m is not necessary, 5 m will be suitable as we are not doing micro visionQuestion 15: Can you also please clarify the maximum and minimum acceptable objective lense diameters (mm)Answer 15: Larger effective diameter will impact on the weight of the binoculars, 50mm is usually the maximum for handled binoculars. Between 42mm to 50mm will be suitable.

New clarification added: Question 8: We are reliably informed because of major component shortages manufacture of the WD100 is on hold and it is unlikely to resume in the near future. We also confirm no stock is available. In view of this problem, would UNOPS consider an alternative solution which fully meets the application and techncial requirements of the WD100, and is already in operation with other demining operatives? Answer 8: It can be a solution to the situation but this will need first to be reviewed by a technical expert. Therefore we kindly request the technical folder for the proposed alternative. Question 9: Please clarify the following:For item 1.1 Binoculars: Is a closest focal point of 5.25 m instead of 3 m acceptable?Answer 9: YesQuestion 10: For item 1.10: Folding Shovel: Is a full length (open) of 56 cm instead of 42 cm and a foldable length of 24 cm instead of 22 cm acceptable? Answer 10: YesQuestion 11: For item 1.12b: Batteries for the Flashlight: Are you requiring both the 123A BATTERIES (non-rechargeable) and the Lithium Iron Phosphate Rechargeable Batteries? or both lines 1 and 2 are specifications for the same battery 123A Lithium Iron Phosphate Rechargeable Battery?Answer 11: We require only Lithium Iron Phosphate Rechargeable batteries.Question 12: Cable Detector Brand: GUARTEL Model: WD100 or upgraded model, the manufacturer is quoting directly in this tender. If the request items are facing some issues, therefore it needs to fulfil the technical requirement as explained in question 8.Question 13: In reference to ITB Section II - Schedule of Requiremtns of Lot 1 - RANGEFINDERS, BINOCULARS AND TRAINING AIDS - some of the items on the technical requirements document contain an exact brand and model number; we would like to clarify whether technically compliant altrenatives to these models are acceptable.Answer 13: Equivalent items can be proposed. Whether they are equivalent or not will be evaluated by the evaluation committee.An amendment/revision will be made to the subject tender to reflect the additional specifications.

Do you have any requirements to base an offer around?The Schedule of Requirements only lists a part number for certain items, and no mention of "or equivalent" - can alternatives be offered that we consider to be of eqivalent capability?Answer 1: Equivalent items can be proposed. Whether they are equivalent or not will be evaluated by the evaluation committee.Question 2: We would like to request clarifications concerning the Hand Tool Kit of Lot number 2.Are you sure that you would like 10 cm length pliers, because this is tiny... good for carriage because small and lightweight, but less convenient to use than bigger models ?Answer 2: The length can be between 10 to 13cm with a hard grip.Question 3: Concerning the 2 models of gloves, can you please give more details, technical characteristics and/or use case ?Answer 3: Leather gloves size L and XL & Nitril gloves size L and XL (black) Question 4: Please confirm if these radios in Lot 3, Are meant to be HF / VHF or UHF.
