Description
Tender description: This tender is for the creating a content for multimedia interpretation output in a number of cultural heritage assets in Albania.
The Scope of Work shall include all required implementation activities to ensure the correct and proper realization of the project, for Creation of a content for multimedia interpretation output in a number of cultural heritage assets in Albania to the acceptance of UNOPS as specified in the contract documents. The work on development of the content shall be preceded by preliminary concepts, storyboard and similar and which are subject to approval of both UNOPS and bodies of Ministry of Culture.
These works include and are not limited to the following:
Preparation, research, on-site work, product development, testing and training for post users defined as per each site as Section IV: Schedule of Requirements

New clarification added: Question:1) In Section IV Schedule of Requirements, in "Ethnographic Museum in Kavaja" a 3D printer for laboratories is listed as a needed device. This device on Section V: Returnable Bidding Forms under the deliverables in "Ethnographic Museum in Kavaja" this device does not appear.Is the 3D printer for laboratories a device that should be included in the devices to be provided in this tender?2) In Section V: Returnable Bidding Forms, Table 1: Cost breakdown per deliverable/output should the cost offering include every item mention in each item? The technical partner is the one we are already presenting foe this offer as provider of services. If the answer is YES, in which form should we present our financial statements?We are not merged so we don’t have a consolidated balance account. Which documents we have to refer to? Where is the Section III? New clarification added: QuestionDear Sirs,Having analyzing in detail the project intent, and considering the broad scope in terms of places and technologies, also considering the undefinition of the brief in most of the elements; we would kindly ask for an extension of time of ideally four weeks since the current set date. In such case, that UNOPS can be assured to receive proposals of high quality from all the different bidders.Would this be possible please? In particular, we are referring to the points 5 and 8 of the DOCUMENTS CHECKLIST (VENDOR SUBMISSION SECTION): - Bidder annual turnover equal or greater than 3.000.0000€; - Having provided 2 services of similar nature and scope during the last 5 years. If we are planning to apply as a JOINT VENTURE, how many of the companies need to meet these requirements? In this case, how many companies should present the documents required (e.g. sustainability questionnaire, key personnel, references etc..) What changes in case of applying as 1 GENERAL CONTRACTOR with several subcontractors? New clarification added: Dear Bidder,Please find below the answers to your request for clarifications:Clarification 1The bidder would need to purchase all equipment as stated in the schedule of requirements. For the sites where the concepts are not fully detailed (Castle of Bashtova and Archeological Museum) the bidder would be asked to assist in advising on necessary equipment. The purchase of such equipment would be done by a third party. Clarification 2The 30 days payment term is applicable per invoice. The invoicing frequency depends on the negotiation on the contract level. However each payment will require the handover forms to be filled and signed by the parties. As for services (Installation/training) - the UNOPS contract manager will produce the relevant forms for completion of services and training to be filled in and signed by the respective recipients of the services (Assigned personnel per site). As for Goods - if they need to be invoiced separately, the contract manager will assign personnel for receiving and inspection of the goods. New clarification added: Dear Bidder,Based on the provision of Procurement Manual Rev.7, section 6.5.3.4 "Evaluation criteria for joint ventures" which defines that "When a joint venture, consortium or association submits an offer, the bid submission documents, as well as the bid security (if it was requested), must be submitted in the name of the leading partner.", we confirm that the Proposal Security Form shall be submitted on behalf of the consortium/Joint venture from the leading partner, not from each member. New clarification added: Dear Bidder,Please find below the answers to your questionsAnswer 3:We confirm that Proposal Security in the amount of 30000 USD issued by the Bank/Insurance Company shall be submitted together with the offer, while the Performance security shall be required only from the awarded Offeror in the amount of 10% of the total Contract amount (please see in esourcing the section particulars/ Performance security details.Performance security to be presented in case of the contract award. However, a statement for readiness to submit the performance security should be presented as part of the offer.Answer 4:As per the provisions of the Procurement Manual rev 7, section 6.5.3.4 “Evaluation criteria for joint ventures” the qualification criteria such as specific experience requirements and turnover requirement refer to all joint venture partners combined, whilst eligibility criteria are per each joint venture partner.Answer 5: We can confirm that technical infrastructure is in place for Venetian Tower, Hamam of Durres and Ethnographic Museum in Kavaja. For the Ethnographic museum of Kruja through this bid we are requesting equipment items to be offered. Furthermore, since Castle of Bashtova and Archeological Museum are still in a design phase, you would be asked to suggest the type of equipment, where the implementation of upgrades regarding technical infrastructure would be implemented by a separate entity. Answer 6: The installation of the technical material is implemented by a separate entity which has already obtained all the necessary permissions. Answer 7: UNOPS within the design team has members for scientific consultations including history, ethnography, archeology and similar.

New clarification added: Dear Bidder, Thank you for your question. Yes we would need a simple mock-up (in any form that you deem adequate) for the concepts to be implemented. We would require this from the selected company during the implementation of the service. At this staqe we are requiring description of your methodology of the approach, capacity you envisage to deploy, elements of innovation, etc - please bare in mind that methodology should still be site specific (not general) and based on concepts shared with you in the bidding phaseKind regards,UNOPS Albania
