New clarification added: Question: For continuity of operations and contingency planning we intend to include relief /rotational staff over and above the minimum requirement for management (1 Project Manager + 1 Support Service Officer ) and Operational staff ( 2 X Training Specialist on EORE and NTS, + 6 XAssistant Trainer on EORE/NTS. As against the minimum total number of 10, we are proposing a total of 20 personnel (ie Minimum requirement of 10 plus 10 additioanl relief/rotational staff. All 20 will be crosstrained and be available throughout the contract period. Is our financial proposal to cover the costs of the 20 or only the 10 minimum staffing requirement? RFP says The overall number of personnel, as well as their break down by functions / positions shall match the personnel breakdown in the financial proposal.Answer: The RFP indicates 10 personnel as the minimum requirement, but the exact number of personnel will depend on the bidder’s technical solution. Bidders should note, however, that the number of personnel to be charged to the project should be aligned with both their technical approach and financial offer.
