SAP planning, GAP analysis & design - IPSAS
Summary of Scope of work:
The ICC is in the process of transition from accounting and financial reporting under United Nations System Accounting Standards (UNSAS) to International Public Sector Accounting Standards (IPSAS) framework.
The transition from modified cash to accruals based accounting will have major impact on recognition and measurement of assets, liabilities, revenues and expenses. The transition is expected to affect several business processes, operating procedures and necessitate SAP system changes.
The SAP ERP software modules currently in use are:
• FI/CO (Finance/Controlling)
• MM (Material Management - Procurement)
• HR (Human Resources Management), Payroll and TM (Travel Management)
• EH&S (Environment, Health and Safety – Medical)
• FM (Funds Management - Budget)
• GM (Grants Management)
The ICC needs to prepare analysis of business processes and identify system requirements and level of customisation effort necessary as well as business process changes to be able to produce IPSAS compliant financial statements.
The scope of the analysis will include process and system changes to:
- Asset management and configuration of asset accounting module;
- Material management/procurement changes as a result of transition from cash to accrual based accounting representing comprehensive analysis of each type of expenditure;
- Human resources management and IPSAS compliant treatment of each type of employee benefit
- Revenue recognition
- Integration of the above with FI/CO, PS, FM and GM modules
Qualifications
The proposer must have a minimum of five years of experience in implementing the SAP R/3 application software in general and three years in implementing asset accounting, material management, funds management, human resources and payroll modules in particular. Furthermore, previous work on implementations of IPSAS compliant SAP systems will serve as an advantage.
