To participate in the bid, do we have to supply drones before for others? our drone manufacturing partner has already supplied drones to other places, but not in Ethiopia2. how many documents need to be submitted as mandatory?Dear Vendor,Thank you for your clarification questions, Yes you have to have two years business experience in supplying drones or related products, regarding the mandatory documents you are required to submit ten different documents as listed in the checklist section of this bid.Best RegardsUNOPS

New clarification added: Hello there, I wanted to ask a couple of questions but did not get any response from UNOPS.1. We have been checking the custom tax from the Ethiopian government, and we did not find any. Since agricultural tools are duty-free, is this product too duty-free?2. It's about the payment term, is it going to be decided during the agreement to choose from LC or TT or CAD? Or which method is going to be used? Dear Vendor,Thank you for your clarification questions; kindly note if the drones are required to pay customs tax by the tax laws of Ethiopian government our client Ministry of Agriculture will pay the amount levied. New clarification added: Dear Sir In the document "ITB_Section_III_Returnable Bidding Forms Amended", it says " List of subcontractors or suppliers (if any)Bidder must identify the names of all subcontractors/suppliers who will be providing goods/services under this contract and the type of work being subcontracted, if applicable"If we are the manufacturer of drone and integrate the payload camera from the camera manufacturer in our drone, in this case, are they our subcontractor ? and do we need to have their authorization letter (form E) ? New clarification added: Dear Bidders,Please see below clarification requests received from interested bidders and UNOPS responses to each questions:We kindly ask you to consider the possibility to extend the required deadline of one week at least.Yes, we have extended the bid submission deadline for three weeks. In the form D: Technical Bid form is a Note to Bidders saying that: “Bidders are requested to provide manufacturer’s product data sheet /catalogue to support the bidder’s proposed product specification. Failure to provide the proposed products’ technical details in this form (Form G) may result in the disqualification of the bid.“ Unfortunately – we cannot find the mentioned Form G. Where can we download it?It was meant to be the same form ( Form D: technical bid Form) not Form G. This will be corrected during the amendment . We are not sure what to fill in the table in the form F: Performace Statement Form. We want to participate as a Bidder. Therefore, we do not know information like “order no & date” etc. Also, as the delivery will be in the future, we do not know what we should fill in as a “Date of completion of Delivery”, “Reasons of late delivery”, etc. How should we fill the table in the form F? F: Performance Statement Form is not for future orders, it is a form to be filled with your previous experience of supplying similar or related equipment to UNOPS or any other buyers. We have been checking the custom tax from ethiopia government, and we did not find any. Since agricultural tools are duty free, is this product too duty free?Any customs duty and taxes shall be the concern to the client not the seller. However, the successful bidder shall cover the cost for Freight Cost, Insurance cost, custom clearance handling cost and other costs if any. Its about payment term, is it going to be decided during agreement to choose from LC or TT or CAD? Or which method are going to be used? The payment term has been indicated on the ITB , which is 80- 20% and payment will be made through bank transfer. Is there any detail specification on the 3 cameras, especially the Lidar?This will be added on the amendment. Please check the UNGM frequently as we will post the amendment very soon. in the Form C: Price Schedule Form, both the "price of goods FCA" and "price of goods DAP" are listed. Do we need to quote for both FCA and DAP prices? If so, which price will you adopt finally? Yes, bidders are required to offer in both FCA and DAP terms . UNOPS will evaluate and award on DAP terms but UNOPS have the right to do the evaluation and award on FCA terms should we find it more favourable to the partner and UNOPS. Regarding the training of drones, we recommend the remote training via internet or video conference,etc and it works well in our previous projects. But as we know, there is still possibility that our customer (MOA of Ethiopia) may need face to face training, in this case, do we need to send engineers to Ethiopia or can we invite the customer to China for the training? Kindly please clarify which type of training do you advice and how should we quote accordingly? Partner wants the training to be is face to face in Ethiopiain Section III: Returnable Bidding Forms, how do we deal with the forms that we don't bid? for example, if we don't bid for Lot 1 , do we delete the bid 1 related forms in our final submission documents? Please submit the forms(C and E) for the lots that you are bidding. But for form D, you can leave the table blank for the lots that you don't bid. We would highly appreciate it if you can share a product reference or a brand for Agri drone requirement due to a specific requirement of 80kg Plastic Tanker. Please clarifyWe ourself are the agent of some drone manufacturer, can we bid under our own name with the letter of authorization and previous experience records from the manufacturer of drones? Or do we have to form a JV or consortium with the manufacturer to bid for this project ? Regarding LIDAR imaging camera, it says "optimized and sunlight protected" in section 2 - schedule of requirement, is there any more technical requirements ? As you may know, the prices of different LIDAR imaging cameras may be very different, so please clarify if there is more technical requirement or shall we propose the suitable type based on our own experience ? Responses:Yes, the payload(tanker) of the spraying drone is a minimum of 80 kg capacity.As mentioned on the ITB, If you prefer to bid in a JV , each member of the JV shall meet all the Eligibility and formal criteria and qualification criterias. You can also participate by yourself but you have to submit the letter of authorization from manufacturer and shall meet all other criteria including previous experience as a bidder. Regarding the LIDAR camera, we are in consultation with the partner to review the specification of the camera . We will add other requirements as soon as we reach agreement with the partner and amend the ITB to add the revised requirement. With regards
