New clarification added: Dear Sir/Madam,Thank you for your clarification email. Please see the answers in bold for each question.What are the import requirements for dogs arriving to Afghanistan? Most countries just require that they are microchipped and have a passport, but other countries require more. Please refer to section II schedule of the requirement (Delivery place and Incoterms rules) as the delivery terms are DAP, it is the vendor's obligation to become familiar and comply with all import requirements. Please confirm the requirement for route search. We can provide the dogs already trained for route search at an additional cost OR we can provide route search handler training for free during the in country handover phase. UNOPS is required to purchase the EDD's with following searching criteria: Dogs shall be well suited for activities such as Entry Control Points (ECP) search, luggage\cargo verifications, facility security screening, IED incident response and support to military operations etc.Thank you UNOPS Afghanistan Procurement Team

If the trainer must provide these, how is the trainer supposed to bring the training aids into Afghanistan, if the trainer is coming from another country? Any medical requirements for the EDDs?Requirements are that k9s must have been vaccinated.2. Which Scents are the EDDs to be trained on? Is it the usual UNOPS requirements?The EDDs should be trained on explosives materials such as (TNT, Ted Card, Ammonium nitrate, P3, Time fuse, RDX & C4).a. Being a UNOPS requirement, will the EDDs be expected to be trained to TrueScent/ScentLogix- The EDDs expected to be trained in Ture scent or either scentlogix.b. What samples will be used during the 4 weeks training in Afghanistan, Live or Pseudo? (leashes, food bowls, clinkers, grooming equipment, sky crates). The listed equipment will be provided by the end user.Will UNOPS be supplying LSA for the trainer for 4 weeks duration? Could you please clarify what LSA stand for?Do UNOPS have kennels already set up? Yes the end user has the kennels in place.Can we provide a compliant response along with an alternative proposal? No. Alternative proposal not allowed. Will there be a need for a translator to help facilitate training to the handlers? If so can this be built into the pricing? New clarification added: Dear Sir/Madam,Thank you for your clarification email. Please see the answer in bold for the question. We do not keep dogs on hand for training or deployment. Dogs are procured and trained to order therefore, we cannot provide dog passports or certificates at this stage as the dogs have not be selected yet. Please change the requirement of submitting the passports/ certificates from Mandotory to Optional. The bidder should provide documentary evidence to confirm the details (for example age) of the offered K9. A passport or certificate will be required at the time of provision of the K9.Thank you UNOPS Procurement Team

New clarification added: Dear Sir/Madam,Thank you for your clarification. Please see the below answers in bold for each question.1. Are these K9s to be trained to current UNOPS EDD Standards? No. The dogs are to be trained in terms of basic familiarization in order to meet the end user needs upon provision.2. Is it bidder’s training programme or does UNOPS have one they wish to follow? The bidder is to propose the training programme which will be assessed by UNOPS and the end user. 3. Will UNOPS send a K9 Assessor to qualify them? The K9 and the bidders proposal will be verified by UNOPS in consultation with the end user. 4. Is there a continuation training package? Once these K9s are handed over, they will need daily/weekly quality continuation training from suitably qualified trainer/s otherwise they will become potentially unusable within 2-3 months. No.5. Is the use Malinois mandatory or will other breeds be acceptable? Please refer to technical specification 1.6 in section 2 schedule of requirements.6. Schedule of Requirements item 1.8 states dogs to be well suited to support military operations. Does this include route search K9s? This would be a different level of K9. As per the schedule of requirements the use of the K9 can be expected to be varied and this might include route search.7. Are the potential handlers experienced or complete novices? If novices then we suggest 4 weeks is not enough time for comprehensive training. Yes8. Where have handlers been sourced from? For example, have they been selected, are they volunteers, are there any female handlers? These are ANA specialist personnel.9. Does the delivery timeframe of 12 weeks include the 4 weeks allowed for training or is this extra i.e., total 16 weeks? 12 weeks is for the delivery of dogs and an 4 additional weeks is for training. 10. Where will the training take place? Is the site secure? What is the level of security? The training venue is in a military campus, located in kabul. 11. Who provides the kennels, dog food, equipment? The end user. 12. Why is UNOPS not using the UNOPS PQ/2020/13290 - Explosive Detection Dogs (EDD) Global Peace and Security Cluster framework contract for this requirement? New clarification added: Dear Sir/Madam,Thank you for your clarification email. Please see the below answers in bold for each questions. 1. Are bidders responsible for the provision of flights, accomodation, transport and food etc for the EDD Trainer? Yes. It is bidder's responsibility to deliver dogs at required location. 2. For the avoidance of doubt please confirm if UNOPS will accept bidders providing evdience of delivery of EDD services i.e. deployment of EDD teams and subsequent operational delivery conducting ECP coverage for the duration of the contract. Or are UNOPS only seeking evidence of bidders supplying EDDs for use by a third party. Please refer to the set forth criteria. (Bidders must provide evidence (contract, PO, etc) of at least 2 (Two) contracts for the supply and delivery of K9 trained dogs implemented successfully in the last 3 (three) years "FORM G").3. We note bidders are required to provide three years audited accounts. If the bidder is prequalified with UNOPS for Canine Detection Services these accounts have already been provided. Are prequalified bidders exempt from resubmitting their audited accounts? No. not exempted . Each requirement and project has their own requirements and processes.
