CANCELLED Invitation to Bid to Establish LTA for Provision of Small Hardware Items & Computer Accessories for UNOPS AFCO - Kabul, Afghanistan

Tender cancelled on 2021-09-07 11:43 UTC. The dramatic change in the political situation in Afghanistan and the change in the market conditions made the terms and instructions if the ITB is not fit to the current situation and needs to be cancelled and need from AFCO to review the ITB conditions to accommodate with the current market situation. A new tendering process will be launched soon and UNOPS will make sure that the suppliers who participated in this ITB to be invited to the new tendering process.

New clarification added: Dear Sir/Madam, We already submitted our proposal, now we can change our price schedule and technical schedule?Dear Vendor;You are entitled to make any changes in your proposal prior submission deadline.Regards,AFCO Procurement Unit

New amendment added #3: The deadline for clarification is hereby extended to 15 - August - 2021.AND The deadline for submission of offer is hereby extended to 22 - August - 2021. --- All other terms and conditions remain unchanged ---

New amendment added #2: This amendment is hereby issued to amend the price adjustment clause of the ITB, change the bid currency from AFN to USD and is as follows;Supplier may request price adjustment every 12 months during the LTA period, which will be examined and approved as per UNOPS approval process stipulated in the UNOPS Procurement Manual.The bid currency is changed from AFN to USD. Bidders who submit offer other than the USD currency will be converted based on UN exchange rate on the date of closing of the ITB.--- All other terms and conditions remain unchanged ---

New clarification added: Dear Sir/Madan,Please clarify Custom Duties and Tax Exemptions:1. Are these goods requested in the RFQ Afghan Customs Duties exempt? Will you provide exemption letter for the goods clearance? 2. Are these goods requested in the RFQ Afghan Business Receipt Tax (BRT) exempt?  Will provide the  the  tax exemption letter or agreement please?3. What is the quantity you will order and what is frequency of each order please? Thank you for your kind cooperation.Answers :Please note that this ITB is published for the purpose of establishing long term agreement with a certain supplier that is able to provide us with any quantity of any of the items in the list in any time we need them. So, there is NO specific quantities or need is currently available in the time of issuing this ITB. There may be a need for small or medium or any quantity may be requested later and may be repeated many times during the validity of the agreement. To reduce the time of repeating the tendering process and raising many RFQs each time we need to make order, we issued this ITB to ask the bidders to give us one price valid during the whole period of the LTA. We are looking for suppliers that can make ANY of these items available from the local market in ANY time we issue a PO regardless the quantity from each item or the types of the items needed. UNOPS is exempted from taxes IF any supplier ship any big shipments from outside Afghanistan to UNOPS and UNOPS provides exemption letters for big shipments that imported from outside Afghanistan to UNOPS interest, however, we intend to establish Long term agreement with a supplier that he is able to deliver any order of the attached items in short delivery date which means from the local market, so you can send the prices in your financial offer as you are collecting them from the local market.Currently, UNOPS cant give forecasting of the quantities of each item that we will purchase during the LTA period (3 to 5 years), but we can give you the information that and according to our historical purchses report, UNOPS previous purchases from such item reached annual average of USD USD 50,029.13 (annually).
